The Falsified Police Report, 10-29-10
This one? No. This is the correct one. I'll scan the falsified one next.
Did I falsify it? Nope, but it was falsified by someone after it was submitted for review and turn-in and I'll explain why.
After 'a call' is completed, generally you complete the paperwork and turn in arrest reports, as was the case here.
I turned in this arrest report as you see it, (minus redactions) but what was sent back to me for follow-up was different. It was missing page 6, the domestic violence victim statement page that this victim didn't want to fill out or sign the night of the 911 call. He actually wrote 'refused' on it.
I thought that was odd so I went back and checked the scanned report that had been sent back to me by the records unit and sure enough the 'refusal' page was in that scan. But the prosecutor's follow-up copy was missing that page?
Now this page just happens to be the one solid piece of physical evidence in my favor as to the attitude and demeanor of this particular victim and it what, grew legs and walked out of the file? Fell out of the report while in email transit?
Coincidentally, or not, I'll leave that up to you to decide, the supervisor that was on this call with me filed a complaint memorandum during this time that started my 2nd full blown Class 1 Internal investigation.
It was a lengthy complaint, but in the memo she alleged that I handled this particular call poorly, and that I failed to follow a direct order, that I was mean to her, etc. (None of which are true)
She claimed that this victim was fully cooperative and that I read the evidence of the call wrong and came to the wrong conclusions. Also not true.
Then my only supporting physical evidence disappears? Hmm. That's weird. Good thing I kept the copy records sent back to me or I wouldn't even be able to prove this.
This falsified police report business was reported to the people conducting the 2nd internal by the way and it was promptly ignored and I think we can all guess why. The outcome was predetermined and we can't have facts getting in the way of that can we?
So here we have an actual falsification of an official police arrest report and no one could be bothered to even look into it. So when I reported that the memo that started the ball rolling for 2nd internal was also not true, well, you can guess how much concern that got.
Oh, did I mention that she too was BIG TIME Elfo supporter in the last election? Made a gushing commercial for Elfo's campaign. Had the biggest 4x8 signs in her yard through the campaign. Maybe someone should look into it?
Note: I initialed page 6 in blue and have a mark on it that will help me identify this copy should page 6 suddenly reappear in the report files. It wouldn't matter much anyway though, because Cooley was kind enough to use the falsified version missing page 6 in his final internal investigation report.
Update 04-12-14: I won't be scanning and re-redacting another copy of the falsified report as it's not necessary, not to mention a complete pain in the behind. If you'll check the OPS file for the Eberly Rd. Internal Investigation OPS 2010-013, you'll find the actual falsified report contained in that packet of pdf's which I think is great because now no one can back out of this one and make page 6 mysteriously reappear.
