Naga helps earthquake, typhoon victims


NAGA CITY --Joining the rest of the nation in the spirit of bayanihan, the Naga City government has allocated P1.3 million aid to the victims of the 7.2 magnitude earthquake and of Super Typhoon Yolanda, which enormously devastated provinces in the Visayas.

Mayor John G. Bongat, under the authority given by the Sangguniang Panlungsod through Resolution No. 2013270 and Ordinance No. 2013048, allotted from the citys Calamity Fund an amount of P300,000 as assistance to Bohol and another sum of P1 million as aid to Leyte, Samar and nearby provinces. Vice Mayor Nelson S. Legacion said that the assistance to Bohol shall be given in a form of check while that for typhoon-stricken provinces shall be in a form of cash and relief goods. World boxing icon and Filipino peoples champ Emmanuel Manny Pacquiao bounced back big from his two consecutive defeats after conquering Brandon Rios via a unanimous decision that had Malacaang and the entire Philippines celebrating. WRATH: On record, Typhoon Yolanda (international name: Haiyan) is the strongest typhoon in the world during the last decade or so. Modern technology predicted and actually recorded its ultra-strong storm surge and gustiness destroying everything in its path. Devastations hit Eastern, Central and Western Visayas but the death tolls are highest in the Samar-Leyte area. The Bayanihan spirit came to the fore as more and more people and institutions volunteered donations of cash, goods and services. Succor came from international circles led by the USA and friendly Asia-

Pacific neighbors. The world saw the terrible damages and global aid came from all sources. It feels good to know that we can be solidified in spirit and will - by tragedies. We confirmed that we have international friends (individuals and countries) ready to assist in times of sufferings and want. Our leaders should not let this kind of global support to be wasted. We must show trustworthiness and respectability as aid recipients. All offered financial assistance must be properly availed of and accounted for in good faith. ECONOMY: Despite the ravages of Yolanda on our agricultural crops, infrastructures and facilities in Central Luzon and in the Visayas government economic and financial leaders are still positive as far as our gross domestic product is concerned. They must be inputting therein the beneficial effects of the international aid and financial succor being offered by friendly countries and institutions including the World Bank and the United Nations.

The rehabilitation funds will certainly provide work for our displaced employees and laborers, hence their wage money will enable them to buy basic goods and also to somehow improve their housing and livelihood. Reconstruction projects will stimulate economic activities and restart trading in hardware and other construction materials. To that extent Typhoon Yolanda also serves as economic primer. LOANS: With the prevailing financial liquidity our banks should be encouraged to liberally lend to our entrepreneurs so they can reestablish their business presence and to provide goods and services in the affected communities in the Visayas and other affected provinces. The key here is for banks to be given long-term guarantees even as some of the strict requirements should be made more facilitated. Additionally with government guarantees, interest rates may be reduced so long as the proceeds are proven for use in rehabilitation projects. Current interest rates are already affordable, but this can be made sweeter considering the noble purposes of the loan grants. Financial authorities should not just look at the target GDP and GNP. The best economic successes are those that enable the people to live more enjoyable lives. LOGIC: The purpose of wise governance is to insure that the citizenry benefits from economic boon.

At this writing (Nov. 16, 2013), the latest reported bulletin from the National Risk Reduction and Management Council (NDRRMC) raised the number of confirmed death from supertyphoon Yolanda to 3,633 from 3,621 with 1,170 people still missing. The NDRRMC also listed 12,487 injured. Storm surges from Yolanda hit Central Visayas on Nov. 8, 2013 which caused the great devastation. We can expect more bodies will be found. As I watched the report of two TV networks (ABS-CBN and GMA) showing the destruction and the pitiful situation of starving typhoon victims begging for food, water, medicines even five days after the typhoon, I wonder why nobody in the Cabinet advised President Noynoy Aquino to immediately airlift food to the typhoon victims. That was done in the past. If I remember right, it was done during the administration of President Ramon Magsaysay. Food was airlifted by helicopters. Packs of food were wrapped and attached to a parachute and dropped to typhoon victims in isolated areas by helicopter. Another big problem caused by Yolanda is the absence of communication due to the destruction of cell sites, loss of electricity, etc. In the past, there was communication through radio facility, we called overover. Police stations, Railway stations, government offices like the Governors and Mayors office, etc. had over-over. We also communicated through the morse code in the postal offices. I told these thing to Cong. Wimpy Fuentebella who was not yet born at that time before the press conference and meeting at the Partido Development Administration yesterday. Their agenda was the preparation of Disaster Preparedness Plan and Program of the District. Since modern technology failed in Central Visayas during the super typhoon, we can go back to the old technology in addition to the latest modern

