Urgent Action Requested for National Reconciliation and Democratization in
Burma (Myanmar)

On behalf of the 92 Members of Parliament-clect from Burma (Myanmar), who sent a letter to you on 1
‘August 2007 and 30 October 2007, we are writing this letter to you again, demanding an effective and
timely action from the UN Security Couneil to realize national reconciliation and democratization in our
country through meaningful and time-bound dialogue between the ruling military government known as
State Peace and Development Council (SPDC), the 1990 election winning party National League for
Democracy (NLD) and ethnic representatives.
Under the leadership of Daw Aung San Suu Kyi, we have called for the SPDC to solve the problems in
‘Burma peacefully by @ meaningful and time-bound dialogue between the SPDC, the election winning
party NLD and ethnic party representatives. The United Nations and governments around the world have
also repeatedly called for the SPDC to hold such a political dialogue to achieve national reconciliation
and democratization as well as to save the country from decades-long regime-made disasters. The UN
Sccurity Council Presidential Statement, issued by unenimous consent of all members of the Council on
Cetoder 11, 2007, also stressed “the need for the Government of Myanmar to create the necessary
conditions for a genuine dialogue with Daw Aung San Suu Kyi and all concerned parties and ethnic
groups, in order to achieve an inclusive national reconciliation with the direst support of the United
Nations”!
So far, the SPDC hes ignored the repeated requests of the UN and the intemational community. It stil
holds more than 1,800 political prisoners, including Daw Aung San Suu Kyi and about 700 detainces
arrested in August and September last year. Nearly 100 more activists were arrested between November
2007 and now. Military offensives in ethnic minority areas are ongoing and have intensified. The SPDC
offensives have forced over $00,000 ethnic people to become internally displaced persons (IDPs) and
burnt or destroyed over 3.200 villages in eastern Burma. Moreover, thousands of people, including infants
and children under the age of 5, have died and more then two millions people have fled the country to
‘become unwanted refugees in neighboring countries. Over seventy thousand children under the age of 18
are forcibly recruited to the SPDC’s armed forces and soldiers rape thousands of ethnic women and girls
with impunity,
On February 9, 2008, the SPDC announced that it would hold a constitutional referendum in May 2008 to
approve the state constitution, which was written by its handpicked persons and designed to authorize the

By doing so, the SPDC has rejected the recommendations made by the United Nations, contained in the
UN Security Council Presidential Statement and decided to continue its one-sided action to rule the
country forever. The SPDC also rebuked the people of Burma, who were expecting to achieve national
reconciliation and democratization through a meaningful and time-bound dialogue and are struggling 0
be free from the military rule.
We denounce the SPDC for its failure to comply with the UN's recommendations and work together with
the democracy forces, led by Daw Aung San Sau Kyi. We also denounce the SPDC’s one-sided and
illegitimate act to legalize military rule with a sham constitution. We promise to organize all the people of
Burma to reject the SPDC-sponsored constitution and will face the challenge put forth by the SPOC for
the sake of the people of Burma, even though the SPDC continues to respond to us with violence and
brutality, We are ready to face bloodshed again.
In light of this situation, we, on behalf of the people of Burma (Myanmar) and Members of Parliament-
clect, urgently appeal to Secretary-General and Members of the UN Security Couneil to:
(J) Call for the SPDC to comply filly and immediately with the recommendations made by the UN
Security Council, as described in the Presidential Statement issued on October 11, 2007
(2) Declare that the United Nations will not accept or recognize the SPDC's constitution, without
participation of the NLD and ethnic party representatives and without meeting the expectation of ethnic
nationalities
(3) Adopt a binding resolution, which will instruct the SPDC to fully comply with the recommendations
made by the UN Security Council, strengthen the mandate of Scerctary-General Ban Ki-moon and impose
1a global arms embargo and financial and banking sanctions against the SPDC, suggested by ten Nobel
Peace Laureates on February 19, 2008, including South Africa Arch Bishop Desmond Tutu and President
Oscar Arias of Costa Rica.
During the 1988 popular democracy uprising, at least ten thousands peaceful demonstrators were brutally
Killed by the military regime. AS reported by the UN Special Rapportcur on Human Rights Situation in
Burma Professor Paulo Sergio Pinheiro, at least 31 people were killed, nearly 100 are missing, and about
700 additional political prisoners remain with the 1,100 political prisoners, which were incarcerated
before the peaceful protests led by Buddhist Monks in August end September last year. Human Rights
Wateh and Amnesty International estimate that the number of deaths during the protests in August and
September are much higher. We have lost tens of thousands of innocent lives during the 19-year non
violent struggle for democracy. As the gencral dissatisfaction of the people of Burma against the military
regime grows higher and stronger and as we are about to face off against the military regime to block its
attempt to legalize military rule with a sham constitution, another round of confrontation between the
peaceful and un-armed protestors and the brutal and merciless forees of the SPDC seems unavoidable. We
hhope you will take our appeal into serious consideration and take immediate actions to help stop more
‘brutal killings in Burma
We are also hoping to meet with Seeretary-General’s Special Envoy Mr. Ibrahim Gambari during, his
upcoming visit to Burma.
