This final report on the preparation of District Transport Master Plan (DTMP)
based on IRAP tools of Lalitpur District has been prepared under the contract
agreement between Office of District Development Committee/ District Technical
Office, Lalitpur and North Star Engineering Consultant P.Ltd JV Fuji International
Design Associates (FIDA), Lalitpur.

CHAPTER I: INTRODUCTION
1.0 Introduction
The constitution of Kingdom of Nepal (2047) in its directives principles and policies of the
state has envisaged providing maximum opportunities for the participation of the people in
the governance of the country through decentralization. The enactment of local self-
governance act 1999 (2055) and it regulation has empowered the local bodies (DDCs,
Municipalities and VDCs) to formulate and implement development plan within their
jurisdiction and territory. The same legal provision made mandatory these local bodies have
to prepare long and short term vision plan and periodic plans. The District Periodic Plan
(DPP) and District Transport Master Plan (DTMP) are essential plan to be prepared by
these local bodies. Numbers of districts have already prepared DPP and DTMP. The main
objectives of such plans are to systematize the investment plan. There are number of
guidelines prepared by different institutions to prepare such plans.
Department of Local Infrastructure Development and Agriculture Road (DoLIDAR) has been
assisting to DDCs in preparation of DTMP. DoLIDAR had prepared guideline for the
preparation of DTMP called Approach Manual for rural and agricultural roads, which is the
only government's guideline for preparation of DTMP. Recently DoLIDAR has published
Integrated Rural Accessibility Planning (IRAP) guideline, which focuses on real needs and
interventions prioritization through participatory approach. Among the interventions,
transport interventions are carried as the read need transport project as the genuine
demands of the communities. These intervention are focused on enhance access to basic
services of rural community.
Nepal comprised 3915 VDCs where 85 percent of its population reside and depend on rural
economy therefore; rural development is the main agenda of development. The ultimate
goal of the rural development is the poverty reduction i.e. the attainment of sustainable
livelihood and improved well being of rural people as outlined in the Millennium
Development Goal (MDG) at global level and Poverty Reduction Strategy Paper (PRSP) at
national level. In the absence of better access to the goods and services that the value the
same suffers. Rural people’ needs for sustainable livelihood and improved well-being are
such that they require better access to information, markets, and opportunities. They need
better access to health, education, sanitation and other goods and services.
Transport is one of the major components to improve the access through the increase on
the mobility to the settlement/community of services and facilities and also to provide
linkage with market centers, agricultural production pocket areas and other potentialities of
the district. Considering the transport sector interventions and planning based on the
accessibility planning, District Transport Master Plan (DTMP) is long-term perspective plan
prepared for the planned development of the rural and agriculture roads in the district.
DTMP of Lalitpur had been prepared By DDC Lalitpur in June, 2004. from that point of view,
this DTMP can be considered as updating of Previous DTMP, but this DTMP has been
prepared based on IRAP approach so it quite different than previous DTMP report.
The overall objective of the district Transport Master Plan (DTMP) is to develop roads in
planned and sustainable manner by adopting the labour based, local resources oriented,
environmental friendly technique in accordance with the decentralized participatory

approach, and to facilitate accessibility to important centres and areas with resource
potentiality; to guide the spatial arrangement of rural settlements, markets and services
centers of the district.
Establishment of a single approach for the development of rural road network by local
government and develop a sustainable road network that reduce the aggregate
transportation cost and minimizes environmental impacts does this; to provide the
fundamental base for planning and implementing new construction, rehabilitation and
improvement of existing roads and to maintain, repair and rehabilitate the existing
infrastructure and to develop and connect the existing growth centres and potential growth
centres through rural road development network.
The specific objectives, but not necessarily limited to the following, are:

