SPECIAL CITY COUNCIL MEETING
Monday, August 4, 2014

CALL TO ORDER
The City Council of the City of Carmel-by-the-Sea met this date in a
Special session at 4:05 p.m. in the City Council Chambers, with Mayor
Burnett presiding.

1. ROLL CALL

2. PUBLIC COMMENT ON CLOSED SESSION ITEMS
Members of the public shall have an opportunity to comment on items
listed in the closed session agenda prior to the Council recessing into
closed session. If you want to speak on an agenda item listed here, please
wait until the Mayor opens the item for public comment. While not
required, please state your name for the record and limit your remarks to
three (3) minutes.

Mayor Burnett opened the public comment portion; seeing no
speakers, Mayor Burnett closed the public comments.

3. CLOSED SESSION
Pursuant to Government Code Section 54956 et seq. of the State of
California, the City Council will adjourn to Closed Session to consider the
following:

Mayor Burnett moved to Closed Session at 4:09 p.m. to discuss the
following items.

4. ADJOURN TO JOINT MEETING (begins at 5:30 p.m.)
Mayor Burnett moved the Special meeting at 5:39 p.m. with the following
item being considered.
Item 4.A: Special meeting to conduct a Mid-year review of key
Initiatives and consider potential action. (handout, see
attached for minutes)
Key Initiatives through December 2014 -2015
1. Forest Theater: to enable construction bid documents to be
circulated in 2014.
2. Beautification: show as completed.
3. PG&E add: and associated events (after house explosion)

4. Community Outreach: Ensure senior staff has time to get out into the
community to listen and ensure we are providing high quality
customer service.
Key Initiatives through December 2015
5. Facilities Use Plan: show as completed (move to 2014 Initiatives)
6. Forest Theater: complete necessary repairs in early 2015 with the
goal of re-opening for the 2015 summer season. Be prepared to
complete other necessary repairs in the 2015/2016 off season.
Mayor Burnett opened to public comments, the following citizens spoke:
Stephen Moore with Pacific Repertory suggested adding as stated above
in item number 6;
Barbara Livingston with Carmel Residents Association commented on
Community Outreach and Customer Service of Council and staff.
Elaina Andrade asked for clarification regarding Community Outreach
issues.
Resident noted he was in favor of the Town Hall concept for Community
Outreach issues.
Council Member Talmage moved to accept the above changes to the
Key Initiatives, seconded by Mayor Pro Tem Beach and passed by
unanimous voice vote.
5. RECONVENE TO CLOSED SESSION (if necessary)

There being no further business, Mayor Burnett adjourned the meeting at
6:32 p.m. and convened to Closed Session.
