On November 1, at Courtyard Marriott Hotel, R-CSN


facilitated by NGO CiDA held a presentation of the Village
Inhabitants Research.
In the frames of the event planned, the presentation of the
research implemented in June-July, 2013, in 65 villages in 10
Georgian regions was organized.
The research was organized in the frames of the R-CSN program
facilitated by NGO CiDA and supported by G-PAC.
The abovementioned research aimed to study Georgian village
inhabitants' availability on various services. The research tool
was a structural application form.
Totally 1496 respondents were interviewed in the frames of the
research.

On November 4, Minister of Intentionally Displaced Person from

the Occupied Territories, Accommodation and Refugees of

Georgia David Darakhvelidze meth with the N G O s

representatives. With the civil sector person he discussed the

IDPs living minimum availability strategy and action plan.

Executive Director of NGO CiDA Zviad Devdariani was also

attending the meeting.

During the meeting the sides agreed that the aforementioned

document would be shared to the international NGOs and

afterwards the Georgian government would adopt it.

More than 70 NGOs and IDPs communities were involved in

creation of the discussed strategy and action plan.

Zviad Devdariani met with the Public Policy Administration
Program students.
In the frames of the Non-Profit Field Management lecture,
CiDA sample was discussed in the following issues: team
management, HR management, finding donor etc.
During the meeting CiDA Executive Director had a detailed
presentation regarding the organization activities and its
management.
The students got very interested in certain issues and it was
solved at the meeting that in the near future they would visit
CiDA office and observe the working process.

Besides this the representatives of the NGOs including

On November 8-9, 2013 in Sighnaghi, in the frames of JOIN


project NGO CiDA organized the first workshop for Ministry
of Agriculture information-consultation center staff.
The key aim of the workshop was the Ministry of Agriculture
territorial bodies' information-consultation services to work
out strategic planning document, which would assist the
abovementioned services to implement the 3year action
plan.
The aforementioned services staff from Bolnisi, Gardabani,
Dmanisi, Marneuli and Ninotsminda had opportunity to
receive experience regarding strategic planning, viewpoints
and priorities etc.
The project JOIN is financed by Austrian Development Cooperation
(ADC) and is implemented by CARE Austria and CARE International
Caucasus together with the partner organizations including NGO CiDA
and CARD in Armenia.

On November 8, in Kutaisi Democratic Engagement Center

the Majoritarian MPs Bureau Activity Research.

presented.
The research aimed to evaluate the activities implemented by
the majorirarian MPs bureaus in Georgia.

On November 11, in Rustavi at the Conference Hall of Rustavi


Teaching University Rvali, Ministry of Regional Development
of Georgia presented a self-governance code to locals.
Deputy Minister of Regional Development of Georgia Tengiz
Shergelashvili, Head of the Department of Relations with
Regions and Self-Governments of the State Chancellery Irakli
Melashvili, as well as the representatives of the local
governance and Rustavi civil society were attending the
meeting.
Despite the fact that the Rustavi is a self-governing city
according to the acting legislation it is not still possible the locals
to elect a city Mayor. Though according to the new selfgovernance code the city heads including Mayor and City
Council will be directly elected and will have its own budget that
will have positive influence on the city development itself.
R-CSN, facilitated by the NGO CiDA has prepared the
recommendations regarding the code.
Thus about the abovementioned issue approximately 40 R-CSN
member NGOs all over Georgia are meeting the Minister of
Regional Development David Narmania and the representatives
of the regional media at Tbilisi Marriott Hotel on November
12.
The Georgian government adopted the self-governance code on
October 30 that will be sent to the parliament for further
discussions in the near future.

As a result of the reform, the number of the self-governing cities


will increase from 5 to 18, in the surrounding villages of the selfgoverning cities so called communities will be established on the
base of which municipalities will be formed. The self-governing
cities management will be elected by the locals.
The code also includes the so called civil councils to be
established in the villages that will assist the real needs of the
locals to be unveiled and solved.
The event was organized by the Ministry of Infrastructure and
Regional Development of Georgia as well as R-CSN facilitated by
NGO CiDA and Open Society-Georgia Fund.
The Georgian government adopted the self-governance code on
October 30 and will be discussed by the parliament on
November 13.