technology. Cong. Wimpy told me it was doable. With that statement, I felt my trip to the PDA in Tigaon was worthwhile. Cong. Fuentebella invited James Osugi, an inventor of solar energy taken from water which was taken by the water from the sun. He is a Japanese that grew up and studied in the United States. He worked in the NASA of the U.S.A. He demonstrated how light can be prevented in a few minutes. A light bulb of 15 watts produces light of 45 watts. He said this was very cheap and economical. It would be useful in Tacloban City in offices and private homes. Even Meralco has already contacted them. Cong. Wimpy said he gave his solar energy light to Richard Gordon for use in relief operation of the Red Cross in Tacloban and to VP Binays relief operation in the Visayas. They had power points to explain that Kiko technology can clean water no matter how dirty it is by putting Kiko stones in the water; can produce fruits and vegetables five to eight days earlier and can make it last longer. The fruits and vegetables like strawberry, tomatoes, celery were much bigger. They said it can also be used in rice, sugar, coconut plantations and others and the result showed that the harvests increased by seventy percent. They also said that Kiko technology can also be applied in

the production of animals. They said Hacienda Luisita in Tarlac is already using this technology. The above informations are good for us in Bicol and throughout the country because the Philippines is basically an agricultural country. Those present were given a brochure on the Benefits of Kiko Technology on Rice. So, Korina Sanchez, wife of DILG Sec. Mar Roxas, newsanchor of ABSCBN and a radio broadcaster reportedly bashed at CNN journalist Anderson Cooper who made critical reporting on the governments slow response to the aftermath of Yolanda in Tacloban City. It is not only Anderson Cooper who saw the slowness of the government response. The TV programs of ABSCBN and GMA on supertyphoon Yolanda show these and the people see it. They also see what the government and the private sectors are doing. They can make their own conclusions. I, for one, wondered why didnt the government use the boats of the navy to immediately bring food and medicines to the typhoon victims since the airports and roads could not be used.. Most, if not all of the government owned and controlled corporations own helicopter. Why didnt the government use it to airlift food stuffs and medicines to typhoon victims? That is beside those in the Air Force. It could have made the relief operation fast and could have saved many lives. Well, the government and private sectors are one in helping the typhoon victims. Central Visayas will survive and rise again because of the bayanihan spirit of the Filipinos, the help of more than thirty countries and the prayers of many people all over the world. Lets thank God that the Bicol region was spared by Yolanda. Ina protected us.

