Agendum:
1. Driving forward the implementation of the two-year old SWM proposal in XU
community

Discussion Points:
1. SWM Initiative in Retrospect
Eduardo: Last year, AY 2009-2010, KKP and ERC took the liberty of continuing
the efforts for XU SWM, tracing the tracks from where the appointed
Committee for XU SWM left off in the previous year. This attempt produced a
road map, the XU SWM Vision 2020, ought to set a long-term direction for the
initiative. (Please refer to the set of documents distributed during the meeting,
06212010.) However, this effort did not progress as the whole intervention fell
short on the much-awaited result of the 1st phase of the plan, a University Policy
from the President’s Office mandating the implementation of the XU SWM.
Dexter: Two years ago [AY 2008-2009], a committee was convened to take on
the XU SWM initiative, as a directive from Father-President. The team was lead
by Ma’am Guadalupe “Guada” Calalang, who will share with us what happened
to the initiative at that time.
Guada: The committee did an intensive study on the garbage situation of the
campus and came up with a good proposal on SWM as asked for by Father [Fr
Pres. Villarin]. However, when the paper was presented to key decision makers,
together with the stakeholders of the project, they [decision makers] just could
not agree with the terms of the plan. They say it is too expensive. If my memory
serves me right, the whole package of implementing the project will cost about
half a million [pesos].

2. What can be done?


Guada: IEC was done even with the off-putting response of the University to the
project. I think it was KKP, CM, or the CSG, who did the initial campaign inside
the canteen just to pro-act the situation.
Ermin: Education campaigns on SWM proliferate all over the campus, organized
by students themselves, through their organizations. For one, we have the
Green Blood Project, which segregates plastic bottles and sells for a charitable
cause. What this project [SWM] needs for it to really take off is to have PPO
commit to providing the necessary infrastructure and work force requirements.
[On education] If people will see actions and systems being implemented, then
they will follow.
Ermin: The discussion on SWM implementation in XU is becoming lengthy. The
group wants to know whether PPO would support the project and provide for
the infrastructure requirements.
Ramil: Actually, PPO has already set aside a budget for the SWM infrastructure
installation. That account is now on hold as the office is waiting for the go signal
of the Committee on SWM. Last March, we agreed that we be provided with the
document stipulating the technical/dimensional requirements of the garbage
bins and casings for procurement or fabrication. Until now, the office still have
not received the document. (A document entitled, Integrated Solid Waste
Management Program: A Plan for Xavier University Main Campus, is passed to
Ramil.) Okay! This is good. The office will act on this immediately.
Guada: Everything is there.

Resolution Points:
1. PPO will procure and/or fabricate the necessary infrastructure requirements of the XU
SWM Program. It will be ready immediately, so long as the Central Processing Unit will
be prompt in processing the request. Peter Daniel Akut will take charge of updating and
finalizing the structural dimensions of the garbage bins and casings. This should be
available by the 2nd week of July.
2. Green Blood Project of the KKP-SVC will donate its garbage bins for plastic bottles as
soon as the SWM Program is operational. Until then, the Green Blood project will
continue to operate.
3. The CSG promises to pitch in help in the Information and Education Campaign aspect of
the program and whatever extent the organization may be found constructive.
4. All those in attendance, accordingly representing their offices, will serve as the think-
tank committee of the SWM Program with ERC as the lead unit.
