How John Cahill Is Distorting The Facts on
Shoot To Wound, Heroin & Crime Rates in New York State

In a desperate attempt to resuscitate his anemic campaign, John Cahill is resorting to
outright lies about Attorney General Schneidermans record.

Cahills campaign last week accused the Attorney General of previously supporting so-
called shoot to wound legislation a policy that most law enforcement groups oppose
because it would tie the hands of police officers.

But Cahills assertion is patently false. Eric Schneiderman has never sponsored, co-
sponsored, or voted for shoot to wound legislation. He hasnt spoken in favor of it,
either.

Heres a list of every instance in which shoot to wound legislation was proposed in the
Senate when Eric Schneiderman was a member of the Legislature (click on the links to see
the sponsor, co-sponsors and vote history for each bill): S07263 in 1999-2000; S07263 in
2001-2002; S01494 in 2003-2004; S03307 in 2005-2006; S01571 in 2007-2008.

The lies dont stop there. Cahill is also distorting Attorney General Schneidermans record
taking on the heroin epidemic plaguing New York.

This week Cahill claimed the Attorney Generals Community Overdose Prevention (COP)
Program, which equips local law enforcement with a lifesaving heroin antidote, doesnt go
far enough in battling our states heroin problem.

But Attorney General Schneiderman has aggressively fought drug crime throughout New
York, and has made numerous heroin related drug busts and hundreds of arrests for
heroin, cocaine and crack related offenses. Heres a sampling of recent heroin-specific
busts: 6/10/14; 5/1/14; 4/23/14; 7/10/13; 3/27/12; 3/15/11; 3/2/11.

Finally, in a desperate attempt to substantiate his (false) claim that Attorney General
Schneiderman has been soft on crime, Cahill proclaimed at a press conference last week:
Weve seen a rise in crime in New York State between 2009 and 2012.

By making this assertion, Cahill is demonstrating that he has no qualms about trying to
deceive and scare voters. Here are the facts:

1. Attorney General Schneiderman came into office January 2011. From January 2011
to 2013 the year for which the most recent crime data is available crime actually
DECREASED in New York State by 4 percent.

2. The crime rate in New York State has fallen by 15.8 percent since 2004. (Gov. Pataki
left office in December 2006).

3. The most recent data show crime is currently at the lowest levels ever recorded,
despite the fact that the population has increased. According to the NYS Division of
Criminal Justice Services, The number of Index crimes reached the lowest levels
ever recorded statewide in 2013, when there were 69,734 fewer crimes reported
than in 2004. The states population increased by approximately 270,000 residents
during the same time period.

So why is John Cahill running from the facts and peddling misinformation? Hes probably
hoping to distract voters from Attorney General Schneidermans outstanding record
empowering and protecting police officers and fighting the heroin epidemic in our state.

From closing the gun show loophole to sponsoring gun buyback programs to equipping
police officers with a lifesaving heroin antidote and bullet proof vests, Attorney General
Schneiderman is using every tool at his disposal to support the men and women who put
themselves in harms way every day to protect us and reduce crime.
