1988, when the parly decrded
to share power with the

After coming to power, it is
alleged that the Biharifaction
of the party, headed by
Saleem Shehzad, started
asserting its importance by
deputrng Bihari youth to key
positrons at the area level.
Soon after the break-up of the
alliance with the PPP,
however, the MOM, with the
help of its militant wing
headed by Aamer Khan and
Afaq Ahmed, launched a
campaign of destruction to

MOM started appearing
followrng the decisron to jorn
the lJl government. The final
biow to the faction came when
the party's central leadership
decided to change the name
of the organisation from
Mohalir to Mutahidda, This
was done not only to enler the
national political mainslream,
The party's militant wing
and a majority of the party's
lower cadre vociferously
opposed this idea, The militant
wing, whose iaison d'etre was
mohalir nationalism, appeared
to be lhe mosl affected. On a
number of occasrons. bolh
militant leaders reportedly
rnformed the party higher-ups
about the resentment brewing

Jamaat leaders alSO held a

lhe parly also blames for the
explo5rve situation.
Sources claim that highievel lalks became oossible

Federal Minister Malik Naeem

the Sindh government and the

ready lor any compromise,

Consequently, the Jamaat
currently finds itsell in one of
the most trying situations it
has laced since it entered into
the coalition with the Pakistan
Muslim League and the other
parties in the lJl,
For Nawaz Sharif, severing
links with the MQM is no easy
task. The mohalir ethnic grouP
still has a firm grrp on urban
polilics in Sindh, and the
Jamaat cannot possibly be
expected to provide an equally

eflective allernative.
However, any upheaval in
the lJl due to a Jamaat exit
would be a personal loss for
Nawaz Sharif. The Pakistan
Muslim League cannot give
the lJl the organisattonal
network which the Jamaat is
do efliciently delrverrng. The
prrmg minrster could also face
trouble in the Punlab rf the
Jarnaat decides to leave the
alliance.
Meanwhrle, the four-point
formula for a oossrble Jl-MOM
patch-up broughl from
lslamabad by Malrk Naeem is
not working. Both oarties are
strll issuing strong statements

against each other, and the

situation is still too tense for
colleges to be reopened.
Although additional Rangers
have been deployed, the
adminrstration expects moro
clashes if colleges are in
sessron.

Perhaps the only solution in

srght is to gel the aflected

groups
- the Jamaat, the
MOM, the IJT and the APMSO
to sit down together at tho
-negotiation
table and hammer
out an agreement acceptable
to all. Given the gravity of the
situation, it rg 6pyv up to the
prime mrnrster and Jam to
resolve the issue at both the
politrcal and student level. And
save Karachi from more

political killings.