2.1 Approach
The accessibility is function of distance and traveling time, frequency of travel, transport
infrastructure difficulty factor, physical facilities of SOR, and management of SOR provision
and viability of service provision. The degree of accessibility problem was assessed in
terms of accessibility index of the settlements to concerned SOR sector.
Accessibility Index Travel Time (AITT) is function of number of households residing in the
settlement and average travel time of settlement to reach the services and facilities. It was
measured by calculating travel time score (TTscore) based on time slab decided by concern
DDC for district level and national level comparison will be scored based on National level
time slab.
AITT = HH x TTscore
Accessibility Index Quality (AIQ) is function of household numbers of settlements and quality
of services provided by the concerned service centre. The quality Score (Qscore) was
calculated based on quality slab based on the physical quality of the infrastructure and the
quality of the service provision. The district level quality slab should be approved by DDC
to calculate the accessibility index.

The overall accessibility will be obtained taking sum of Accessibility Index Travel Time (AITT)
and Accessibility Index Quality (AIQ)

The required interventions will be identified for improving accessibility of every settlements
based on easing and reducing travel time, improving physical facilities for SOR and
improving management of SOR provision in an integrated fashion.
2.2 Methodology
The methodology comprises with the Integrated Rural Accessibility Planning (IRAP) tools
for the accessibility planning and DoLIDAR’s Approach manual for the agriculture roads for
the preparation of the DTMP with some modification as per district situation.
The Consultant's efforts will be comprehensively streamlined to meet the objectives of the
assignment by covering scope of services outlined in the prescribed Terms of Reference.
The consultant will follow the following specific process to accomplish the assignment as
specified in the objectives and scopes of work in the TOR.

2.2.1 Task/Activities
The consultant carried out the related tasks and activities according to the work schedule
and work plan as described in the inception report, which mentioned the activities to be
carried out during the fieldwork. The major activities are as follows:
Secondary data were collected from annual report published by District Level offices and
consultation with stakeholders (such as DADO, DVO, DDC, DEO, Small Cottage and
Industries, local business man etc). The main objective of the secondary data is to verify the
data collected from VDC level. Besides this, the socio-economic date (i.e Data/information
regarding area, location and significance of development potential area such as extensive
agriculture, extensive horticulture, livestock farming, high value cash crops, tourism, cottage
and agro-based industries, center for business/commerce/markets, tourism area,
hydropower and water mills, mining's, service centers e.g. hospital, health post, agri-sub-
center etc) which can not be collected from VDC level have collected obtained from annual
report, district profile, study report published by various offices such as DDC, DADO, District
Education office etc.
The information about demographic data of district, maps, service flow pattern, various
maps showing service centers or the location of SOR facilities, transport infrastructure
inventory, past plans and sectoral study reports, sectoral standards and policy targets were
collected from the secondary sources like DoLIDAR, DDC Lalitpur line agencies of DDC,
Bureau of Statistics, Kathmandu, Topographical Survey Branch, Local NGOs. The details
are given below

Primary information was taken from concerned community people, VDC officials, and
schoolteachers about real accessibility situation of settlements in special format
developed for this purpose.
Compilation of data/Information collected from primary and storing the data on computer
has done secondary sources. The data were entered in spreadsheet and prepare
accessibility tables calculating the accessibility indicator approved by DDC.
The analysis of accessibility situation were done on the basis of time and quality factors
Final accessibility indices were prepared and required intervention was identified based on
respective indices at the participatory meetings/workshop at district level.
Indicative Development Potential Map (IDMP) was prepared in order to indicate the different
areas with the existing and potentiality of agriculture, horticulture, livestock and
existing/potential key growth centers and other developmental potential area. IDPM is
developed according to the Approach manual for the development of Agriculture and Rural
Roads. Based on Data collected from annual reports from line agencies and DDC level
workshop, Development potential area of the district in agriculture, horticulture, livestock,
cottage and small industries, other potentiality of the district have been identified.
DIM was prepared according to Approach for Development of Agricultural and Rural roads
of DoLIDAR. The following steps were taken for preparation of DIM Report
Information about the Strategic roads, rural roads, main trails and main train trail
bridges were collected from secondary information DDC profile and previous DTMP
report.

