On March 1, 2014, in Kvareli in the Royal Batoni Hotel the frames


of the R-CSN project, facilitated by NGO CiDA and financially
supported by USAID G-PAC program, R-CSN member NGOs
representatives met with the business sector.
In the frame of the abovementioned event the R-CSN member
regional NGOs had opportunity to meet with the business sector
representatives, present them their social projects and try to
ensure them for future cooperation.
Totally nine regional R-CSN member NGOs held the presentation of
the social projects.
The business sector representatives totally 17 of them attended the
meeting. The business sector included following companies:
Geocell, Beeline, Heidelberg Cement, Huawai, Marneuli
Food Factory, PSP, Liberty Bank, Sno, May Family Clinic,
Peri, GWP, Alliance Group Holding, BDO Georgia, Silknet,
Tbilisi Mall, Natakhtari and BPI.
The business sector representatives will discuss the presented
projects in the near future and in case of interest will cooperate
with the regional NGOs.

JOURNALISTS AND BLOGGERS COMPETITION

On March 6, in Tbilisi, at Courtyard Marriott Hotel, NGO CiDA


organized the awarding ceremony of the bloggers' and journalists
competition.
The competition was held in the frames of EU funded project
Support for Juvenile Justice Reform in National Minority
Communities of Kvemo Kartli and Samtskhe-Javakheti facilitated by
NGO CiDA.
The topic of the competition was: The Rights of the Juveniles in
Conflict with the Law.
The key of the event was to raise public awareness regarding the
juvenile delinquents issues and the reforms taking place in this field.

The journalists and bloggers were selected as a result of the

regions, 88 vulnerable beneficiaries were distributed rototillers

In April 2013, USAID's NEO project partnered with the NGO


CiDA to support job creation and income generation programs
for vulnerable households in the Shida Kartli and Mtskheta
Mtianeti regions of Georgia. NEO's technical assistance is aimed
at elevation vulnerable groups to subsistence levels through a
combination o f capacity-building activities and in-kind grants
aimed at increasing employment opportunities, strengthening
business skills and improving agricultural production through
use of modern farming methods and equipment.
Over the past year, CiDA has supported 142 vulnerable
households in NEO target communities in Shida Kartli to
facilitate a sustained increase of at least 15% in the average
value of household production in agriculture service and trade
initiatives.

On March 7, by the initiation of the NGO CiDA and by the


support of the National Probation Agency Kvemo Kartli Bureau
the juveniles in the conflict with law from Rustavi, together
with other youngsters visited Uplitsikhe Museum.

architectural masterpieces located there they also saw the
ancient archeological materials.

project under the title - Voluntary Network.

civil life by implementing the voluntary network.

As a result of the Self-Governance Reform and Regional
Development, created in the frames of the R-CSN project, the
group member 7 regional NGOs, including: GYLA Kutaisi
Branch, Young Economists Association Imereti Branch,
Institute of Democracy, Georgia's Democratic Development
Union, UDM, Association Atinati, CiDA and SAGA
worked out a joint project -Accountable Self-Governance.

As a result of the Legal and Human Rights Protection group, created
in the frames of the R-CSN project, the group member 9 regional
NGOs, including: Institute of Democracy, Gori Information
Center, CiDA, Kakheti Regional Development Agency, UDM,
GYLA Kutaisi Branch, Lanchkhuti Information Center, AntiViolence Center-Mtskheta and Association Atinati worked out a
coalition project Civil Interests Protection Campaign regarding
Utilities Consumers.
The abovementioned coalition project was financed by USAID,

On March 15, R-CSN member NGOs, based in Imereti


region held discussions regarding New Self-Governance Code.
During the meeting the statement published on March 10,
2014 by Georgian Regional Development state commission
was discussed, as a result of which after naming self governing
cities on the rest of the territories self governance
communities to be created.
According to the new self-governance code additional 7 cities
will be announced as self-governing ones.
The discussion was held in the frames of the meetings
organized by R-CSN member NGOs.
Similar kinds of discussion will take place in various Georgian
regions as well.

