Occupy Tel Aviv: Criminal fraud and extortion complaint filed against Tel
Aviv Mayor Ron Hulday
Occupy Tel Aviv, December 27 - criminal fraud and extortion complaint
(572087/2013) was filed with Israel Police against Tel Aviv Mayor Ron Hulday
and Deputy CEO Reuven Zluf, originating in hooliganist conduct against the
]Occupy Tel-Aviv people. [1
Mr Zluf issued on December 25 fake "Eviction Notices" or "Demolition
Notices" and planted false news of the same in media.
In fact, Mr Zluf himself issued unlawful flyers, claiming to be "Eviction
Decrees" or "Demolition Decrees".
In parallel, city employees stormed the camp, and engaged in unlawful
conduct, including:

* Registration of the camp dwellers.

* Fraud on the dwellers, many of whom lack proper education and resources,
informing them that "Eviction Decrees" or "Demolition Decrees" were issued.
* Warrantless searches.
* Fake inspection, pursuant to fake regulations, claiming that if the shelters are
stable, they are illegal.
In fact, no lawful decree was issued. Regardless of the lawlessness of Mr Zluf's
conduct, concern is that he would proceed to apply force, unlawful as it may
be.
Israeli law prohibits application of force by landowner for eviction of squatters,
who occupy the land for over 30 days, without court order.
The fraud being perpetrated by Mr Zluf intends to circumvent the law, but
spreading false news that "Eviction Decrees" were issued. Mr Zluf's conduct is
particularly despicable, since the fraud and extortion in this case are intended to
deny shelter from the destitute.
The complaint enumerates the following Israeli criminal offenses:
1. Extortion through threats
2. Fraud and breach of loyalty
3. Obstruction
4. Trespassing
5. Forceful entry
6. Falsification of evidence
7. Producing false information
8. Failure to perform official duties
9. Breach of legal duty by law
10. Breach of legal duty regulation
11. Cover-up
12. Abuse of office
13. False pretense of authority
14. Disturbance of public peace
15. Public nuisance
Copies of the criminal complaint were forwarded to Attorney General Yeduha
Weinstein, to Tel Aviv Police Commander Sau, and to Commander of the
Green Police Levin, with a request to expedite the investigation and avoid
cooperation with the Tel Aviv Municipality in the enforcement of fake
"Eviction Decrees" or "Demolition Decrees".
Hooliganism by senior Tel Aviv officials does not match the image Tel Aviv
tries to project, of a worldly, open-minded, friendly city.