The EU-funded G-PAM (Personalized Assistance for Georgian


Migrants) has established consultation corners in 50 villages and
five municipalities of Georgia, where the above said project
consultants provide tailor-made information on risks and
peculiarities of life in Greece and Turkey to Georgian citizens
intent on legally emigrating in either of the countries.

Change Scenario.

were attending the event.

Minister Tsulukiani initiated the abovementioned program in


2012. In the frames of the amnesty announced, the program
offered the former prisoners psychological assistance and gave
them chance to become the plenipotentiary members of the
society again.

The program is implemented by the Ministry of Justice LEPL


Center for Crime Prevention and Innovative Programs.
Approximately 800 former prisoners have already used the
assistance provided by the program. The beneficiaries were
involved in the educational activities and more than 60 of them
were employed.

Besides the results presentation, the social campaign Change


Scenario to support the project was also introduced. In the
frames of which a video clip was made for TV and internet spread.
By the end of the presentation, Minister Tsulukiani expressed
gratitude towards the organizations, which were actively
involved and contributed in the rehabilitation-re-socialization
process, including NGO CiDA.

of Ethnic Minorities Justice Accessibility Research took place.
The abovementioned research was implemented according to
the social polling as well as on the base of the court practice
analysis. The event was organized by the NGO CiDA.

the ethnic minorities?
Do they trust the court or not?
Are they able to receive fair verdict from the court
regarding concrete issues?
How do they evaluate the local authorities' activities?

FREE LEGAL-INFORMATION
ASSISTANCE TO MIGRANTS
From the middle of November, NGO CiDA in the frames
of EU financed project G-PAM, launches the final phase of
service-re-addressing training for consultants.
After the training a free consultations/re-addressing
network will activate for the beneficiaries, the person
planning to go to Greece of Turkey or for those who already
are in the abovementioned countries. The network unites
55 local consultants from 50 villages and 5 municipalities,
as well as 1 consultant from Athens (Greece) and one from
Istanbul (Turkey).
The abovementioned training includes 5 trainings for every
9-11 consultants:

Kvemo Kartli (November 6, Marneuli Democratic

The training covers following issues: accepting
beneficiaries in the special database and their registration;
description and essence of the consultations/readdressing network; conducting consultations for
beneficiaries on legal-procedural, employment,
professional training, reintegration, investing free finances
in micro and small business issues, as well as the cases of
beneficiaries inner an out re-addressing.
After the abovementioned trainings the network will
officially launch and as on the local bases as well as in
Athens and Istanbul will provide free consultation for
everyone in need of assistance regarding the issue.
Besides creating and launching the consultations/readdressing network, G-PAM project includes various kinds
of activities such as: organizing discussion on the national
bases, legal migration campaign in which local and
international organization as well as migrants will be
involved, newsletter about Greek and Turkish market
surveys, revealing migration situation and tendencies
among the population etc.

By the end of October and in the beginning of November in the


frames of NEO project training for beekeepers from socially
vulnerable families was conducted.

During the training the participants received useful information


regarding the beekeeping in general and how to prepare the
bees for winter as well.
The first half of the training was theory and second was
practical, during which the training participants were able to
observe and take the theoretical knowledge in practice.
The abovementioned training would help the project
beneficiaries to take a better care of their bee families and to
multiply them as well.
The project is implemented in the frames of the NEO project facilitated
by NGO CiDA and Financed by USAID.

In the frames of the program the youth involved in the dialogue


meet with the local youngsters in various parts of Georgia and
inform them regarding the dialogue process itself.
The project aims to support the youth initiatives regarding the

After analyzing and discussing problems the youngsters were
distributed in the working groups and worked out the initiatives
about the conflicts peaceful settlement.
Together with Rustavi youth former probationers were taking
part in the event.

