New patrols designed to enforce pedestrian safety
By KRISTINA SCALA
The Moorestown Sun
Main Street is one of thebusiest areas in town. From thenumber of restaurants and storesto pedestrian traffic and on-streetparking from North ChurchStreet to Chester Avenue, cross-walk safety is important. The Moorestown Police Depart-ment is working jointly with theBurlington County Sheriff’s De-partment to implement crosswalksafety in the township. A $30,000grant was recently awarded to thecounty by the state’s Division of Highway Traffic Safety to help en-force pedestrian safety. The money will be used to con-duct 30 patrols throughout thecounty until June 30, 2014. Onehas already occurred inMoorestown.According to Police Lt. LeeLieber, Moorestown requested as-sistance from the county.“We are trying to promotepedestrian safety and educatepedestrians so they see the properway to enter the crosswalk,” in-stead of stepping off the curb andrunning into the street, he said.According to the sheriff’s de-partment, the Pedestrian Enforce-ment Grant will have undercoverofficers posing as pedestriansusing the crosswalk. If vehiclesdon’t stop within the proper dis-tance of the crosswalk or drive

through, violators will be givenwarnings and tickets.A $200 fine, plus court fees, would be given to violators with apossible sentence of communityservice. If a pedestrian is struckand seriously injured, fines wouldincrease up to $500 and come witha sentence of up to 25 days in jail.“The stopping distance is deter-mined at the speed they should betraveling. If the driver continueson through, they will be stopped,”Lieber said.According to the state MotorVehicle Commission’s drivinghandbook, the proper braking dis-tance for drivers traveling at 20mph is 25 feet with a reaction timeof 22 feet. The faster the vehicle, the longer it takes to stop. Burling-ton County Sheriff Jean Stanfieldsaid the first time officers patrolthe crosswalks is for educationalpurposes, passing out cards withpedestrian safety information andissuing summonses to violators.“The second time, they willtake a harder stance. I think bydoing this throughout the county,it will create a greater aware-ness,” she said.If drivers don’t stop after an of-fense, the license plate will berecorded and a ticket will bemailed to the offender’s home.Since 2009, 25 pedestrians havebeen involved in crashes, while 39fatalities occurred between 2007and 2011. A county officer, alongwith one municipal officer, willpatrol the crosswalks for a fewhours. She said the departmentselects the time of day best suitedfor patrolling, and the grant cov-ers local officers’ overtime. This is the first year the countyreceived this type of grant fromthe state.“If we can continue to receivefunding for this, it will make usmore effective. The more we areout there, the more people will seeus,” she said.