UNEP Chamber Singers all set for the International Choir contest
INTERKULTUR Germany (IK) in cooperation with Manila Broadcasting Company (MBC) and the Philippine Choral Directors Association or PCDA will be staging for the first time, a prestigious gathering of chorale groups from all over the globe the Sing n Joy Manila 2013 Philippine International Choir Competition happening from December 11 to 15 in Metro Manila. The international choir competition is going to be held at the ALIW Theatre and STAR Theatre on Sotto Street, near Roxas Boulevard and Manila Bay and at the Shrine of Jesus Church close to the Mall of Asia. It endeavors to continue developing chorale groups and raise the benchmark of singing standards around the globe. This opportune time also gave the University of Northeastern Philippines (UNEP) Chamber Singers a chance to showcase their singing prowess being selected as one of the finalists. Adrian S. Argete, UNEP Chamber Singers Choirmaster stated that the privilege to be among the contenders in this prestigious event already put them in high heavens. These will be a big gathering of the best chorales in the world and we are really excited with our upcoming performance. We are now in the neck of preparations for this challenging event as we will be competing under Category B1- which is under Difficulty Level II and also in the Mixed Choirs Category. MBC Prexy Ruperto S. Nicdao said that the staging of the international event is also in line with the tradition of their stations annual national choir competition in December. Following their Replication Inception Workshop (RIW) program, members and staff of the City of San Fernando, La Union Peoples Law Enforcement Board (PLEB) had their sharing session on best practices and experiences with the City of Naga PLEB at the City Hall DILG office, November 14. LEGAZPI CITY -- Albay Gov. Joey Salceda has recommended a bottom-up planning for the recovery of areas devastated by super typhoon Yolanda, which he calls a climate monster. The bottom-up planning needs the involvement of the affected communities, he said. Salceda was reacting to the plan of the National Economic and Development Authority to

submit to President Benigno Aquino III next week its shortterm plan to rehabilitate and reconstruct typhoon-damaged areas. In a media conference on Friday, Planning Secretary and NEDA Director-General Arsenio Balisacan said the plan will outline how the government would address the basic social needs of typhoon survivors until the end of 2014.

The needs include food, shelter, medicines, water, electricity, access to goods and services and transportation. NEDAs plan will also identify the communities that need to be prioritized. Salceda said, however, that without community engagement, NEDAs move would force national government agencies to make rushed reports for submission to the national planning body, which would then convene the concerned regional bodies and conduct

workshops for their members, Salceda said. What is needed is the reverse, that is, starting with a full council meeting of the Regional Development Council whose members are mostly regional directors of the national government agencies, he added. The Albay governor said each city and province should conduct a rapid damage assessment and needs analysis and then prepare a recovery plan, assisted by experts and scien-

tists on hazards, exposures and vulnerabilities. It should articulate the socially desirable aspirations The recovery plans should then be regionally integrated -not just arithmetically summed up -- preferably in the economic development committee of the RDC. The integrated plan should then be submitted to the NEDA central office for inclusion in the national goals and strategies.PNA

In July, it bagged another victorious feat in the 2008 HONGKONG INTERNATIONAL YOUTH AND CHILDRENS FESTIVAL competition held at the former Crown Colonys Cultural Center in Hongkong In 2009, it was cited by the National Commission for Culture and the Arts (NCCA) as one of the recipients of Ani ng Sining Awards in line with the celebration of this years Philippine International Arts Festival (PIAF). It was also named as Sumagang Awardee for its outstanding achievement in music and culture during Iriga City s 41st Charter Anniversary Celebration in 2010. This year, the generation of new performers the UNEP Chamber Singer will be out to show the world, that the tradition shall live on.

It takes a school boy in his elementary grade to die in the hands of equally young boys, his classmates, for many to realize that similar things like these have been going on but dismissed as though nothing of these sorts are happening. It could be considered an overlook on the part of teachers that inside their classroom, some kids are being maltreated by their classmates. It could take the form of inflicting something that is physically harmful. It may be a verbal abuse (or assault) but that could prove harmful to the victim. In many cases, the victim suffers in silence and carries the pain all to himself. It is only when a physical harm has been inflicted and is visible that parents and teachers discover the child has been bullied and the parents, specially seek justice or report the matter over to the right school authorities. DepEd Secretary Armin Luistro had always expressed that the school is a safe and caring learning-centered institution and Republic Act 10627 which is the Anti-Bullying Law and the DepEd existing Child Protection Policy are being given more teeth. Doubtless, these are steps towards the complete halt or total eradication of what might have been happening in the past. It could be taken as true that years back and even these days, some children are bullied for no reason at all. That the child is poor in the class or is short of height or pug-nosed or black can subject the child to being bullied and facing humiliation. Republic Act 10627 protects students from bullying and other forms of violence that may be inflicted by adults, persons of authority as well as their classmates. Us, teachers especially in the elementary grades, are exposed to what we may term bad kids. And that there are many of them is not just a seeming. It is a fact. I am privy to many young pupils who are mischievous to the point of being harmful. This duo-government imposition can be considered a breakthrough in education. Now, teachers will less headaches when it comes to imposing discipline which is something that can be quite unnerving to many teachers who find themselves in the midst of uncontrollable katsengammer kids. The Child Protection Plan made stronger with the AntiBullying Law put primacy on the well-being children even also as parents and teachers feel a sigh of relief over small troubles in the classroom which, to some kids are parts of their growing up. But this a big No. Children in school should love one another and alls well that ends well. The Anti-Bullying Law supporting the Child Protection Policy is certainly some big things that could make education in the country for the child to stay in school, free from harm and not ostracized simply because some kids just find him a good subject or else are done by some children for the thrill of it. The true thrill in the pursuit of education is for children to learn placed in a very happy educational environment. To us, teachers, the time has come for us to rejoice over the fact that the Child Protection Policy and the Anti-Bullying Law have teeth more than ever.

