JOINT CONSTRUCTION GENERAL


1. GENERAL
In many cases it is preferable from both economic and environmental viewpoints for two or
more utilities to use the same supporting structure for their systems.
Based on the 1996 Telecommunications Act, communication companies have the right to
attach to Alliant facilities. This section provides the guidelines for space requirements
between Alliant and other communication companies.
According to NESC 012B, it is the responsibility of the entity, utility or contractor, doing
the work to assure that the requirements of the NESC are met. Therefore, when a utility
adds a cable or conductor to its own pole or pole owned by another, it is the responsibility
of the installing utility (or contractor) to assure that clearances, grounding and strength
requirements will be met.
The NESC further recognizes that, while joint use is often desirable, it may not be
advisable in all locations.

1. POLE STRENGTH REQUIREMENTS - MAXIMUM SPAN LENGTH
a. Maximum Span Length - Based on Pole Strength
The following series of tables are the maximum span lengths for various distribution structures.
These tables only consider pole strengths for Grade B construction. In 2012 Alliant Energy
changed its design requirement and all new construction will be designed using Grade B load
and strength factors. The application of this data should be used to verify adequate pole
strengths for distribution equipment and up to two additional communication circuits as
described on the following pages.
Alliant ruling span limits should be followed for rural and urban construction. These limits were
established to resolve conductor conflict concerns and to satisfy component breaking strength
criteria. Maximum ruling span lengths are listed in section B115G, in the
"
Design Guidelines

table below each structure drawing.
Example 1a: 15 kV distribution line, 45 foot class 4 pole, 266 ACSR with a 266ACSR neutral, Grade
B construction, and a 50 kVA transformer. Figure 02-1.

Example 1b: Add Comm 1 to the structure in Example 1a.
Refer to Table 02-5, for Grade B, with the sub table labeled With 50 kVA transformer. The
maximum span length for the 45 foot Class 4 pole is 187 feet.
Example 1c: Add Comm 1 and Comm 2 to the structure in Example 1a.
Refer to Table 02-6, for Grade B, with the sub table labeled With 50 kVA transformer. The
maximum span length for the 45 foot Class 4 pole is 159 feet.
If the required span length is longer than the maximum allowable span length, then a larger class pole
must be used.
Example 2a: 15 kV distribution line, 45 foot class 4 pole, 1/0 ACSR with a 1/0 ACSR neutral, Grade
construction, and 600 KVAR capacitor bank. Figure 02-2.

1. VERTICAL CLEARANCE AT SUPPORTS
The NESC requires that safe clearance be provided at supports and throughout the span.
Table 03-1 - Minimum Vertical Clearance at Supports Between Line Conductors, shows minimum
vertical clearances at supports between line conductors as required by the NESC 235.C.1. Further,
NESC 235C2b(1) requires a mid-span clearance of at least 30 inches between Alliant Energy
supply and communication company conductors and NESC 235H2 requires a 4 inch minimum
clearance between communication conductors, cables and equipment.
For joint use installations, the greater of two requirements must be met; the basic clearance at the
structure or the midspan clearance. For supply conductors exceeding 8.7 kV to ground, an
additional clearance adder is required.
To maintain the required mid-span clearance, additional clearance at the pole between the lowest
supply conductor and the highest communications cable is required to account for sags during
expected ice and thermal loading conditions, sags due to longer spans, errors in sags and tensions
and movement over the life of the installation.
Alliant Energy design criteria require that the vertical clearances at supports be increased to the
values shown in the following table.

