Please find attached here with the proof and evidences to prove the malpractice
and double standards techniques applied by the IAS officers posted as Chief
Executive of the Haryana Khadi and Village Industries Board but these IAS
officers working as Cheap Executive and Khadi Board became dumping ground
of ineffective and ineligible IAS officers, some time additional charge of CE
given, to those IAS officers, who are holding fruitful important place of posting
but these officers always neglecting the position of CE, seems to be down
graded place of posting and Khadi Board officials are facing many problems,
like wise Secretary re-designated against the Khadi Board Act section 4 and 6,
even present CE holding additional charge of CE along with Director Industries
position officer placed the agenda against said section 4 and 6 and get approval
of BoD. Many Khadi Board officers ACR's are not recorded by the IAS officers,
violating the instructions of Chief Secretary, where as observations of the
Lokayukta needs attention, in some cases field functionaries recommendations
were over ruled to give benefits with hidden agenda, to the financed units under
REGP scheme, in case of Tek Chand Goyal, then DKVIO observed major fraud
and exposed the matter but senior officers called explanation for reporting
matter to the Deputy Commissioner, there were no Administrative guidelines,
where as DC is a overall responsible in-charge of District Administration, then
DKVIO exposed fraud of illegal mortgaged deed and managed another security,
to safe guard the funds disbursed but necessary approval was not granted in time
by the senior officers, the performance of DKVIO needs appreciation. The Chief
Secretary issued directions for stepping up the pay of senior general category
officials at par with their junior counterparts of reserved categories employees,
vide letter dated December 18, 2013 but this benefit was not granted to Naresh
Kadian, Technical Supervisor (Leather), personnel hearing was granted by the
CE but this point was ignored by the CE in his findings, to harass and mentally
torture the effected officials of the Board. Naresh Kadian became sick and
undergone treatment, his disease was counter signed by the Civil Surgeon,
Faridabad but leave on medical grounds were not sanctioned, two different
charge sheets were issued, on the same grounds and two different departmental
inquiry officers were appointed, where as Medical Practitioner never examined
by these inquiry officers and submitted their report under influence of CE
against the officials. In case of writing ACR's Chief Secretary issued time frame
policy vide letter dated March 4, 2014 refreshing Government instructions No.
60/1/97-S(i) dated August 7, 1997 but Naresh Kadian ACR's were not recorded
by the IAS officers, which needs action against those IAS officers, who failed to
perform their official duties, where as Naresh Kadian is suffering, facing mental
torture, hardship because his junior officials are getting higher pay scale and
basic pay. Shri T.L. Satparkash, IAS, Director Industries / MD, HSSI and EC
asked CE, Khadi Board vide letter dated 9-2-12 to utilize the services of Ram
Karan Sharma, where as T.L. Satparkash was holding CE, Khadi Board position
as well, as CE he replied vide letter dated 14-2-12 and HSSI and EC issued
order placing Ram Karen Sharma in Khadi Board to perform Member Secretary
duties, which was totally wrong. Khadi Board executed agreement with supplier
and when supplier violated the terms specially 4 then CE charge sheeted Naresh
Kadian instead of asking supplier to abide the agreement, where as Kadian act
was in favour of the Board because he generated revenue for Board, where as
Kadian lodged complaint with Faridabad and Gurgaon Police, hence DoPT may
kindly direct CE to drop all 3 baseless charge sheets, release service benefits to
Naresh Kadian and sanction leave on medical grounds for natural justice.
