Subject: WATER SUPPLY AND CONSERVATION UPDATE

RECOMMENDATION(S):
Council receives a report from California American Water on the States mandatory water
conservation regulations and efforts undertaken to increase water supply and conservation.

EXECUTIVE SUMMARY:
In response to the drought conditions, the State Water Resources Control Board adopted an
emergency regulation to increase water conservation. These regulations, which became
effective on July 29, 2014, primarily focus on outdoor urban water use. The purpose of the
presentation is to learn about the efforts of California American Water pertaining to the
drought, including monitoring and repairing water leaks, exploring alternative sources of water
and promoting water conservation.

ANALYSIS/DISCUSSION: (including why Council is considering the item and justification for recommendation)
New regulations by the State prohibit all Californians from using potable water to water
outdoor landscaping that causes runoff; from washing motor vehicles with a running hose
(hose must have shut off nozzle); from hosing down sidewalks and driveways and from using
running fountains or other decorative water features that do not re-circulate water. Water
suppliers serving more than 3,000 connections must mandate that outdoor irrigation be
reduced to no more than twice a week (Monday and Saturday for Peninsula) and assess
compliance efforts at the local level. The Monterey Peninsula Water Management District has
several water conservation actions contained within the Stage 1 Water Conservation and
Non-Essential Water Use and Water Waste Rules related to water conservation.
A key part of water conservation is to immediately correct leaks, breaks and other
malfunctions. As such, Council will receive an update from California American Water
regarding its program for water leakage detection and repair. The agency will also provide an
update related to other water conservation efforts.

Maintaining a leadership role in developing a long-term solution to the regions water supply
and developing additional local water conservation and water supply alternatives is a 2014
Council key initiative. Council has received numerous updates related to solutions pertaining
to the regions water supply.

Conservation Requirements & Incentives
The following outdoor potable water uses are prohibited:
Watering of any driveway or sidewalk
Watering that results in runoff onto adjacent property, non-irrigated
areas, private and public walkways, roadways, parking lots or
structures
Using a hose to wash a car, unless the hose is fitted with a shut-off
nozzle
Using potable water in a fountain or decorative water feature, unless
the water is recirculated.
Outdoor irrigation on Wednesdays and Saturdays before 9 am and
after 5 pm only.
