Being an active part of Community Policing as man of many achievements and
distinctions: Voice for voiceless: Fighter by spirit: Jat by birth: Philanthropist by
profession: Activist by mission: Cobbler by qualification: Scouting by passion:
Humanitarian by choice: Gandhian by vision and action, habitual khadi wearers and
speaking truth, performing fundamental duties, as social reformer, compassionate
citizen, and unpaid labour for flora and fauna, our mission: Conservation beyond
imagination, it is humbly submitted that:
1. I am a senior citizen of India, performing my fundamental duties, without gain and
profit, only to safeguard flora and fauna, in the interest of the public at large.
2. I am a Master Trainer in Animal Welfare, decorated by the Govt. of India, retired as
Commissioner, Bharat Scouts and Guides, Haryana.
3. Lifetime working as Chief National Commissioner, Scouts and Guides for Animal
and Birds, along with National Authority for Animal Welfare, OIPA: Indian People for
Animals.
4. I had been CPCSEA nominee, Nodal Inspecting Authority for Haryana and
adjoining Rajasthan, for Animal Welfare Division (Govt. of India) and Inspecting
Authority for Animal Welfare Board of India, for Haryana and Punjab, as per item No.
3 of 39th AGM of AWBI, keeping in view the recommendations of Screening
Committee of AWBI.
5. I had been volunteers of Wildlife Crime Control Bureau, and Convener of Animal
Welfare Party, political wing for flora and fauna.
International Union for Conservation of Nature: IUCN - 2021-2025:
1. Member, Commission on Education and Communication.
2. Member, CEC Nature for all Network
3. Member, CEC Reimagine Conservation Network
4. Member, CEC Nature Education for Sustainability Network

Fundamental duties: It shall be the duty of every citizen of India:
(a) to abide by the Constitution and respect its ideals and institutions, the Na-
tional Flag, and the National Anthem.
(b) to cherish and follow the noble ideals which inspired our national struggle
for freedom.
(c) to uphold and protect the sovereignty, unity, and integrity of India.
(d) to defend the country and render national service when called upon to do
so.
(e) to promote harmony and the spirit of common brotherhood amongst all the
people of India transcending religious, linguistic, and regional or sectional di-
versities, to renounce practices derogatory to the dignity of women.
(f) to value and preserve the rich heritage of our composite culture.

(g) to protect and improve the natural environment including forests, lakes, riv-
ers and wildlife, and to have compassion for living creatures.
(h) to develop the scientific temper, humanism and the spirit of inquiry and re-
form.
(i) to safeguard public property and to abjure violence.
(j) to strive towards excellence in all spheres of individual and collective activ-
ity so that the nation constantly rises to higher levels of endeavour and
achievement.
(k) who is a parent or guardian to provide opportunities for education to his
child or, as the case may be, ward between the age of six and fourteen years.

Indian Constitution:
Preamble-
WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a SOV-
EREIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC and to secure to all its citi-
zens:
JUSTICE, social, economic and political.
LIBERTY of thought, expression, belief, faith and worship.
EQUALITY of status and of opportunity and to promote among them all FRATERNITY
assuring the dignity of the individual and the unity and integrity of the Nation.
IN OUR CONSTITUENT ASSEMBLY this twenty sixth day of November, 1949, do
HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.
Oath or affirmation by the President of India:
Article 60:
Every President and every person acting as President or discharging the functions of
the President shall, before entering upon his office, make and subscribe in the pres-
ence of the Chief Justice of India or, in his absence, the senior-most Judge of the Su-
preme Court available, an oath or affirmation in the following form, that is to say -
"I, A.B., do swear in the name of God that I will faith- solemnly affirm fully execute the
office of President (or discharge the functions of the President) of India and will to
the best of my ability preserve, protect and defend the Constitution and the law and

