    The point system is as follows: Conflict of interest 1 point given if the town council general manager or secretary holds a position in the managing agent (I found this information mostly through LinkedIn) Disclosure 2 points given if the above conflict of interest is not disclosed Tender information 2 points given is there is no information on tender advertisements or results on the town council website 1 point given if the tender information archive is less than 5 years old 1 point given if the tender information is provided on another company's (ie the managing agent's) website Annual reports 2 points given if there is no annual report on the town council website 1 point given if there is an incomplete set of annual reports on the town council website (a full set means between FY 2011/2012 and FY 2014/2015, or for the last election year, FY04/05 to FY09/10).
