Spring brings many changes

First responders discuss next steps

Editor The Frederick Area First Responders met for the first time under that new name on March 18, about two months after they agreed to give up their ambulance licenseat least, for the time being. The change had been prompted by the fact that they could not guarantee 24/7 response to emergencies because not enough emergency medical technicians are available during the day. Emma Burnham Public Library plans fundraiser


A fundraiser to benefit the Emma Burnham Public Library is planned for April 27. The event will be from 5 to 7 p.m. at the Community Center. A pork loin dinner will be served, including augratin potatoes, coleslaw, dessert, coffee, juice or water. There will also be an auction and a bake sale. We must raise $2,500 first, said library board president Richard Osborn. Then Modern Woodman of America will match

up to $2,500. The money will be used for books, DVDs, computer upgrades, an iPad or tablet, and a repair of the roof leak in the corner of library. Thank you, Frederick Forward, for the first $833 pledged, Osborn said, and he invited others to come check us out and help us out.

Work on the Wheat Growers facility on U.S. Highway 281 is progressing. The facility will house a 10,400-square-foot agronomy service center and a 60,000-gallon liquid fertilizer plant, according to the Wheat Growers website. Superintendent Bev Myer submitted her resignation to the school board on March 10, effective June 30. Myer chose not to speak about her reasons for leaving at this time. Im just going to make a change, she said for a story in the Aberdeen American News. Work on the new addition at St. Pauls Lutheran Church is progressing. Pastor Galen Sylvester said the goal is having the space ready to use by graduation time.

Testing time for students


By Hattie Zinter FASD Journalism Frederick students in third through eighth grade, and in the eleventh grade started Dakota Step Testing in March. All of these grades are tested in English, language arts and math. Grades five, eight, and eleven also have science testing. The testing window for English, language arts and math began March 18. Science administration began March 31 and goes to April 18. The science test will be taken on paper. This will be the first year that math and English will be tested online in order to accommodate standards for Common Core. With the testing being online now, students will need headphones, as they can now be told directions from the test. Here we best try to set it up so kids can test in their most natural environment for those courses, said Principal Justin Downes. That way when a student is in a math class they can take a math exam, if theyre in an English class they can take an English exam, and so forth. There is an estimated five to eleven hours of testing used altogether during the testing window. In the future, 11th-graders who score a three or four will meet qualifying benchmarks for South Dakota region schools in areas of math and English.

Musicians bring home top ratings


By Derek Simmons FASD Journalism The chorus students at Frederick Area School District have sung their hearts out at the South Dakota Music Contest, and they are now getting ready for next year. This year, 24 participants, director Ms. Liz Labesky and accompanist Mrs. Tonya Zinter traveled to Aberdeen to compete. All groups achieved either a superior or excellent rating. The participants were as follows: The seniors were Mariah Mikkonen, Hailey Sumption, Hattie Zinter, and Cole Hinz. Juniors were Paige Podoll, Devin Flinn, Jacob Ham, Jo Marie Johnson, and Jayden Mikkonen. No sophomores competed. The freshmen were Kayla Clifford, Demi Truebenbach, Brooklin Nordine, Tucker Delzer, and Isabelle Podoll. Junior high students attending were Cassandra Hinz, Keely Podoll, Alex Bowman, Alex Sumption, Jessica Hertel, Michaela Podoll, Hannah Sumption, Jessica Podoll, and Brooklyn Podoll. I took more students and groups this year than I have the last couple of years, and I wanted to get the younger kids involved as well so they can get more experience for when they get older, Ms. Labesky said. Ms. Labesky added that she would like to take more kids next year.

Ms. Bridgette Nemec will teach family and consumer sciences at Frederick Area next year. Ms. Nemec is from Holabird, S.D., and went to school in Highmore. She did her student teaching in Faulkton. She will graduate this spring from South Dakota State University with a bachelor of science degree in family consumer sciences education with an art minor. I am looking forward to having my own classroom and getting to know students and parents, Ms. Nemec said.

Easter Egg Hunt will be April 19 in Simmons Park


By Krysti Mikkonen Frederick Forward Its time for area youngsters to get excited: The spring tradition of an Easter Egg Hunt is returning to Frederick. The hunt will start at 2 p.m. Saturday, April 19, in Simmons Park in Frederick for children ages 1 to 9 years old. If inclement weather rears its head, the event will move to the Frederick Community Center. For many years, the local womens community club in Frederick hosted an Easter egg hunt. When the organization disbanded in the late 1990s, the hunt went away, too. Recently, the Three River Ranchers 4-H but didnt have the resources and manpower to do it alone. They enlisted the help of other organizations to make it happen. Frederick Forward is co-sponsoring the event, and Frederick Forward, the Westport Community Club and Elm Valley Mens Community Club each provided resources for the three grand prizes. Yes, grand prizes. Not only is the event happening, kids have reason to be pretty darn excited as three bikes will be given away, one for each age division. The kids will be divided into ages 1-3 years old; 4-6 years and 7-9 years old. Refreshments will be served at the Frederick Community Center following the hunt.

