Highlights of National Council meeting

It was replied by management that a case has been filed in the CAT Chennai bench. All
the points raised by Staff Side in this National Council meeting are also raised in the
case filed in the Chennai CAT. Hence, management said the matter was sub-judice and
could not be discussed in the National Council.

The Staff Side vehemently argued that there should not be any reduction in emoluments
in the case of employees appointed on or after 01.01.2007. The Staff Side demanded
that they should be also given 30% fitment to solve this problem. However, no meeting
point is reached. It was agreed that the issue would be separately discussed with the
management shortly. In case no settlement is reached, again the issue would be
discussed in the next National Council meeting.

Review of BSNL Medical Policy


Management side agreed to form a committee to discuss this issue again, to mitigate the
hardships of the employees. Management side also agreed to issue order for payment of
cash, under BSNLMRS, (without voucher) based on the revised pay scales.

Grant of 78.2% IDA instead of 68.8% w.e.f. 01.01.2007


It is informed by the management side that the matter is under consideration of the
BSNL Board.

Management side replied that they have already filed an appeal against the order of the
Principal CAT. However, management side informed that payment of Rs.2000/- per
month, under FR 35 will be considered.

discussion with the staff side.

BSNL management has already issued the order on 30.08.2010, as has been assured in
the meeting held with the United Forum, on 09.08.2010.

(a) Order granting option for pay fixation on the date of next increment, instead of
date of promotion, is already issued.
(b) Continuation of one increment granted in lieu of Grade-IV promotion, even after
23.03.2010, in the case of those officials who opt to continue in the OTBP / BCR
/ Grade-IV scheme, will be examined.
(c) Our demand that post based promotions like TM, TTA etc. given after 01.10.2000
should not be counted as first promotion under NEPP, will be examined.
(d) Our demand that restructuring and conversions given after 01.10.2000 should
not be treated as part of NEPP, will be examined.
(e) Our demand that the TTA pay scale upgradation w.e.f. 01.10.2000 (Rs.7100/-
scale) should not be treated as part of NEPP, will be examined.
(f) Our demand that TSMs who are regularized on or after 01.10.2000, and in
whose case presidential order has already been issued, should be treated as
BSNL absorbed employee, will be examined.

Staff Side demanded that if a Sr.TOA in the 7100 scale, opt for NEPP, then his/her pay
scale should be protected (i.e. their pay scale should not be down graded from 7100 to
6550). Management assured to look into this.

Management side informed that this issue is being examined by DoT and is likely to be
settled.

Based on our taking up this item in the national council, BSNL CO has already issued
order.

Management side replied that as per the existing orders, the below levels mark entries
are to be communicated to the official to enable him to represent. Staff side demanded
for retrospective effect for the order to cover all cases under NEPP and it was agreed.

After discussion management side accepted that non-executive employees who are
having professional qualification would be considered for this scheme.

After much discussion it was agreed that staff side would give a note to the management
which would be looked into.
