High-speed Broadband internet is a silver-bullet solution to many problems America

faces today. America is 15th in high-speed internet subscription, and 28th in average
connection speed. While Asia and Europe out-pace us in telecommunications investment,
Americans pay higher prices for slower speeds. Our communications system is broken,
and minorities, rural communities, and kids nationwide pay the price. How have we
fallen so far behind?

One barrier to investment in broadband infrastructure is regulation. The only way


companies will invest in infrastructure is if they can manage the networks they build. The
Courts have ruled that the Federal Communications Commission (FCC) does not have the
jurisdiction to regulate the Internet. Congressman XXX sent a letter to the FCC outlining
his concerns on the destabilizing effects that FCC rulemaking will have. I want to thank
him, and encourage him and Congress to quickly to pass targeted legislation that clarifies
the FCC authority over broadband.

America can no longer afford to be behind Europe and Asia on internet speed and
penetration. Jobs, small businesses, health care, education – excellence in all these arenas
depend on high speed broadband. Congressmen XXXX has taken the sensible, middle-
road on this issue, and should continue to work for Broadband access for all.