On March 17, at Courtyard Marriott Hotel the NGOs held a


meeting about the administrative-territorial settlement
prospects included in the new self-governance code.
During the meeting the civil society representatives presented
the alternative plan for the territorial optimization that should
be offered to the Georgian government.
Totally 60 NGOs and media organization representatives took
part in the abovementioned event all over Georgia. Besides this
Georgian Ministry of Regional Development and Infrastructure
as well as Majoritarian MPs also participated in it.
The event was organized by Open Society-Georgia and R-CSN, the project
facilitated by NGO CiDA and financed by USAID G-PAC project.

SELF-GOVERNANCE CODE
DISCUSSION IN OZURGETI
On March 20, in Ozurgeti, In Democratic Engagement
Center a new self-governance code was discussed.
One version offered by the new Self-Governance Code
Ozurgeti is becoming a self-governing city and the villages
will be established as a municipality, according to the
second version of the code, instead of one municipality it
is offered 6 municipalities to be established.
During the meeting it was also mentioned the
municipality to be divided into 2 parts as eastern and
western.
The meeting attendees also talked about the strong and
weak sides of the new code.
R- C S N member N G O Georgia's Democratic
Development Union was actively participating in the
event.
The discussion was held in the frames of the meetings
organized by R-CSN member NGOs.
Similar kinds of discussion will take place in various
Georgian regions as well.

On March 21, 2014, by the organization of NGO CiDA


NGO platform meeting was held.
The NGO and state body representatives, who are actively
involved in juvenile justice processes, were invited to attend
the event.
The key aim of the abovementioned meeting was the
discussion of the ongoing changes in juvenile justice field
and commenting on the conception under the title
Children Justice.
The concept was worked out by Ministry of Justice, UNICEF
and EU representatives as well.
In the frames of the meeting the representatives of UNICEF,
Ministry of Justice of Georgia Crime Prevention Center
and National Probation Bureau introduced the participants
the renovated strategies and the field future development
plan.
The NGOs platform was established in the frames of Support for Juvenile
Justice Reform in National Minority Communities of Kvemo Kartli and
Samtskhe-Javakheti. The project is implemented by the support of EU.

At Mtskheta municipality conference hall International Center for


Culture of Georgia and Open Society Georgia representatives, as
well as Mtskheta-Mtianeti Deputy Governor Koba Arabuli held
meeting with the municipality staff members and Mtskheta
villages' representatives. During the meeting a new Self
Governance Code was discussed. According to the civil society
opinion it is possible 4 additional municipalities to be created.
The new municipalities will have governor and Sakrebulo elected
by the population, will have its own budget etc. New
administration centers will be constructed, where the locals will
have opportunity to receive qualified service without going in
Mtskheta.

All the above mentioned will assist the infrastructure to be


improved, local population to be employed and more prospects to
be unveiled for the villages as well.

On March 31, at the office of the NGO CiDA a meeting


regarding migration issue was organized.
The event was attended by Keti Sarajishvili of Ministry of Justice,
International Public Law Department.
During the meeting Keti Sarajishvili introduced the problems
connected with the trafficking to the local NGOs and the
representatives of the educational institutions.
The discussion participants asked questions to the ministry
representative regarding trafficking and migration issues as
well.
The abovementioned meeting was held in the frames of G-PAM project. The
project legal expert presented the results of the research conducted by CiDA
about the migration. G-PAM Project if facilitated by NGO CiDA and finance by
EU.

CONFERENCE: NEW VISION- NEW


CHALLENGE IN JUVENILE JUSTICE
ISSUE/IMEDI TV
On March 31, in Tbilisi, at Holiday Inn Hotel, NGO CiDA
organized a conference on the following issue: New VisionNew Challenge in Juvenile Justice Issue.
The event was organized in the frames of Support for Juvenile
Justice Reform in National Minority Communities of Kvemo
Kartli and Samtskhe-Javakheti. The project is facilitated by
CiDA and financed by the EU.
The conference responded the ongoing changes taking place in
the juvenile justice field and the concept under the title Justice
for Kids. The abovementioned concept is prepared the
international organizations including UNICEF and EU as well as
the Ministry of Justice of Georgia.
The conference was attedned by: Deputy Minister of
Pentitentiary, Probation and Legal Assistance Grigol Giorgadze,
Head of the National Agency of Probation George Arsoshvili,
Criminal Prevention Center Head John Kvinikadze, international
organizations UNICEF and EU as well as the representatives
from local NGOs.