The reconnaissance survey in the existing rural roads were carried out and required
interventions; new construction, rehabilitation, periodic maintenance, regular
maintenance were identified based on the field data.
The DIM was presented and discussed on the district level all party political meeting
and the required Interventions were finalized for rehabilitations, periodic
maintenance of the existing rural roads. The required interventions were analyzed
based on accessibility situation.

Considering the perspective plan of transport sector, the District Transport Master
Plan was prepared.
The financial resource of the district on transportation sector was assessed based
on analysis of past trend of financing in this sector and allocation of budget by DDC
and other line agencies for coming years. The tentative budget plan for coming five
years was prepared in consultation with DDC.
The required interventions and road linkage, purposed in perspective plan, were
prioritized according to Approach for the Development of Agricultural and Rural
Roads, DoLIDAR.
Final workshop was organized in the DDC. The prioritization of road was approved
by DDC.
Draft DTMP was presented in final workshop in the DDC. The prioritization of road
was approved by DDC.
In line with the Government of Nepal’s decentralisation policy, the overall responsibility for
planning, construction (new, rehabilitation and upgrading) and maintenance (periodic and
routine) of the rural transport linkages lies with the concerned District Development
Committees (DDCs) under the policy advice and guidance of the Ministry of Local
Development (MLD). This document, `Nepal Rural Road Standard (2055)’, provides the
classification and other general standards for Rural Transport Network and shall be
followed by all concerned (users, users’ committees, VDCs, DDCs, DIARSs, RIDSs and
DoLIDAR) in developing the rural transport linkages in Nepal.
The standards for Strategic Road Network (National Highways, Feeder Roads) and Urban
Roads which are under the jurisdiction of Department of Roads (DOR) are excluded in this
document but are available in the `Nepal Road Standard (2027) - Second Revision’.
1.0 General
1.1 Nepal Rural Road Standard (NRRS) shall apply to all rural transport linkages (roads,
trails and rope ways) being constructed within the Kingdom of Nepal. The roads
other than that of National Strategic Road Network (National Highways, Feeder
Roads) and Urban Roads are considered as rural transport linkages, along with the
trails and rope ways.
1.2 Under very special circumstances (e.g. an alignment along a highly unstable,
landslide-prone area in hills or a path over a flood dam in Terai), Government of
Nepal may waive these standards.
1.3 The initial traffic volumes (counted or projected) on most of the rural transport
linkages are generally low but are expected to rise considerably over the first 5-10
years as a result of newly opened up access to development functions. Therefore,
the linkages that are initially opened up should have the in-built provision for further
improvements to meet the rising demand of traffic volumes.

1.4 These considerations conclude that the rural transport linkages should be designed
for stage construction, beginning with the lowest standard and gradually upgrading
to the highest possible standard. Upgrading, or in other words, gradual modification
to the existing standard shall be done as and when the defined criteria for such
action are completely satisfied.
1.5 At any development stage of the rural transport linkage, it must operate with the
desired traffic volume at the lowest cost per kilometre. The overall annual cost shall
comprise of:
i. the amortised cost of the original investment for the linkage and/or that required
to upgrade it to the stage under consideration (per vehicle-kilometre);
ii. the annual cost of maintaining the linkage (per vehicle-kilometre);
iii. The annual cost required to operate the linkage (per vehicle-kilometre).
2.1 All rural transport linkages in Nepal are classified into five classes. These classes
could generally be separated into three categories, as given below.
2.2 The criteria for the classification of rural transport linkages are as follows:
When the link is newly opened up for a particular area, the users begin to grow
in number as well as the means of usage differs with the increase in
opportunities. As a result, the composition of users becomes more and more
complex and the need for an upgrading of linkage will arise.
The traffic volume is the ultimate result of having a transport linkage. It has a
direct relationship with the geometric (dimensions) and technical standard
(earthen, gravelled, and paved) of the linkage.
With the increment of traffic volume, the need for upgrading the linkage is to increase the safety and lower the (ii) and
(iii). If standards are not raised as per the usage, then (i) shall decrease but there shall be a heavy resultant increase in
(ii) and (iii).

