2014 GUBERNATORIAL ELECTION Summary Sheet The 2014 Gubernatorial Election on Tuesday, November 4, 2014, will be the first time Harford County School Board Members (herein after Board Members) will be elected for all six (6) Councilmatic Districts. Additionally three Board Members will be appointed within ninety (90) days of the General Election. All elected and appointed Board Members will begin serving their four (4) year terms on July 1, 2015. All candidates for the six (6) elected offices must meet the qualifications set forth under Title 3 of the Education Article and requirements of Title 5 of the Election Law Article. The qualifications are: Education Article - Md. Education Code Ann. 3-6A-01 Cannot be subject to the authority of the Harford County Board of Education; Must be a resident of the district for which they are running; and Must be a registered voter of Harford County for at least three (3) years prior to July 1, 2015.

The requirements are: Election Law Article Title 5, Candidates An individual's name may not be placed on the ballot and submitted to the voters at an election unless the individual complies with the requirements of Title 5. Md. Election Law Code Ann. 5-101. An individual may become a candidate for Harford County Board of Education only if the individual: Files a Statement of Organization with the State Board prior to filing their Certificate of Candidacy. Simultaneous filing of the Statement of Organization with the Certificate of Candidacy will satisfy this requirement. The State does not require a filing fee for the Statement of Organization and the form does not have to be filed in person. The Statement of Organization must be signed by the candidate, treasurer and chairman. Md. Election Law Code Ann. 13-202 (See Section 3.1 of the Summary Guide.); Files a Candidate Information Sheet to complete the Certificate of Candidacy SBE/CCF Form # 5-304 IS Revised 08/23/2007; Files a Certificate of Candidacy in person at the Harford County Board of Elections by 9:00 pm on February 25, 2014, See Md. Election Law Code Ann. 5-301 for limited exceptions to filing in person;

Harford County Board of Education January 27, 2014 Page | 2 Files a Board of Education of Harford County Financial Disclosure Statement received from the Harford County Board of Education and executes a Harford County Board of Elections Affidavit of Filing; and Pays the $25.00 filing fee.

If the candidates name on the ballot will differ from their legally registered name then an Affidavit of Alternative Name must be filed. i.e. Maureen Evans is the candidates legal registration name and she wants to appear on the ballot as Molly Evans. SBE/CCF Form 05-301 c

Each individual who completes the above requirements will receive a Candidate Filing Receipt signed by the Director, the Deputy Director, or their designee. Election Law Article Title 8, Elections Upon verification of completion of the filing requirements and qualifications submitted to the State Board and the Harford County Board of Elections, the Harford County Board of Elections will certify the candidates name to the State Board to be placed on the ballot. As a result of Councilmanic Redistricting that became effective in January 1, 2012, the only incumbent is Rick Grambo, III. Robert Frisch was elected to Councilmanic A during the 2010 Gubernatorial Election however was redistricted into Councilmanic District B. Cassandra Beverley was elected to Councilmanic B during the 2010 Gubernatorial Election however was redistricted into Councilmanic District F.