ASSUMPTIONS:
Sag related clearances, as specified by NESC 235C2b (1) (a) are based on the upper conductor
or cable being at its lowest position or greatest sag during either ice loading or thermal loading.
Sag for the lower conductor or cable is determined based on an unloaded condition, initial sag
and ambient temperature.
Clearances between supply and communication conductors at any point in the span are based
on the following conditions:
a. Neutral conductor (1 phase vertical and 3 phase triangular construction), either:
1. Summer conditions: 120 F, final sag (NESC 235C2b(1)(c)i) OR
2. Winter conditions: 32 F, inch ice, no wind, final sag (NESC 235C2b(1)(c)ii)
b. Phase conductor (1 phase or 3 phase flat construction), either:
1. Summer conditions: 212 F, final sag (NESC 235C2b(1)(c)i) OR
2. Winter conditions:32 F, inch ice, no wind, final sag (NESC 235C2b(1)(c)ii)
c. Minimum sag of the highest communications conductor:
1. Summer conditions: 90 F, initial sag OR
2. Winter conditions:0 F, no ice, initial sag
d. To maintain 4 inch mid-span separation between communication circuits, 24 inch spacing at
the pole is required. The following assumptions were used to calculate this spacing:
1. Winter conditions: Top communications conductor - 32 F, inch ice, no wind, final sag
2. Winter conditions: Bottom communications conductor -32 F, no ice, no wind, initial sag
Total clearance at the supporting structure is based on the 30 inch basic mid-span clearance
plus the maximum sag of the supply conductor or cable (due to ice or thermal loading) less the
minimum sag of the communication cable (ambient temperature and initial sag).
Clearance to ground calculations are based on the assumption the bottom communications
circuit is at 32 F, inch ice, no wind, final sag.
NOTE: When developing the max span tables, to determine transverse loading the larger
diameter cable (Comm1) was mounted above the smaller cable (Comm2). When calculating
pole heights, both Comm1 and Comm2 were analyzed mounted above the other and it was
determined that the mounting location of the communication cables does not change the
recommended pole heights.

2. RECOMMENDED POLE HEIGHTS
Based on the NESC clearance requirements, Alliant analysis, and the above assumptions, the
following pole heights are recommended to accommodate the addition of communication
conductors in urban and rural areas.
Urban construction (includes secondary) 45 poles up to approximately 175

spans.
50 poles for spans greater than 175

.
Rural construction (no secondary) 40 poles up to 275

spans.
3. VERTICAL CLEARANCE BETWEEN EQUIPMENT
Vertical clearance between supply conductors and communication equipment, between commu-
nication conductors and supply equipment, and between supply and communication equipment
shall be as specified in ECS Section WCL09.2, Table 09-1, except for clearances of guys, span
wires and brackets which is specified in ECS Section WCL09.3, Table 09-2.

9. JOINT USE ATTACHMENTS - EXISTING ALLIANT POLES
Regardless of whether an existing pole has TeleCo/CATV attachments, Alliant must verify that
existing pole has adequate pole strength to support the proposed additional communication
conductors.
Maximum pole strength tables for various equipment configurations are found in ECS Section
WJC02. If proposed TeleCo/CATV cable is significantly larger or smaller than the cables used in
WJC02, then utilize the Moment tab in the eng_tool_V?.xls spreadsheet, available on the Alliant
Compass, to calculate the pole strength required. (Note: For line configurations different than those
described in ECS Section WJC02, please contact the zone distribution engineer for assistance.)
If the additional attachment reduces the structure strength to below the grades of construction listed
above, then the last company attaching to an existing pole and creating the need for the upgrade is
responsible for the costs of upgrading the structure.
Once Alliant has determined that adequate pole strength exists, additional TeleCo/CATV cables
shall be attached at a height and location that meets or exceeds NESC minimum mid-span spacing
from Alliant conductors and ground clearance.
Existing Poles with No Attachments
If an existing Alliant owned pole has no communications cables attached, Alliant pole spacing
standards as specified in WJC03, Table 03-1 shall be applied.
Existing Poles with TeleCo/CATV Attachments
To determine if pole has adequate height to attach additional TeleCo/CATV conductors, ground
clearance and the spacing on the pole between the lowest Alliant neutral or secondary conductor
and existing communications cable must be determined:
1) Minimum spacing on the pole must be no less than 48-inches.
2) Determine if existing TeleCo/CATV conductors have adequate ground clearance. In general,
for normal line locations, a minimum of 18-feet ground clearance at mid-span is required at
60 F. For highway, railroad and water crossings, additional clearance is required as
referenced in ECS Section WCL03, Table 03-1. (Note the clearances referenced in Table
03-1 are based on maximum conductor sag conditions.) Alliant Energy strongly
recommends that communication companies maintain a minimum of 18-feet mid-span
ground clearance.
3) The TeleCo/CATV company is required by NESC Code to attach no closer than 12- inches
below existing communications cable. Each TeleCo/CATV company is responsible for
determining if adequate pole, mid-span and ground clearance exists and proposed
additional conductor(s) can be installed at a suitable attachment height to meet or exceed
NESC code clearance requirements.

