Technical Memo #1 Transit Route Context
Introduction
Public transit is an important factor in the economic health and quality of life of a region and can
reduce traffic, the need for parking, and air pollution. Carlisle Borough contains a bustling
downtown, dense residential neighborhoods, higher education institutions, and the location of
major commercial and employment centers on the periphery of town which all hold potential to be
effectively served by a community based transit service.

The 1970s were the last time that Carlisle
had local bus service. The concept of a local
bus service in Carlisle was reintroduced in a
1985 study. The study concluded that major
destinations in Carlisle that would be most
effectively served by public transit were the
malls and the downtown. It studied two new
alternative routes for bus service but neither
was found to be cost-effective.

The 1985 study did not examine all possible
alternative routes and in 2003 a Review Team
looked at four additional routes. The analysis
provided round-trip times for each route and
major destinations served.

Since 2003, the demographics and economy of Carlisle has changed significantly. An interest in
reexamining the potential of providing a loop bus service around the Carlisle area to connect
neighborhoods to the downtown, shopping opportunities, and local major employers was revived
in 2011 and in 2012 PennDOT provided funding for a Carlisle Circulator Feasibility Study. This
memo serves to provide an overview of the transit route context of Carlisle as part of the 2012
Study.
Regional Demographics
Carlisle Borough is located in South Central Pennsylvania and is approximately 5.4 square miles in
area. The map depicted in Figure 1 illustrates the Borough and its surrounding municipalities.
Carlisle is located approximately 20 miles from Shippensburg, 23 miles from Harrisburg, 40 miles
from York, and 61 miles from Lewistown, Pennsylvania. Major transportation networks within the
region include Interstates 81 and 76, U.S. Routes 11, and State Routes 74, 641 and 34. Average
annual daily traffic on the road network in Carlisle is depicted in Figure 2. It shows that a large
volume of traffic passes through Carlisle each day.

To determine potential new transit riders, it is important to understand the demographic factors of
the area. Several factors are community characteristics that are most favorable to identifying a
public transit user and include population density, employment and activity centers, senior
population, population below poverty, and zero-car households.
Population
The 2010 population of Carlisle, Pennsylvania is 18,682. The Borough, as well as its adjacent
municipalities, has seen an increase in population since 1990 (Table 1).

Some of this growth can be attributed to new residential development that has taken place since
2000. Table 2 displays total permits for new dwelling units issued by each municipality between
2000 and 2010. During that period, the greatest number of permits was issued by South Middleton
Township (1,111) followed by Carlisle Borough with 779.

The Cumberland County Planning Commission also records subdivision and land development
plans with final approval that may be constructed in the next several years which will increase the
population of the Borough and surrounding municipalities. According to data from the County
Planning Commission, 36 land development or subdivision plans in Carlisle Borough received final
approval between 2008 and 2012 with a total of 590 proposed new dwelling units. A total of 148
land development or subdivision plans received final approval in the municipalities surrounding
Carlisle between 2008 and 2012 with a total of 1,412 proposed new dwelling units.

Carlisle Borough is home to Dickinson College which makes up a large segment of the Boroughs
population. This liberal arts college enrolls just under 2,400 students and lies on a 180-acre
campus. Enrollment for the college from 2007 to 2011 is presented in Table 3. Many students on
campus do not have access to a vehicle and may benefit from public transportation in Carlisle.

The study area is also home to two other colleges: the US Army War College and Penn States
Dickinson School of Law. The Army War College is located between the Harrisburg Pike and
Claremont Road. It is the Armys most senior military educational institution and enrolls
approximately 300 on-campus students in a 10-month program to prepare them for strategic
leadership positions. The Dickinson School of Law has two campuses: one in downtown Carlisle
and one in University Park. Approximately 1/3 of the schools 578 students enroll at the Carlisle
location.
Activity Centers
Carlisles downtown is a major activity center
and is home to many residents, restaurants,
shops, and the court house (county seat).
Other activity centers in the Borough and its
surrounding municipalities include shopping
centers, hospitals and health care facilities,
nursing homes, Dickinson College, the Army
War College, and the Carlisle Fairgrounds.
These points of interest can attract riders
and are displayed in Figure 3.

shopping centers located in Carlisle.