2.3 The five classes of the rural transport linkages are defined respectively as follows:

tourism centre, industry, etc.) or several VDCs with the headquarters of
the same/neighbouring district,

3.0 Traffic
3.1 It is not financially viable to improve the standard of a rural transport linkage by a
small margin since the heavy cost involved does not justify the marginal benefits.
Therefore, it is the accepted practice to design and construct new transport linkages
or upgrade the existing ones that are suitable of undertaking a higher traffic volume
which is anticipated at some future date. For rural transport linkages in Nepal, this
projected period shall be considered as 10 years.

3.2 Various types of vehicular and pedestrian traffic occupy the surface of rural transport
linkage and impose different loads on the structure. Therefore, it is necessary to
quantify the various traffic volumes in terms of a standard traffic unit, called
`Transport Unit (TU)’ or the `Passenger Car Unit (PCU)’ which is defined as the
traffic caused by a normal car, light van, jeep or a pick-up travelling at a speed of 40
km/h.
3.3 The composition of traffic and the respective traffic coefficients are given below.
These coefficients shall be followed during the designing process. (Applicable only
for Rural Road Class ‘A’ and ‘B’).
3.4 Composition of traffic is one of the key elements that determine the standard of a
rural transport linkage. The length of the longest vehicle plying along the rural
transport linkage would be one of the factors that define the geometric standards of
the linkage. For example, the longer the vehicle wider the carriageway width is
required at the bends.
3.5 Volume of traffic shall be considered while fixing the design standards of a rural
transport linkage as the linkage needs to accommodate the estimated number of
Transport Units. Traffic volumes are generally the Annual Average Daily Traffic
(AADT). While fixing the design standards, however, the other factors like
availability of funds, land use pattern of either sides or the restrictions imposed by
the nature (forest, water ways, steep hill slopes, etc.) shall be considered. The more
the number of traffic, wider is the carriageway width required as there would be
frequent passing and overtaking manoeuvres.
4.1 Design Capacity: (Applicable only for Rural Road Class ‘A’ and ‘B’)
Design capacity (Design Service Volume) shall provide the basis for determining the
class of the rural road. The rural roads are classified in Section 2.3 on the basis of

connectivity. However, in order to ensure the serviceability of the road, the class
may change depending upon the volume of traffic (counted or projected). For
example, a road classified as ‘B’ on the basis of connectivity might be changed into
a class ‘A’ road, if the volume of traffic is found to be higher. Design capacity shall
further provide the criteria for determining the intervals of lay-byes (passing zones).
4.2 Design Speed: (Applicable only for Rural Road Class ‘A’ and ‘B’)
When the design speed is higher, the design standards should be of higher order
which ensures the road safety, capacity, comfort and decreases the users’
operational expenditure. The choice of design speed, however, would be influenced
by the class of road, traffic volume, available budget and the terrain.
4.3 Terrain: (Applicable only for Rural Road Class ‘A’, ‘B’, ‘C’ and ‘D’)
The terrain through which the rural transport linkage passes directly influences the
selection of geometric standards (formation width, carriageway width, right of way,
free board, radius of horizontal curves, gradient, intervals of passing zones, etc.).
Depending upon the terrain, the factors such as land use pattern of either sides,
availability of land, the restrictions imposed by the nature (forest, steep hill slopes,
rapid-flow water ways, complex geological structure, etc.) would vary considerably
thereby governing the choice of many geometric standards. For example, a road in
hills may suffer due to the limitation in land availability whereas a road in Terai may
not face such difficulty.
4.4 Design Standards: (Applicable only for Rural Road Class ‘A’, ‘B’, ‘C’ and ‘D’)
Below mentioned standards shall be followed while designing the rural transport
linkages.