TeleCo/CATV company is responsible for notifying Alliant personnel in writing that the proposed
additional conductor can be installed on existing Alliant pole in compliance with applicable NESC code
provisions.

11. BONDING OF COMMUNICATION SYSTEMS TO ELECTRIC SUPPLY SYSTEMS. (NESC 097G)

Where both electric supply systems and communication systems are grounded on a joint use
structure, either a single grounding conductor shall be used for both systems or the electric supply
and communication grounding conductors shall be bonded together, except where separation is
required by Rule 97A. Where the electric supply utility is maintaining isolation between primary and
secondary neutrals, the communication system ground shall be connected only to the primary
grounding conductor.

12. ANCHORING ON JOINT USE POLES

Normally, supply systems and communications systems will provide their own anchoring. The
electric supply system anchoring may be shared if the following conditions are met:

1) Alliant Energy is contacted prior to design.
2) Electric supply system existing guy lead is less than 12 ft., there is no means to obtain 6 ft. of
separation between anchors, or where an obstruction does not allow separate communication
system anchoring.
3) Agreed to by both parties in the design stage.
4) Existing anchoring is capable of withstanding all attachments.
5) Payment is received for initial increased cost of anchoring.
6) Any future changes to facilities are approved in advance.
7) The communications system guy wire will be insulated according to NESC requirements.

13. APPENDIX

ADDITIONAL ALLIANT ENERGY REQUIREMENTS AND RESTRICTIONS

1. All installations shall conform to the National Electrical Code, the National Electrical Safety Code, Iowa, Illinois,
Minnesota and Wisconsin State Electrical codes for clearances and working space.

2. Alliant Energy will not allow customers power equipment on the following poles; transformer bank poles, capacitor
poles, riser poles, three phase switch poles, three phase corner poles or three phase tap poles, and ornamental lighting poles.

3. Metering facilities will not be allowed on Alliant Energy poles except where a prior joint use attachment agreement exists
between Alliant Energy and the party requesting the service.

4. Drawings AACZL.dgn and AASZL.dgn apply to customer or foreign owned and Alliant Energy owned communication
facilities located within or below communication space on Alliant Energy owned poles.

5. Drawings AASZH.dgn and AASZSL.dgn are for exclusive use by Alliant Energy for Alliant Energy owned
communication equipment located in the supply space on Alliant Energy owned poles.

6. Customer equipment shall be banded to Alliant Energy facilities. The use of bolts is prohibited.

7. Customers equipment may not be located in the climbing space.

8. Customers equipment may not occupy more than two adjacent quadrants.

9. Communication equipment shall not be mounted to lighting supports.

10. Dimensional Note 1 in the drawings refers to a bounded space within which all related communication facility apparatus
is mounted: including the communication device(s); antennae, disconnecting device(s), and all mounting hardware.
Clearance between antennae and disconnects must meet all applicable electrical codes.

11. Alliant Energy will require a Weather Proof Service Fused Disconnect.

12. Service Entrance Conduit will be non-metallic schedule 80. If metallic conduit is used, it shall be covered with a non-
metallic covering 40 above and 72 below any communication attachments.

13. Bonding shall be provided between all metallic power and communications apparatus.

14. Unit antennas must be facing downward to eliminate the possibility of injury to personnel working above the unit. The
other option is the use of flexible antennas.

15. The unit cannot prevent other communication companies from accessing their facilities.

16. The service entrance conductors must be #10 solid conductors.

17. A grounding grid separate from any ground that may be on the pole is required.

18. The weather head and Wi-Fi unit must be mounted on the same quadrant of the pole.

19. The unit may have to be relocated, at the owners expense, should the pole be needed for Alliant Energy business
purposes.
