ZL VRTICE (ZL = Zona Leste = East Side)1

The ZL Vrtice project covers the territory of the city of So Paulo (Brazil)
bounded by the Aricanduva and Jac-Pssego avenues, and to the north,
by the Tiet River, at the height of Ecological Park. It is crossed by several
large-capacity transport systems: subway, highways and passenger trains,
besides the bus lanes.

The polygon is pivot axis with the Guarulhos airport, the south ring road
and the port of Santos (a coast city). This area of the East Zone goes
through intense processes of transformation, due to large investments in
infrastructure and public facilities. It is the place of emergence of new
production and urban arrangements and new social practices. But it also
presents river basins and floodplains affected by extractive activities and
occupations, improvised buildings, industrial exploitation, landfills and
waste disposal sites.

The project is currently promoting a survey of the territory, in partnership


with SESC2 and with the support of several public agencies of urban
planning and management. The aim is to detect the landscape dynamics,
ways of living and producing, mobility and communication resources,
community organizations and practices and critical urban processes. This
means the main situations of environmental, productive, social, cultural
and historical interest: a database of information that can be accessed by
mobile communication devices in the featured sites or from any other
terminal.
From these investigations, ZL Vrtice aims to deploy experimentation
worksites in the East Zone of So Paulo. The worksites will bring
together artists, architects, designers, engineers, scientists and public
managers with local communities to develop projects related to different
aspects of the region: critical landscapes, housing, mobility, productive
territory, recycling and public space.

That is to say, experimentations with new materials, manufacturing


processes, construction devices and social agencies that enhance
innovation and technological diffusion in peripheral areas of the
metropolis will be held. Each worksite will be an urban laboratory,
creating prototypes to serve as a paradigm for collective practices and
public policy.

Researches
ZL Vrtice will develop a mapping of the territory, in partnership with
SESC. The aim is to detect landscape dynamics, major infrastructure and
reurbanization projects, ways of living and producing, mobility and
communication resources, community organizations and practices, and
critical urban processes. It means: the main situations of environmental,
productive, social, cultural and historical interest. This material will be the
basis for developing an online tool, specifically designed for researchers
and communities to understand and interact with the processes occurring
in the region.

Urban and socioeconomic mapping

- Survey of urban, social and environmental dynamics of the region.


The territory and the forms of occupation, production processes,
implementation of infrastructure and reurbanization operations.
- Analysis and visualization of complex processes on a large scale.
Combining the different existing mappings on the region with new
information collected by the project team, in order to make
analyzes of the different phenomena covered.

Sociocultural mapping
- Mapping of organizations and cultural practices inserted in the
landscape and in urban dynamics of the region. Finding groups and
cultural phenomena in history, urban structure and the
transformation processes of the area.
- Keeping records of reports that make the communities: the
cartography that they draw themselves. Understanding the
sociocultural processes in urban and economic context in which
they occur, in order to identify their potential to contribute to the
development of the region.

ZL Vrtice Platform

The material will be made available on a digital platform, accessible by


computers and mobile devices - a tool specially developed to enable local
communities to disseminate productive and creative practices that occur
in the area, as well as to enable a greater participation in the
formulation of public policies. An instrument that will serve to strengthen
social, productive and cultural networks of the region.

How to see ZL (East Side)?

Three photographers, Arnaldo Pappalardo, Mauro Restiffe e Pio Figueiroa,


are doing essays on the East Side.
The vastness and complexity of large cities make problematic any attempt
to grasp it by observation, to portray it in pictures. The city today escapes
from individual experience. How is the photographer's confrontation with
the metropolis like today? Its a search for escape routes in a territory of
disordered densities and empty interstices.
This work is part of a larger project on public spaces in So Paulo, carried
out with the support of the Institute Tomie Ohtake.

Workshops

ZL Vrtice Workshops

Art workshops will be held in different districts of the region, made


possible by a ProAC (edital - public notice?) (Cultural Action Program of
Ministry of Culture). Ten invited artists, together with creators and local
residents, will develop photographic and video records with digital devices
for the internet.
Mappings will be made from the collection and reuse of discarded
materials. This will involve creators who work with different materials,
with extensive experience in conducting community and interactive
projects.

Worksites

Worksites
ZL Vrtice aims to deploy experimentation worksites in the East Zone of

Tiet Floodplain Worksite


The neighborhoods formed by the Tiet floodplain occupations constitute
an infrastructural urbanism, in which great works of drainage and water
containment occur simultaneously with the restructuring of the
settlements.
We propose to seize the realization of infrastructure works and the
installation of public spaces to promote the participation of different
specialists and community organizations in large-scale urbanization
processes.