For district level planning purpose data & information about district has been compiled &
analyzed. The reliable information regarding the physical & natural resources including the
religious, historical and archeological sectors are essential for the proper planning. The
information regarding the Physical characteristics, Demographic characteristics, Historical &
Consultation with various persons like employees of different line Agencies, NGOs, and
Businessmen have been consulted. The questionnaire and checklist have been used
following the guidelines provided in the approach manual of DoLIDAR.
Lalitpur District is the renowned for archeological, religious, historical, tourism tracking and
expedition. Krishna mandir, Ashok pillar, Mahabauddha, Patan darbar Square, Nagdaha are
the important places of this district. Lalitpur District located in the Bagmati zone in Central
Development Region of Nepal. The district is bordered by Kabhrepalanchok district in the
east, Kathmandu district in the west, Makawanpur district in the south and Kathmandu and
Bhaktapur districts in the north. The total area of the district is 392.84 sq.km.
Geopolitically, the district is divided in to three electoral constituencies, thirteen Ilakas, one
Sub-Metropolitan and forty-one VDCs.
Topography Setting
The topographical setting of the district constitutes small hill, valley plain, river basin, and
rivers. Fulchoki (2831m) is the highest hill of the Mahabharata range in the central part of
the district.
According to population census 2001, the total population of Lalitpur district is 337785. Out
of which 172455 are male and 165330 are female. This census shows the male are more
than female. The total household is 60922 and average household sere is 4.90 people. The
density of population is 859.85 people per sq. km & annual growth rate is 2.73%. The
summary of Population status of the district is given in Table 2.1.

As per the data/information regarding the service centers and facilities available in the
Lalitpur district, the government, non-government and INGOs and public/private
institutions are established and providing the services to the people.
The communication system of the district comprises of the post office and
Telecommunication facilities. There is one District Post Office, 9 Illakas Post Offices and
36 Additional Post Offices.

3.2 Existing and Potential Key Growth Centre
The service centers usually impart health, education, communication and security services,
as well as job opportunities to the people livening within the rural and urban areas. The
people living in the rural areas have to travel from one place to another to get the above-
mentioned services. Hence a good transport system is very necessary for the people to
travel to the service centers. Most of the people prefer to live in the town due to availability
of basic services and infrastructure facilities.

Lagankhel, Kupandole, Patan are main urban centre of the District. Chapagaun, Lubhu,
Sainbu, Bhaisepati, Harisiddhi, Thecho are the other important Growth centre of the
District. Identification and ranking of the growth centres for the purpose of preparation of
DTMP is based on following parameters (Indicators).

Lagankhel/Jawalakhel
This is the main market of Lalitpur district. This is the place of Lalitpur municipality. This
existing market center is providing the services to whole VDCs of district and municipality.
Most of all the government and non-government offices such as district Administrative
Office, Office of the District Development Committee, District Police, Irrigation and DADO,
Banks, Colleges, Communication, hospital, etc. It is a major business centre of the district. It
is directly linked with ring road. Electricity, telephone and most of all other facilities are
available in Lagankhel/Jawalakhel.
Chapagaun
This growth center is located in the Chapagaun VDC. This is located in the middle part of
district. This is the one of the buissiness center of VDCs of southern part of district. This
growth center is the gatway of Lalitpur district. This is located southern side of district. Agri-
Sub Service Center, telephone, post office, health post and education facilities is available
in the growth center.
Lubhu
This is market center is located north-east side of the district. This is the oldest market of
district. There is secondary school, Primary health post, Agriculture and veterinary services
are available there.
Godavari
This growth is located at Godavari VDC which is 10 km far from the district headquarter.
This is themajor market center of the district. This is located east-south side of the district.
The Fulchoki hill and forest area are located in the Godavari VDC. There is a historical and
religious places like Naudhara and Godavari kunda (where bathing festival is taking place in
every 12 years). This is naturally and environmentally best place of the district whereas
botanical garden is located. There are ilaka post, office, agriculture, veterinary service,
electricity and communication services are available in this growth center.
Thaiba
This growth centre is the main transit point of the southern VDCs of district. This center is 5
km far from the district head quarter. There are primary school, lower secondary school,
secondary school, higher secondary school, health center, veterinary, agriculture center,
electricity facility and communication facilities are available in the growth center. This is the
old market center of district. This is located in the eastern part of the district.
Sainbu
The growth center is located in Sainbu VDC. This market centr is 5 km far from the district
headquarter. There are primary school, lower secondary school, secondary school, higher
secondary school, health center, ayurbedic aushadhalaya, ilaka post office, veterinary,
agriculture center, electricity facility and communication facilities are available in the growth
center. This is expanding according to the place of urbanization that the VDC has
increasing the urban settlements.
Thecho
This growth center is major market place and is located at Thecho VDC. This is located in
the mid-southern part of the district. This is 4 km far away from District head quarter. The

