Where is the enforcement?

Recently I was in SS3 Kelana Jaya Pasar malam after so long never been visit that area since 2008. After around half an hour my wife and me bought the necessary needs walked away to my car and suddenly everything changed chaos. We found that the MBPJ enforcement officers enforcing their rules by checking the permit to traders. Some petty traders ran away took their belongings and I am sure they never posses or own the license to trade in there. We saw he officers dealing with he traders such polite manner and look like they very friendly. Its really good to see when the officers enforce the rules and regulation to make sure everything going on well. My question is how about the illegal traders were still doing their business almost like permanently in certain area? They were selling foods, fruits and so many things just aside the road in everywhere. In Subang area, Kota Damansara, Damansara Jaya and Utama and so many places we can found these petty traders doing their business very bravely. In Kota Damansara most of the time people were want buy things from them simply park their car make the road become jam and create inconvenient for the motorist and to others. Are they holding permanent or temporary permit to trading these areas? The answer is no. I personally had talk with some of the traders and they agree they have no choice and need to do that way to survive. Its ok if the MBPJ and some other city council enforcement allowed them to do so. As said by Minister of Prime Minister Department, Datuk Nazri, and the rules a same to everybody, why the small traders in night market always become targeting group and not others? Take look another phenomena in Federal Highway. The Federal Highway is the on of the most busiest route in Klang Valley and the jam occupied the road every hour. The question now is for the motorist, the government already builds additional road both side to ease them drive. But, what happening now? In the middle of the jam the motorist still drive using the main highway and the way they drive such harsh way and very dangerously. Even small mistake can caused major accident and lead to death. Most wondering is I saw number of time the traffic police too riding their superbike along with these motorists. I dont know is there any rule can use to block this arrogance motorist from using the highway. If there, why no action taken by the traffic police against them? My concern to write this article to sometime the rules and regulation written in or stated in law was not implemented in fairly. Favoritism should not be practice in public rules. Its can create unhappiness not satisfaction among people and also not good for the government. So, urged the top level officers will take proper action to make the implementation of the rules and regulation going on well.