In addition, there are a number of large employers in the Carlisle area including warehouse
distributors along Newville Road, Allen Road, and Ritner Highway. The Greater Carlisle Area
Chamber of Commerce maintains a list of Top 25 Chamber Member Employers. Those depicted
below have locations, offices, or headquarters in the study area. These major employers should
also be considered when determining routes and stops for the Carlisle Circulator.

Senior Population
Providing public transportation is particularly important for persons who are not able to drive
which often includes the senior population and persons with disabilities. The Carlisle area has a
large senior population as it is home to several nursing homes within the Borough and surrounding
Townships, including the County-owned Claremont Nursing Home. The percent senior population
of Carlisle Borough and surrounding municipalities is displayed in Table 4. Investigation of these
higher quantities of senior population will help target areas where senior ridership could exist and
warrant transit service expansion.

Population Below Poverty
The percentage of people living below the poverty level is also an indicator of areas that could be
best served by public transit (Table 5). Poverty data is collected by the U.S. Census Bureau at the
tract level.

Zero-Car Households
Public transit is also valuable for households who do not have a car, or who cannot afford to
maintain two cars. Data on the number of households without a vehicle is also collected by the U.S.
Census Bureau at the tract level. Table 6 shows the percentage of households without a vehicle in
Carlisle and its surrounding municipalities.

Transit Score
The analysis of a combination of multiple demographic datasets can provide composite
representations of where the typically captive market for public transportation is located. By
analyzing spatial data across the study area through the utilization of Geographic Information
Systems (GIS), a transit score was assigned to each area.

The following demographic factors were analyzed through the transit score analysis:

Population density: Represented as 2010 Census block population per acre.
Senior population: Represented as percent of 2010 Census block population 65 years of age
and older.
Low - income population: Represented as percent of 2010 Census tract population living
below poverty.
Households without an automobile: Represented as percent of 2010 Census tract households
without a vehicle.
Employment density: Represented as number of employees

in 1000-foot 2010 Census blocks.

Data in each spatial set was assigned a score from 1 to 4 using a low to high range for each
demographic factor. Of the five demographic factors, employment density is one of the strongest
indicators for need for public transit. Increased weighting (scores x3) for employment density was
applied while providing equal weighting for the other four demographic factors. The spatial data
sets were overlaid and scores added. Areas with high scores for each of the above five demographic
factors resulted in the highest transit scores when the scores were combined. Therefore the areas
with highest population density, largest senior citizen populations, lowest income populations, the
most households without an automobile, and the highest employment density may be best served
by transit. These areas have the highest transit scores as depicted in Figure 4. According to the
analysis, these areas are clustered in the center of Carlisle Borough and along some roads leading
into the Borough such as Walnut Bottom Road.

Existing Service
Capital Area Transit
Capital Area Transit (CAT) provides bus service in the Harrisburg area. CAT service is provided to
Carlisle and the immediate suburbs via CAT Routes 81 and C. This current service is primarily
oriented towards bringing Carlisle residents to work in the Harrisburg area during business days
and does not operate on Saturdays or Sundays.

CAT Route 81 travels between Shippensburg and
Harrisburg and stops in Carlisle at the Carlisle
Commons Park & Ride Lot (Wal-Mart Shopping
Center) at I-81 Exit 47. It has AM pick-ups here at
6:05 and 7:00 and afternoon drop-offs at 4:25 and
4:55.

CAT Route 81 buses that operate between
Shippensburg and the Mechanicsburg Naval Base
also stop in Carlisle at the Carlisle Commons Park &
Ride. It has AM pick-ups here at 5:13 and 6:13 and
afternoon drop-offs at 4:11 and 5:11.