old settlement of Newar community was esisted and marketing activities were carried out in
the past comprising with the agriculture and livestock products.
Siddhipur
This growth center is located at Siddhipur VDC, which is 5 km far away from District
headquarter. It is one of the market center located in the mid-easternt side of the district.
There are primary school, lower secondary school, secondary school, health center,
electricity facility and communication facilities are available in the growth center.
Harisiddhi
This growth centre is located in the middle part of the district of about 3 km from the district
headquarters. This is an old settlement of Newar community and existing trading activities
of agriculture and livestockproducts. Since the increasing trend of the settlement pattern
and urbanization, the market center is expandingwith urban setup.
Bhattedanda
This growth center is locatd in Bhattedanda VDC. It is one of the major market center of
district located in west-south part of district. This is old trading center providing the services
to the people of Malta, Bhattedanda,Pyutar, Ikudol, Ashrang and other adjoining VDCs.
There are schools, electricity and communication services are available in this growth
center.
Sunakothi
The growth center is located in Sunakothi VDC. It 3 km far from the district headquarter.
The growing urbanization and expansion of the settlement from adjoining municipality.
There are ilaka post, office, agriculture, veterinary service, electricity and communication
services are available in this growth center.
Accessibility comprises with the ease or difficult of reaching or using a facility of services by
the people. It is basically concern with mobility of the people and the availability of services
and facilities therein. Mobility of the people directly associated with transport infrastructure
as well as the means of travel and transport services. Accessibility of the people can be
improved either by enhancing mobility through the development of transport infrastructure
and services or by making the needed facility and services closer and easier to reach the
particular services they need. In order to improve the access situation of the people in one
hand and transport the goods and services to community on the other. Integrated Rural
Accessibility Planning (IRAP) has been developed as planning tools to identify and address
the physical barriers to access. It aims to improve the accessibility of rural people to
services, goods and opportunities. It considers basically; a) improving the physical access
to a desired facility or service, b) bringing the facility or services closer to the people and c)
improving the quality of facility. IRAP identifies the access problem of rural settlements and
it endeavors to find out appropriate solutions to improve the access of people to the
services, goods and opportunities that people require. It is the people themselves who know
best their accessibility constrains therefore. IRAP takes a participatory approach following a
bottom-up process in assessing the problems and identifying appropriate solutions.

