CLASP and the National Women’s Law Center are sponsoring The President's Budget
Proposal: Opportunities and Challenges for Early Childhood Programs, February 3:

• There is some good news about increases for the Child Care and Development Block
Grant and improvements to the Dependent Care Tax Credit as the White House
announced a new agenda for middle class families. It included proposals for a $1.6
billion increase in CCDBG and a nearly doubling of the Child and Dependent Care Tax
Credit for middle-income families (http://www.whitehouse.gov/the-press-
office/president-obama-and-vice-president-biden-preview-initiatives-middle-class-
families). More budget details for early childhood will be available with the
Administration's upcoming February 1st release of the full 2011 Budget. It will be
important to understand its implications for funding of state and local early childhood
programs, including Early Head Start and Head Start, the Child Care and
Development Block Grant, Title I of the Elementary and Secondary Education Act,
IDEA, Even Start, and other programs.
To find out the latest on the President's 2011 Budget Proposal and what it means for
early childhood programs, the National Women's Law Center and CLASP will be
hosting a free conference call on the details of the FY 2011 budget.

• The call will be moderated by Helen Blank of the National Women's Law Center and
Danielle Ewen of CLASP, and in addition to laying out an overview of the FY 2011
budget, will provide strategies for advocates at the state and national level and a
timeline of Congressional actions. The call will also highlight next steps for the Early
Learning Challenge Fund and the CCDBG Reauthorization and the impact of the
Budget process on both.
This discussion will focus on health care, early care and education, juvenile justice,
child welfare broader tax and budget initiatives that impact children and families.
The one-hour call will include the following topics and discussions:
• “How Big is the Picture?” – An Overview of the Budget
• “Where will the Money go?" – The Budget & Children’s Services
• “What Happens Next?” – The Budget Resolution, Congress, & Working
Together
Participants will receive Voices’ analysis of the budget proposal prior to the call.