CAT Route C buses operate local and commuter express service between Harrisburg and Carlisle.
The route stops in Carlisle at the Carlisle Commons Wal-Mart and along Hanover Street. The
commuter express service picks up riders at the locations between 6:00 and 7:00 AM and drops off
riders between 4:30 and 5:30 PM. The Route C local service operates more frequently between
6:00 AM and 6:30 PM.

Total ridership on CAT Route 81 buses has increased from 43,207 in Fiscal Year 2009 to 46,959 in
Fiscal Year 2010. Ridership on CAT Route C has also increased between Fiscal Years 2009 and
2010 from 113,540 riders to 123,818 riders (9% increase). Route maps for the CAT buses that
provide service to Carlisle are included in Appendix A.

County Shared Ride
Cumberland County offers shared ride service throughout the County and limited service to
surrounding counties. The service is free of charge to persons 60 years of age and older and helps
them access transportation to medical and social service agency appointments and destinations
such as senior centers, grocery stores, banks, pharmacies, and laundromats. County shared ride
service is provided Monday through Friday from 8:00 AM to 4:00 PM. The County shared ride
service provided approximately 45,400 trips in Fiscal Year 2010. It is unknown how many of those
trips originated or ended in the study area.

Capital Area Transit currently provides
commuter-oriented bus service in
Carlisle.

Commuter Services
Commuter Services of Pennsylvania assists commuters in nine counties, including Cumberland
County, in finding alternatives to driving alone. Commuter Services of Pennsylvania offers
ridematching services for carpooling and vanpooling and also operates an Emergency Ride Home
Program. Commuter Services also works with employers to help their workforce find options and
several employers in the Carlisle area are employer partners.
Stakeholder Outreach
In order to obtain input into the 2012 Carlisle Circulator Feasibility Study, a stakeholder committee
was organized. Table 7 displays individuals that were invited to participate in the stakeholder
committee. The stakeholders include representatives from government, non-profit organizations,
education institutions, and local business.

Almost all of the stakeholders attended a kick-off meeting on March 19, 2012 and were provided
with an overview of what the 2012 feasibility study aims to accomplish. The stakeholders in
attendance provided feedback and guidance through a discussion and several stakeholders
completed questionnaires that asked for their opinion on additional topics. A summary of
comments received on completed questionnaires or discussed at the meeting is provided below:

Peer Systems
The bus circulator concept is not new and has been used in a variety of environments. The sections
below detail several peer systems locally and regionally. Brochures for the peer system and their
routes are included in Appendix C.
Raider Regional Transit in Shippensburg
Raider Regional Transit (RRT) is a local bus system serving Shippensburg University (enrollment of
8,253) and the Shippensburg community. The communities served include Shippensburg Borough
(population of 5,585), Shippensburg Township (population of 5,492), and parts of Southampton
Township in Franklin County (population of 7,987).

There are two routes which provide service around campus and the Shippensburg community to
destinations such as local shopping centers and the Chambersburg Mall. RRT is jointly sponsored
by the Shippensburg University Student Association, Shippensburg University, Shippensburg
Borough, Shippensburg Township, Cumberland County, Southampton Township-Franklin County
and Capital Area Transit with funds provided by the Pennsylvania Department of Transportation.

Service is provided Monday through Saturday during the university's regular academic year and on
Tuesdays and Thursdays during the summer and on school breaks. The cost is free to
Shippensburg University students and employees, senior citizens, and children under five. The fare
for all others is $1.25 for each one-way trip.
Philadelphia Phlash Downtown Loop Bus
In addition to SEPTA public transportation, the City of Philadelphia had a bus circulator called the
Phlash bus which operated from May to October since the mid-1990s. It offered service to 27
destinations in Center City and the Independence Mall District. Destinations included the
Independence Visitor Center, the Philadelphia Museum of Art and the Philadelphia Zoo. It offered
daily service every 15 minutes from 9:30 AM to 6:00 PM.