The accessibility situation of district was prepared based on average time taken to travel
and quality of services provided by respective sector.
Accessibility depends on proximity and mobility, which can be measured with AIs. And the
results indicate the degree or severity of an access problem. AIs measures inaccessibility or
lack of access, a higher indicator implies poorer access.
Average travel time to reach a facility or service is usually taken as a proxy for mobility and
proximity. The latter depends on the distribution of facilities, services and goods while
mobility depends on a large degree on the extent and physical condition of the transport
infrastructure network and availability of transport services.
AIs also include a quality element which relates to two quality issues, firstly the condition
and supply of infrastructure aspect of a facility and secondly to the delivery of service.
Two Ais are calculated ; one based on time (AITT) and one based on quality ( AIQ).
The first a physical/time accessibility AI, which is the AI, which is the AI of a settlement in
relation to particular facility, good or service. This AI is therefore a function of the number of
households residing in the settlement and travelling distances. To calculate the AITT, the
score is multiplied by number of households. The higher the AITT is, the greater the need to
address the quality aspect of this good, facility or service.
AITT = HH * TTSCORE
The second AI looks at both the physical quality of the infrastructure and the quality
of service provision. They are measured to produce one quality Accessibility Index
Quality, the AIQ. To calculate the AIQ , the score is multiplied by number of households.
The higher the AIQ is, the greater the need to address the quality aspect of this good, facility
or service.
3) Local Priority
the local priority score, LP score idenfies the perceived community need for improving access
in a particular sector. Silar to the calculation of the AI, the local priority is converted into
slabs to determine each LP score.
So the TTSCORE and QSCORE are based on the same intervals used in calculating the AIs
while the LP SCORE identifies the perceived community need for improving access in a
particular sector.

The higher the sector score, the higher the priority for intervention in that particular
sector. Details of accessibility situations at VDC level are given in Table in annex.
The sector AI of the VDC reflects the access situation of that particular VDC in relation to a
particular sector. The higher Average AI the greater access problems in that particular
sector for that particular VDC.
Table 4.1 shows the access situation based on the Average Access Index (AI) of the all the
VDCs in Lalitpur District for access to Primary Education.

The accessibility index of each settlement of the district was calculated based on the travel
time and quality of service for various basic services and facilities. The index scoring is
based on national standard. The bases of scoring on time factor slab and quality factor are
provided by DoLIDAR (Annex1)
The indexes are calculated for time factor and quality aspect respectively. The basic score
is multiplied by numbers of households of respective settlement for respective services and
facilities to obtain the accessibility index. Then both indexes are summed up to find the
combined total quality indexes of basic service and facilities.
The detail index profile of district are given below in tabulated form.
The accessibility situation of each settlements were analyzed on the basis of accessibility
index calculated in previous chapter and discussion held in workshop and meeting at district
level and VDC level.
The limit of index score is set with rational analysis of average district situation to analysis
the degree of problem of accessibility situation as bellows.

Accessibility planning pays vital role in the rational development of district. DDC Lalitpur has
to play key role for preparation and implementation of accessibility report. IRAP tools may
be used for different purpose. But the concern of current accessibility planning is limited to
DTMP preparation. The scope of IRAP tools should be clearly focused for required purpose
but the current study is made very diverse and ambitious. The current situation is very
unfavorable for applying tool for the integrated development planning.
1. The accessibility planning for integrated sector should be done just before preparation
of district periodic plan. This will be very effective for the same purpose.
2. The District periodic plan should be done in same time of DTMP preparation
3. The quality aspects of index calculation nay divert the expected output for DTMP
preparation. Hence only time aspect should be taken in consideration for applying the
IRAP tool in DTMP preparation
4. The current unfavorable situation of country should be analyzed seriously to modify the
methodology and time planning of IRAP tools for efficient utilization of resources to
obtain fruitful results.
5. AS IRAP tools is new for national level planner , local government bodies, the proper
orientation should be given to all stakeholders of local development to get expected
output of this planning tools.
4.5 Conclusion
This accessibility planning report is currently used for district transport master planning
(DTMP) preparation. Beside this it will be very useful for further infrastructure development
of Lalitpur district. The all stakeholders of local level development including government as
well as non government organizations could use this planning report for rational
infrastructure development planning to improve the accessibility situation of specified
settlements and whole district in every service, opportunities and resources.

