SOUTH SCARLE PARISH MEETING

Minutes of Parish Meeting th Monday 12 August, 2013 Present: David Clarke (Chair), Adrian Lawton (Clerk), Lynda Broughton, Roy Turner, Jean Ashley, Linda Dales, Sue Rowlands, Peter Rowlands, Brian Leake, Ann Candish, Margaret Matthews, Florence Baldwin, Sarah Adlen, Stuart McLaren, Linda Molineaux, Alan Molineaux, Mo Tyler, Dave French, Judith Duffield, David Duffield, Emelda Scotney, Carol Cardwell, Lawson Cardwell, Alan Froggatt, Jane Clarke, PJ Weston-Davies, Apologies: Jo Bennett, John Broughton, Mr. & Mrs. P Smith Minutes of Last Meeting: th Minutes of the meeting held on 4 June, 2013 having been previously circulated and copies presented at the meeting were approved and accepted. (P. Ann Candish, S. A Froggatt) Matters Arising From Previous Meeting: (i) (ii) Cemetery Gates following an examination by the Chairman and Mr. Stephen Clements it was concluded that whilst the gate pillar on one side had moved, there was no danger of collapse or risk to members of the public. It was resolved to take no further action Millenium Walk some work has been started to clear the overgrowth on Millenium Walk. An eye will be kept on it and it will be attended to from time to time as necessary by the volunteers involved.

Planning Application The planning application for an extension to Hall Cottage, Main Street was reviewed by the meeting and a vote taken. The result of the vote, in support 10, not in support 8, undecided 6. The meeting therefore supported the application Future of Public Call Box Mr Peter Rowlands enquired of the meeting if there was any appetite for the adoption of the call box in Main Street being purchased from BT for a nominal sum and put to an alternative use? Several other villages have done this and been quite creative in finding alternative uses. The meeting discussed various options and it was proposed to Agenda it at the next meeting to see if any ideas emerge. Advanced Cemetery Fees The recent increase in advance purchases of burial plots at the Cemetery called into question the procedure for the reservation or advanced purchase of a plot. Following a healthy debate the following principles were suggested. 1. A plot can be reserved by current or past residents including direct descendants 2. A deposit will be taken at the time of the request for the reserving of a plot 3. Communication with the reservee periodically to confirm plot is still required 4. A fee reflecting market rate at the time of exercising the option to be charged The Clerk undertook to produce a draft Guide reflecting the above and publish the schedule of charges for discussion at a future meeting Action: Clerk Dog Fouling There has been a noticeable increase in dog fouling around the village in recent weeks. Dog owners are reminded of the need to clear up after their dog and leave the area as they would wish to find it. A reminder will be published in the next issue of the Scarlion Action: Scarlion Editor Excessive Speed on Swinderby Road Speeding has once again become an issue on Swinderby Road and Main Street. It was resolved to request the installation of additional signs as well as another Speed Watch session being run. The Clerk was asked to pursue options with the local Police. Action: Clerk Any Other Business Street Lighting Mr P Weston-Davies suggested that the village street lighting be turned off at say midnight to conserve energy. Notts CC had proposed this idea previously as a countywide initiative. It was resolved to leave things as they are until Notts. CC seeks to impose an energy saving plan on which we will all be asked to comment.