LET'S OVERCOME POVERTY TOGETHER

Since May 2013 NGO CiDA has been implementing project New economic
Opportunities (NEO) financed by USAID.
In the frames of the 18-month long project 300 beneficiaries living in MteskhetaMtianeti and ShidaKartli regions should be assisted and financed.Finally the
project aims the beneficiaries' financial incomes to be increased at least by 15%.
The project area implemented by CiDA covers Mteskheta-Mtianeti and
ShidaKartli regions and includes 44 counties.
On November 27 of the present year, CiDA stuff members visited MteskhetaMtianeti region, Dusheti Municipality villages including Magharoskari,
Barisakho and Kalilo and conducted monitoring of the beneficiaries.
Currently totally 25 beneficiaries living in the above-mentioned region were
revealed by CiDA and financed in the frames of NEO project. The beneficiaries
are running beekeeping, aviculture and wheat culture.
On November 27, CiDA staff members visited the socially insecure
beneficiaries living in Dusheti Municipality villages, who were given poultrypackages (140 hens and the entire inventory) in September of the present year.
32-year-old Leila Natobishvili, Magharoskari country, village of Kalilo dweller,
has been running aviculture and stockbreeding for 4-5 years. When she learnt
about the project got very interested and filled appropriate application form as a
result of which she moved on the second stage of the project.
In the beginning I wanted to receive assistance to strengthen my stockbreeding
business, though then I changed my mind and started running aviculture. I must
say that I am contented with this. Everything has its minuses and pluses though I
am staying optimistic and believe that this business will become much profitable
for me in future, said Leila Natobishvili.
44-year-old Zeinab Guraspauli is a newcomer in running aviculture business, but
she is a vet by profession that helps her to take care of the hens. She is so much
motivated that even plans to create a little farm in the near future.
During three months term I learn very much regarding the sphere itself. All my
family members are involved in this business now. I promise that even when the
project ends, I will not stop running aviculture but on the contrary will try to
deepen it. I will also add that this poultry-package is a huge hope for me. As in the
winter period, when my family has no economic income at all and sometimes I
am depressed, I look throw the window and see all these hens running in the
yard, I feel very motivated and full of optimism, stated Zeinab Guraspauli.
Zeinab also said that in the beginning she wanted to start a grocery shop that was
linked with big loans from the bank and other bureaucratic procedures.
The project representatives made me to change my mind and offered me to
start running aviculture. I must confess that I am immensely grateful. They
assisted me to choose a right route, asses Zeinab.
All beneficiaries express gratitude towards NEO project and stress that the
received assistance is a huge stimuli for them to widen their businesses, increase
income and improve their financial conditions in future.
Project participant CiDA staff members are planning the monitoring missions
in the counties considered by project every month.

INTERNATIONAL DAY OF STRAGGLING
AGAINST ADIS

On November 29, at Rustavi City Hall, Rustavi Youth Center, by

the support of HIV/ADIS Center organized an information

meeting dedicated to International Day of Straggling against

ADIS.

Together with Rustavi youngsters, juveniles in the conflict with

law were attending/participating in the abovementioned event.

During the meeting the HIV/ADIS Center representatives

introduced the attendees' significant information regarding

HIV/ADIS symptoms, infection and protection from risk factors


as well.

The event was organized in the frames of Support for Juvenile

Justice Reform in National Minority Communities of Kvemo

Kartli and Samtskhe-Javakheti.

The project is facilitated by CSO CiDA and implemented by the support


of EU.

The expert studied possible danger in processing certain kinds


of production in Akhalkalaki, Bolnisi, Dmanisi, Marneuli,
Gardabani and Ninotsminda municipalities, as well as the
legislative situation that provides on the one hand weakening of
dangerous effects on environment and on the other hand
processing healthy products.

The research includes the details, what kind of conditions


should the agriculture production producers protect to increase
the production amount and the natural environment to be
reasonably used.
