In this report, the Accenture Institute for Health & Public Service Value explores the fundamental shift in how public service organizations are viewing and using technologies. Over the last decade, governments around the world have invested heavily in e-government—technology solutions designed to improve service delivery and realize cost efficiencies. Today, public service organizations have begun developing strategies for e-governance—using technology not only to enhance efficiency and effectiveness, but also to strengthen relationships with citizens.
Through the Accenture Global Cities Forum study, the Institute has learned that people do indeed want richer, more collaborative relationships with government. We developed the Accenture Public Service Value Governance Framework as a model for more publicly engaged governance. In From e-Government to e-Governance, we identify actionable e-governance strategies for addressing the four components of the framework: focus on outcomes, balance, engagement and accountability. Just as important, we share numerous examples that illustrate how government organizations around the globe are already using e-governance strategies and solutions to more effectively engage with those they serve.
