RECOMMENDATION(S):
That Council receive the “Construction of 16 Avenue Intersections at 216 Street and 240 Street"
report; and
That Council approve the transfer of funds from the 16 Avenue at 248 Street Road Construction
project to the 16 Avenue at 216 Street Signal Installation project in the amount of $ 286,245 for
the purpose of installing a signal with warning flashers; and further
That Council approve the transfer of funds from the 16 Avenue at 248 Street Road Construction
project to 240 Street in the amount of $165,754 to enable tendering of the addition of left turn
lanes.
EXECUTIVE SUMMARY:
In the 2009 budget, in the interests of fiscal responsibility, Council approved the removal of the
construction of a roundabout at the intersection of 16 Avenue and 216 Street in favor of a traffic
signal. ISL Engineering, who was contracted to design the intersections along 16 Avenue at
216 Street, 224 Street and 240 Street, has provided designs and a cost estimate of $362,375.00
for this intersection. The Township will be approaching TransLink to request financing for 50%
of the project.
The estimated cost from ISL Engineering, for the construction of the intersection at 240 Street
and 16 Avenue, is $577,686.00; however, the existing account balance is $411,932 and
requires additional funds for the tender to meet the expected costs.
Tendering and constructing in the 2009 season will enable the Township to take advantage of
potential savings and ensure that safety improvements will be enacted in a timely manner.

To transfer $286,245.00 to 16 Avenue at 216 Street Signal Installation, and $165,754.00 to
Intersection Construction 16 Avenue at 240 Street from 16 Avenue at 248 Street Road

BACKGROUND/HISTORY:
16 Avenue is classified as a major arterial roadway and has been a component of the MRN
since 1999. It is generally constructed to a rural standard approximately 11 meters wide with
one lane in each direction, paved shoulders and ditches for drainage, power and
communications lines, with some gas main crossings. Traffic counts show the vehicular traffic
at the intersection of 16 Avenue and 216 Street is at 105% of a warrant that requires traffic
control, based on its geometry.
At the February 18, 2008 meeting of Council, staff was directed to postpone construction of a
proposed roundabout at the 16 Avenue/248 Street intersection until a full functionality review of
the operation of the roundabout at 16 Avenue/216 Street was concluded. Subsequently, a
traffic signal was determined to be the best construction, given financial considerations.
Community Implications
As a major arterial road in the Township, 16 Avenue serves not only the adjacent land downers,
but provides vital commuting and transport within the Township. The ability to construct in the
2009 year will allow the Township to take advantage of potentially lower construction costs and
ensure the safety needs of the community of the Township are met.
Financial Implications
The transfer $286,245 to 16 Avenue at 216 Street Signal Installation, and $165,754 to
Intersection Construction 16 Avenue at 240 Street from 16 Avenue at 248 Street Road
Construction can be accommodated in the 2009 budget transfers from other projects that will be
revaluated next in the next budget process. The ending budget for the will be adjusted to reflect
the receipt of additional anticipated funds from TransLink, which would offset the Township
funds allocated.