Special awards were also given to participating teams with most number of riding members, oldest rider, youngest rider, unique bicycle, best dressed rider and early birds. We encouraged the participants to register as a team with three or more members to emphasize the spirit of working together for cleaner air, Sheen said. Another unique feature of the event is the pit stop challenge which required participants to finish a task and answer questions in every pit stop to collect a token. The event was participated in by about 500 bicycle hobbyists from all over Albay who recognize that the physical exercise gained from cycling is generally linked with increased health and well-being. According to the World Health Organization (WHO), physical inactivity is second only to tobacco smoking as a health risk in developed countries and this is associated with many tens of billions of dollars of healthcare costs. The WHO report suggests that increasing physical activity is a public health best buy and that cycling is a "highly suitable activity" for this purpose. It also said that investment in cycling provision can give a 20:1 return from health and other benefits. It has been estimated that, on the average, approximately 20 life-years are gained from the health benefits of road bicycling for every life-year lost through injury. Bicycles are often used by people seeking to improve their fitness and cardiovascular health. In this regard, cycling is especially helpful to those with arthritis of the lower limbs who are unable to pursue sports that cause impact to the knees and other joints. Since cycling can be used for the practical purpose of transportation, there can be less need for self-discipline to exercise. Jory Los Baos, a bicycle avid here, said cycling is a very effective and efficient mode of transportation optimal for short to moderate distances. Bicycles provide numerous benefits in comparison with motor vehicles, including the sustained physical exercise necessarily involved in cycling, that cycling involves a reduced consumption of fossil fuels, less air or noise pollution, much reduced traffic congestion, easier parking, greater maneuverability and access to both roads and paths, he said. sergiO event was a huge success. According to Naga City Councilor Nathan Sergio, the event targets were surpassed, both as to the number of participants and the amount generated. Thousands of people from all walks of life participated and have actually walked the 3.5 kilometers route. Notable among the participants was a group of persons with disability (PWDs) who joined, supportive to the cause. Of this group, two are wheelchair users, three visually impaired, one deaf while the rest are orthopedically challenged. Most of the participants were students from various schools; the others were from the various sectors: elderly, women, government employees, businessmen, workers in the private sector, laborers/ drivers, etcetera. The sum of P 75,266 was raised, way above the 50K target. After deducting the operational expenses of P 6,443, the net amount of P 68,823 was turned over to the Ateneo Treasurer, who will in turn send the entire amount to Simbahang Lingkod ng Bayan (SLB). SLB is a non-partisan, Church-based, Jesuit-led organization and a network of religiousm priests, seminarians, and lay individuals committed to the service of Filipino church and the Filipino people. It has a strong presence in Zamboanga, and is directly working with and for the victims of violence and other atrocities caused by war. Right after the walk, in a short program held inside the Ateneo Church, Sergio congratulated the students who conceptualized and initiated the event, who are
