TO: House Majority PAC, VA-10

FROM: Donna Victoria, Victoria Research & Consulting

This closely watched race in the suburbs of Washington DC features County Supervisor John Foust against hill
staffer/lobbyist/political consultant/delegate Barbara Comstock. Victoria Research & Consulting (VRC) has
conducted two polls for House Majority PAC in this district, and we are pleased to report that John Foust has
surged to close the gap between himself and Comstock, while her momentum has been at a standstill for the last
6 weeks.

The initial trial heat in this district is now essentially tied: 39% for John Foust, 41% for Barbara Comstock,
and 16% undecided (3 minor party candidates garner 4-5%). While this lead is just barely within the margin
of error, everything in this poll indicates that as voters become acquainted with Barbara Comstock, they
dont like what they see.

We have seen a sizable spike in Comstocks negative feeling thermometer rating over just the past 6
weeks she has gone from 22% overall unfavorability, to over 30%. A large portion of this spike can be
attributed to increased negative views of Comstock by women both young and old as a result of Comstocks
radical views on womens reproductive health issues.

We already know that our opponent and her allies will spend whatever it takes to try to push Barbara Comstock
across the finish line, and we will have to fight this campaign right down to the wire on November 4th. But thus
far, the more voters get to know about Barbara Comstock, the more they find to dislike.

This memorandum reports on the findings of a poll taken among registered, likely 2014 voters in the 10 Congressional District of Virginia
September 24-28, 2014. Four hundred interviews were conducted via hand-dialed, live interview calling. Eleven percent of the interviews
were conducted with respondents who were on mobile phones; however 31% of our sample reported that they are either cell only or use
their cell as their primary phone. The poll was designed to track the progress of the congressional campaign of John Foust in this open seat
race. All questions about this memo or its contents should be referred to Donna Victoria (donnaV@victoriaresearch.com).