The district inventory map of rural road network is prepared to show existing and proposed
rural transport linkages under different categories such as routine/periodic maintenance and
upgrading.

Using FORMAT-A and FORMAT-B, all the existing and demanded linkages were
collected from each VDC. Based on the Approach manual for DoLIDAR, the scoring unit
and scoring Basis was developed. All the linkages were scored for all the parameters
and their total weighted score were also calculated.
Following scoring system, approved by DDC Lalitpur, has been adopted for carrying out
the screening and grading process.

025A006R, Bagmati corridor DR: It is one of the major proposed roads among the roads of
Lalitpur. It starts from Khokana VDC and passes through Bungmati, Chhampi, Dukuchhap,
Devichaur, Ghusel, and ends at Baguwa of Malta VDC. It helps in the business promotion.
The length of this road is about 35 km. Out of this totally needs new construction.
025A002R, Lalit Ghumti DR: This road is also an important road. It starts from Chhampi and
passes through Chapagaun, Badikhel, Godavari, and ends at Bistachhap. This road plays a
vital role for the development of district. The length of this road is about 35 Km. Out of this
20km needs routine maintenance and 15 km needs new construction.
025A008R, Kodkukhola corridor DR: It is proposed district road of Lalitpur district. It starts
from Ring road of Lalitpur sub-metropolitan city and passes through Imadol, border of
Harisiddhi, Thaiba, Jaruwarasi and ends at border of Godavari VDC. It helps in the business
of agricultural products. The length of this road is 17 Km. Out of this totally needs new
construction.
025A012R, Tikabhairav-Devichaur-Ghusel-Jhagalkot-Chhokarpakha-Malta DR: The road
starts Tikabhairav and it passes through Tikabhaiv, Jhagalkot, Chhokarpakha and Malta. This
is one of the main district roads. This ends at Malta VDC. It links some growth centers agri
centers etc. Total length of this road is about 20 km. Out of this 12 km track has been opened
totally which needs routine maintenance and 8 km needs new construction.

(RRA, RRB, and RRC). The perspective Plan of the Rural Roads is showm in Volume II,

The first five-year District Transport Master Plan (DTMP) is prepared based on projected
financial plan and prioritized transport linkages to indicate the year-wise target various
categories of interventions is prepared and main trail (bridge only) for new construction.
The first five-year projected financial plan is prepared by considering all possible funding
sources mainly DDC development grant, VDC allocation, DDC's and VDC's own
resources, DoLIDAR support, GON’s Grant and support from other donor agencies. This
is project base on existing trend of funding.
30 % of VDC fund
The annual budget available for the development of transportation sector in this district will
be shared for various intervention new construction and maintenance and further divided
into district road and village/agriculture road. As per local situation of the district, the
sharing of fund will be done as per chart given below.

Most of the VDCs have genuinely requested for the new linkage, rehabilitation and routine
maintenance of their transport linkages over the preference on other but have insisted on
the DDC in undertaking them with in next five-year period though some of these roads as
very long in length. Furthermore, they indicated their desire to consider these roads as
district roads despite the fact that some of them are Village roads.
8.2 Conclusion
Construction of road linking district headquarter with national strategic road is major
concern of Lalitpur district. The main problem of the district is difficult geographical
situation requiring huge financial resource for its infrastructure development. Rational
planning and proper implementation are two sides of coin; negligence in one part will make
other meaningless effort. DDC should stop current ad-hoc practices of investing in roads
on short-term consideration.
It is strongly recommended that every local institution especially DDC shall strictly follow
the DTMP after receiving approval from the District Council, in particularly the Perspective
Plan of District Road Network in deciding in the sub-projects to be undertaken for
development for future even beyond the five-year period. Strong commitment from all
stakeholders is necessary for its implementation. It is also suggested that the DTMP shall
be revised at the end of the fifth year evaluating the previous planning. DDC should go
ahead with required revisions if the district development potentials have changed
tremendously.