that I will devote myself to the service and well-being of the people of India”
Oath or affirmation by the Vice President of India:
Article 69:
Every Vice President shall, before entering upon his office, make and subscribe be-
fore the President, or some person appointed in that behalf by him, an oath or affir-
mation in the following form, that is to say -
“I, A.B., do swear in the name of God that I will bear true faith and allegiance to the
Constitution of India as by law established and that I will faithfully discharge the duty
upon which I am about to enter.”
Other provisions as to Ministers, included Prime Minister of India:
Article 75:
(1) The Prime Minister shall be appointed by the President and the other Ministers
shall be appointed by the President on the advice of the Prime Minister.
(4) Before a Minister enters upon his office, the President shall administer to him the
oaths of office and of secrecy according to the forms set out for the purpose in the
Third Schedule.
Qualification for membership of Parliament:
Article 84:
A person shall not be qualified to be chosen to fill a seat in Parliament unless he -
(a) is a citizen of India, and makes and subscribes before some person authorised in
that behalf by the Election Commission an oath or affirmation according to the form
set out for the purpose in the Third Schedule.
Oath or affirmation by members:
Article 99:
Every member of either House of Parliament shall, before taking his seat, make and
subscribe before the President, or some person appointed in that behalf by him, an
oath or affirmation according to the form set out for the purpose in the Third Sched-
ule.
Penalty for sitting and voting before making oath or affirmation under article 99 or
when not qualified or when disqualified:
Article 104:
If a person sits or votes as a member of either House of Parliament before he has
complied with the requirements of article 99, or when he knows that he is not quali-
fied or that he is disqualified for membership thereof, or that he is prohibited from so
doing by the provisions of any law made by Parliament, he shall be liable in respect
of each day on which he so sits or votes to a penalty of five hundred rupees to be re-
covered as a debt due to the Union
Article 124:
(6) Every person appointed to be a Judge of the Supreme Court shall, before he en-
ters upon his office, make and subscribe before the President, or some person ap-
pointed in that behalf by him, an oath or affirmation according to the form set out for
the purpose in the Third Schedule.
Article 148:
(2) Every person appointed to be the Comptroller and Auditor-General of India shall,
before he enters upon his office, make and subscribe before the President, or some
person appointed in that behalf by him, an oath or affirmation according to the form
set out for the purpose in the Third Schedule
Oath or affirmation by the Governor:
Article 159:

Every Governor and every person discharging the functions of the Governor shall,
before entering upon his office, make and subscribe in the presence of the Chief Jus-
tice of the High Court exercising jurisdiction in relation to the State, or, in his ab-
sence, the senior most Judge of that Court available, an oath or affirmation in the fol-
lowing form, that is to say -
“I, A. B., do swear in the name of God that I will faithfully execute the office of Gover-
nor (or discharge the functions of the Governor) of .............(name of the State) and
will to the best of my ability preserve, protect and defend the Constitution and the
law and that I will devote myself to the service and well-being of the people of
..………(name of the State).”
Other provisions as to Ministers, including Chief Minister:
Article 164:

Article 193:
If a person sits or votes as a member of the Legislative Assembly or the Legislative

Article 219:
Every person appointed to be a Judge of a High Court shall, before he enters upon
his office, make and subscribe before the Governor of the State, or some person ap-
pointed in that behalf by him, an oath or affirmation according to the form set out for
the purpose in the Third Schedule.
National Commission for Scheduled Castes:
Article 338:
(8)(a) summoning and enforcing the attendance of any person from any part of India
and examining him on oath.
National Commission for Scheduled Tribes:

Article 51A of the Indian Constitution, defined Fundamental duties:
It shall be the duty of every citizen of India –

As per section 3 of the Prevention of Cruelty to Animals Act, 1960:


Duties of persons having charge of animals: It shall be the duty of every per-
son having the care or charge of any animal to take all reasonable measures to
ensure the well-being of such animal and to prevent the infliction upon such
animal of unnecessary pain or suffering.
Indian Penal Code, 1860:
As per section 47:
"animal" denotes any living creature, other than a human being.
Prevention of Cruelty to Animals Act, 1960:
As per section 2 (a):
"animal" means any living creature other than a human being.
As per the Carriage by Road Act, 2007:
Section 2: Definitions – In this Act, unless the context otherwise requires:
(e) “goods” includes (ii) animals or livestock.

VETERINARY COUNCIL OF INDIA,


Notification, New Delhi, the 1st April, 1992:
G.S.R. 395E: In exercise of the powers conferred by section 66 read with section 31
of Indian Veterinary Council Act, 1984 52 of 1984 the Veterinary Council of India, with
previous approval of the Central Government, hereby makes the following regula-
tions: These regulations may be called, the Veterinary Council of India Standard of
Professional Conduct, Etiquette and Code of Ethics, for Veterinary Practitioners Reg-
ulations, 1992.
As per section 3: Declaration and oath by a Veterinarian: Being admitted to the pro-
fession of veterinary medicine:
1. I solemnly swear to use my scientific knowledge and skills
for the benefit of society through the protection of animal
health, the relief of animal suffering, the conservation of
livestock resources, the promotion of public health, and the
advancement of knowledge in veterinary science.
2. I shall practice my profession conscientiously, with dignity,
and in keeping with the principles of veterinary medical eth-
ics.