She was here first for special education training, and is now spending time in the fourthgrade classroom. Hometown: Aberdeen, SD Future plans: Ms. Haug intends to teach in the future, Rachel Haug possibly in Montana. Degree and school: She attended Northern State University and majored in Elementary and Special Education, while minoring in reading and early childhood. What made you want to become a teacher? Ive always wanted to help people. For the longest time I wanted to be a nurse, but I changed my major to education. How has this experience related to the last time you were at Frederick? Its definitely busier in the fourth grade room, compared to the last time I was here [for my special education training] when I had a planning time. Other than that it was a smooth transition, to come back and see everyone again.

have yet to take the tests; even so, they would not be available during the day and so would not help Frederick keep its ambulance license. The first responders discussed changes that need to be made since they no longer have their transport license, including asking the townships which of the surrounding ambulance services theyd prefer to have as the one designated to come to their area. Aberdeen is closer for southern townships, but Ellendale is significantly closer for northern townships. Director Cole Adema said he hopes the change is temporarythat they will be able to find a way to get the ambulance license back through the development of a taxing district or through some other means. Talking with the townships about their

preferred service is about making sure our citizens are protected appropriately in the meantime, Adema said. The Frederick EMTs will still respond to emergencies in their area and will do what they can to help, but they will not transport patients to the hospital. The first responders are aiming to get a taxing district on the ballot, but two key aspects of the plan have not yet been decided: First, whether to seek funding for fire and ambulance together or separately, and second, how much of a mill levy to ask voters to approve. When those are decided, they will need the signatures of township residents to get the measure on the ballot. Signatures of Frederick city residents will not be needed on a petition because the Frederick City Council passed a resolution to join the proposed district.

The meeting of the Board of Education of the Frederick Area School District #6-2 was called to order on March 10, 2014 at 6:00 p.m. by Chairman Lance Podoll with Eric Sumption, Richard Schlosser and Dennis Walworth present. Others present were Bev Myer, Justin Downes, Deb Klapperich, Rick Downes and Lynnette Hertel. The meeting began with all present reciting the Pledge of Allegiance. Action 13-68 Motion by Walworth second by Schlosser to approve the agenda. All aye, carried. Moving forward with offering Tech Education at our district beginning with the 20142015 school year was also discussed. Mr. Downes informed the board that the application to SD DOE Deb Klapperich presented information concerning the Gelling Trust and Ovid Stevens Trust accounts. The board instructed her to contact legal counsel concerning their administrative authority of these funds. Thank yous and congratulations were read and will be posted on the school web site. Frederick's Town Board monthly meeting was called to order Friday evening, March 7, 2014, at 5 PM in the Frederick Community Center, by acting Chair Scott Campbell. Attending this months' meeting were Board Members Tom Meyer and Scott Campbell, Finance Officer Diane Bruns, New Utility Manager Rich Bakeberg, Future appointed Board Member Robert Smith, and Patron Craig Larson. The minutes of the February meeting were reviewed with motion made by Meyer/Campbell to approve. Motion Carried. The Financial Report for February was reviewed with a motion made by Meyer/Campbell to approve. Motion Carried. Approval for the Accounts Payable due in March was made by Meyer/Campbell. OLD BUSINESS: The Utility Report given by Rich Bakeberg, again included pipes freezing in homes. It is recommended to leave your water dripping if you believe you may be affected and especially if you see any rust in the water. There was no representation from Frederick Forward, Historical Society, Emma Burnham Library or the Frederick Development Corp. although it was mentioned that the Titan Family Restaurant is now closed and looking for a new proprietor. Agent Scott Campbell said the Renewal for our insurance policy from Western Continental Insurance is not back yet. He said the numbers should be back by next month but he believes there won't be many changes. NEW BUSINESS: First order of business was a motion by Tom Meyer to appoint Robert Smith as a Frederick Board Member to replace Dennis Kinslow. Robert's position will last until the next regularly scheduled election. Scott Campbell 2nd the motion and Motion Carried. New Board Member Smith took the Oath of Office. It was also noted Campbell will act as Chairman of the Board until the next elections. A list of recommendations was sent to Frederick from Western Continental Insurance Company for improvements to property owned or operated by the city. Campbell reviewed the list and answered how each improvement will be handled. The Checklist will be sent back to the insurance company. Motion made by Smith to accept the Checklist, seconded by Meyer. Motion Carried. The Annual Report for the SD Department of Agriculture was reviewed. Meyer moved to accept the report as presented and Smith seconded. Motion Carried. The Annual Report for the SD Department of Legislative Audit was reviewed with motion made by Meyer to accept the report as presented, seconded by Smith. Motion Carried. The Department of Natural Resources' Surface Water Discharge letters and application were reviewed. A Resolution to Propose a Fire District was presented by EMT Campbell. He and others from the Fire Department have been working with Attorney Kari Kohler in Groton. There are many volunteers that attended classed which is a great thing, but they also need to replace old equipment such as breathing apparatuses, update bunker gear, and in the future even update their Tanker truck. Motion was made by Meyer to approve Resolution #004, seconded by Smith. Motion Carried. Alcohol in the CC for FF was approved for an appreciation party on the 16th of March. A temporary Liquor License will be issued w/o an insurance form. The Equalization Board will hold their meetings in the Frederick Community Center on Monday evening, March 17th, at 7PM and continue to the 18th if any grievances are presented. Equalization closes Friday, March 21, 2014. CORRESPONDENCE: Correspondence included Street Maint Spring Training in April, Sm Community Transportation Planning Program, SD Assoc of Code Enforcement training April 30th, New Badger Meter Technology Distributor, Child and Adult Nutrition Services, buying sidewalk salt in bulk, and the NE Council of Govt Abandoned Tank Removal Program. No action was taken. ADJOURNMENT: There being no further business, the meeting was adjourned at 6:20 PM with motion made by Meyer and seconded by Smith. Motion Carried. CD is $5177.94 comes due March and August. Additions were souvenirs and newsletter. Paid souvenir % and printing of newsletter. Tracy made a motion to approve, Kaye Dumire seconded. Motion carried. Minutes from the Community Foundation planning meeting shared. NEW BUSINESS: Easter Egg Hunt 4H Club is leading, Saturday, April 19th is planned event. Kristi Forsting is asking if we would assist. We will be helpers maybe play BINGO for the adults or bring refreshments. If need dollars, request a budget. Two new families have moved in. Check with Thersia on whether newcomers packet have received information. Bev also indicated a new art/home mec teacher is coming next year. Will need affordable housing. Clean Up Day is April 26th.

