States we must meet another condi-
tion.The case is different. We do
^ot have work for all our people.
Whether or not we are minded to do
so we cannot pay wages to all the
workers because we cannot give
them employment. Here we have
developed a highly efficient power
and machine 'production capacity
which precludes the possibility of
either full time employment or full