The fare per ride was $2 and individual all-day passes were available for $5. All-day family passes
for two adults and two children 6-17 years old were $10. Senior citizens and children under the
age of six could ride for free. As of the date of this memo, the City has not indicated if the Phlash bus
will be renewed for 2012.
Hillsborough, NC Circulator Bus
The Hillsborough Circulator began operation in
June of 2011 and provides loop access to sites in
Hillsborough, North Carolina (population of
6,087) and connectivity to Triangle Transits
Route 420.

The circulator provides service to residential areas, the library, Orange County Courthouse, Social
Services Center, shopping areas, Durham Tech, medical centers, and a business park.

The Hillsborough circulator is partially funded through a grant from the N.C. Department
of Transportation, which will fund the service for three years. The town of Hillsborough provides
the local match requirement and thus allows the bus to operate without a fare.
Red Rose Transit in Lancaster at Millersville University
Millersville Borough, Pennsylvania has a population of 8,168. Millersville is also home to the
academic institution Millersville University which has a 2011 enrollment of 7,644. Red Rose
Transit offers 17 fixed-route bus routes throughout Lancaster County, Pennsylvania. To
accommodate students at the nearby Millersville University (MU), Red Rose Transit provides an on-
campus shuttle as well as two routes (MU Xpress and MU Park City Xpress). Millersville University
students, faculty, and staff may access these routes for free during the academic year. All others
must pay the $1.70 base fare plus any necessary zone charges.

Carlisle Circulator Questionnaire
The Borough of Carlisle in cooperation with PennDOT and Cumberland County is undertaking a study to
examine the feasibility of establishing all-day fixed route bus service within Carlisle Borough and the
immediate surrounding area. The 1970s were the last time that Carlisle had bus service and today there is
only weekday commuter-oriented service operated by Capital Area Transit between the Borough and
Harrisburg. We would like your opinion on the possibility of the establishment of a Carlisle Circulator that
would connect residents and workers to the commercial and employment centers in the greater Carlisle area.
Please answer this short questionnaire and bring it with you to the kickoff meeting or return via email to

1. Could you or someone in your organization benefit from the introduction of a transit circulator in Carlisle?

2. Who do you think would benefit the most from introducing transit in Carlisle?
Older adults who no longer drive.
Low-income borough residents without reliable transportation
Sadler Health Center and other Human Service agency clients seeking transportation for basic health
and human service needs and appointments.
Mt. Holly area residents without reliable transportation (daily, people are walking along Route 34 to
travel between Mt. Holly and Carlisle). Perhaps this is the same with route 74?
Teens seeking to participate in after-school programs and activities. Presently, it is often the case that
only kids with access to reliable transportation are able to participate in after-school enrichment
activities and sports. These are valuable opportunities for our young people. Yet presently many of
the kids who may benefit the most are unable to participate.

4. How would you suggest we generate interest and excitement for a new service?
Begin with a bus that looks really cool, fun and attractive.
Offer a free ridership promotional day / special discounts when the bus is introduced.
Do test rides with kids at area elementary schools. When kids do something fun during the day, they
tell their parents about it. It may help to create a positive buzz and kids who tell their parents they
want to ride the bus. Consider a fun bus mascot for these special events.
Partner with the Sentinel for news coverage.
Put the new bus in the Summer Fair parade and pass out flyers about hours and routes.
A friendly, well-trained bus driver who makes the bus experience pleasant for everyone. A few stories
about a potentially negative bus experience could travel widely and be especially damaging early on.

Funding: To ensure its long-term success, the new service should be designed as a sustainable
business model that is viable to continue over time through revenue generated by rider-ship fees
and/or tax payer dollars. Ensuring affordable ridership fees for low-income residents and special
populations will be important.
Aggressively building a strong ridership early on.