3. I accept as a lifelong obligation the continuous improve-


ment of my professional knowledge and competence.
Orders passed in SLP (C) No. 11686 of 2007, clarified vide Supreme Court order dated
18.5.2023 in WP (C) No. 23 of 2016, read with article 51A of Indian Constitution, ani-
mals have 5 freedoms, including Right to life, then animals cannot be slaughtered for
their flesh, either to eat as diet, nor to export for gain and profit.
FREEDOM:
Chapter 7.1.2 of the guidelines of OIE, recognizes five internationally recognized free-
doms for animals, such as:
1. freedom from hunger, thirst and malnutrition.
2. freedom from fear and distress.
3. freedom from physical and thermal discomfort.
4. freedom from pain, injury and disease and
5. freedom to express normal patterns of behaviour.
Observation and Recommendations:
Violations of Oath, and fundamental duties, breaching public trust:
Yes, all veterinarian’s with elected representatives.

Transportation mechanism for animals, treated as goods, being living creatures:


4. Very poor, illegal smuggling from outside Mewat, for
slaughtering without permission.
5. No special vehicle, to shift animals in humane way, as
approved by competent authority.
6. No coordination between enforcement agencies

Population of stray and abandoned Cow, Buffalo and Camels:


Zero numbers.

Illegal encroachments on Gau Charand land:


Yes, very poor administration.

Installation of animal scanner, to prevent animal smuggling:


Not at all.
Training cum workshop required, related to animal welfare:
Yes, but public servants aren’t interested.

NATION WIDE RULES FOR SLAUGHTER HOUSES

be pleased to state:

(a) the amount of meat consumed in the country, State- wise and type- wise; and

(b) Whether Government is planning to introduce nationwide rules and regulations for the
slaughter houses in the country so as to provide safe, clean and hygienic meat to the
consumers, if so, the details thereof and if not, the reasons therefor ?

ANSWER

(a) The Central Government does not maintain the amount of meat consumed in the country
state-wise. However, State wise meat produced in the country is at Annexure 1.

(b) No Sir. Science based standards for articles of food including meat and to regulate their
manufacture, storage,distribution, sale and import to ensure availability of safe and
wholesome food for the consumers are already in place under the Food Safety Standards
Regulations.

The standards of meat and meat products including definition of ‘animal’ are prescribed
by Food Safety and Standards Authority of India (FSSAI) under regulation 2.5 of Food
Safety and Standards (Food Product Standards and Food Additives) Regulations, 2011.
FSSAI has also prescribed detailed guidelines for slaughter houses under sub-regulation
2.1.2 (1) (5), Schedule IV; Part IV of Food Safety and Standards (Licensing and
Registration) Regulations, 2011. The guidelines cover slaughter-houses and slaughtering
of animals which includes specific hygienic and sanitary practices to be followed by
Food Business Operators engaged in manufacture, processing, storing and selling of Meat
and Meat Products; pre & post handling of animals; and precautions for animal welfare.
State/UT Governments have also prescribed additional guidelines for slaughter-houses

and slaughtering of animals.All Food Business Operators have to comply with such
prescribed standards guidelines.

Implementation and enforcement of Food Safety and Standards Act, 2006 and Rules and
Regulations made thereunder, along with that of any additional guidelines prescribed by
States/UTs, primarily rests with the State/ UT Governments. Regular surveillance,
monitoring and inspection is undertaken by State/UT Governments to check compliance
of the prescribed standards and guidelines. In case non-compliance, penalaction is
initiated under the provisions of the FSS Act, 2006.

Further, the Central Government has framed Prevention of Cruelty to Animal


(Slaughter House) Rules, 2001 (amended in 2010) prescribing the Standards for
establishment of Slaughter Houses to reduce the pain and sufferings of the animals to be
slaughtered. As per the said rules, the animals proposed for meat production need to be
slaughtered in the licensed slaughter houses.