Collaborate with Alpha Circle on this project 2nd Mondays of the month present the review from last year and this years goals and objectives. Next months meeting is at Connie Groops and Library is on the agenda. c. Add a goal to add raising money for the stage

curtains and mats could this be a project for FinnFest proceeds and to raise $$. 2017 is next All School Reunion. 3. Playground Equipment a. Still have $2500 earmarked from the dock fund raising to use in the Park area. Donna will check with Georgia b. Look for grants/park owned by the City so funds could flow through the city. c. Team of families to look for creative ideas to utilize the park better. 4. Partnership with Community Clubs, i.e. Elm Valley Mens Community Club, 4H, Alpha Circle. a. Send invite to all the local service clubs and churches to assist with FinnFest 5. 501c3 a. Bid of $1500-$2000 from Eide Bailly for the 501c3. b. The special meeting of the Board of Education of the Frederick Area School District #6-2 was called to order on March 18, 2014 at 7:00 p.m. by Chairman Lance Podoll with Eric Sumption and Dennis Walworth present. Others present were Bev Myer, Justin Downes, Deb Klapperich and Heidi Losure. The meeting began with all present reciting the Pledge of Allegiance. Action 13-77 Motion by Walworth, second by Sumption to approve the agenda. All aye, carried. Chairman Podoll requested the discussion on the Gelling and Stevens Trust accounts be moved ahead of the Hub Area Vo Tech/2014-2015 curriculum discussion in response to the absence of Rich Schlosser. Enter Jeff Forsting, Richard Schlosser and Jessica Ringgenberg at 7:05 pm. Business Manager Deb Klapperich advised the board that after seeking legal counsel it has been determined that any changes made to the use of the funds will need to be appealed to the Circuit Court. Action on this will be taken at the April meeting. Frederick Area School Districts partial ownership

of the building and equipment of the Hub Area Vo Tech Multi District Co-op was discussed. Richard Schlosser presented documents that verified ownership. Aberdeen School District is having these documents verified by their school attorney. Upon this verification the Frederick Area School District will continue their participation until action is taken to dissolve the co-op and the assets are sold. Exit Heidi Losure. 2014-2015 Curriculum was discussed. FACS classes will be offered but Shop classes will not be offered for the 2014-2015 school year. Plans to build or acquire a building for Shop classes will continue with possible implementation in the 2015-2016 school year. Action 13-78 Motion by Forsting, second by Sumption to enter into executive session at 8:08 pm to discuss personnel matters. All aye, carried. Day of Champions/ Community Cleanup is April 26


The annual Day of Champions, when Northern State University students help with projects in the region, is set for Saturday, April 26. A variety of projects are planned, including work at the museum, the park, the library, the Community Store, and the restaurant building. Weather has often been an issue on this day, so suggestions for backup indoor projects are appreciated. Help on that day, as well as food for the potluck at noon, are also much appreciated. Meet at 8:30 a.m. at the school that day for work assignments. Residents are also encouraged to work on their own homes and yards before that date, so that at the end of the day we can have a noticeably cleaner, more welcoming community. Pickup of larger objects to take to the dump will be provided. Sign-up sheets for this service or for other help that day can be found at the Community Store and at the post office.

Residents of Frederick and beyond gathered at the Community Center on March 16 to celebrate St. Urhos Day. Finnish foods were served, and attendees brought a variety of different wines to sample. More than 50 people attended the event, which organizers said was the best attendance they can remember for a St. Urhos Day party.
