AMENDMENT XXVIIICongressional Compensation, Reduction of Conflict of Interest, and Protection of Constitutional GovernanceSection 1The compensation for the services of Senators and Representatives shall be limited to no more than twice the average US median income as calculated by the US Census Bureau. Each Senator and Representative shall have available for use during their term of office a residence compatible to the average UShousehold. All other necessary expense will be administered in compliance withrules used to administer such funds for all government employees. Health care and other benefits shall be equivalent to those available to all government employees; there shall be no privilege or benefit greater than that afforded the average citizen and available for the average government employee, nor a withholdingof any privilege normally held by the average citizen or received by the average government employee. Each Senator and Representative shall attend their duties exclusively and fully to the business of the people and shall hold full devotion to the needs of the people and the Republic.Section 2No Senator or Representative, during their term of office may accept any income other than their normal compensation, exclusive of that available through their management of personal funds in existence prior to their official declaration of intent to run for office. No Senator or Representative shall accept as income any deferred funds or compensation to be held for them until their terms have ended from any source other than those available from their management of personal funds in existence prior to their official declaration of intent to run for office. No Senator or Representative shall receive compensation after their term in office for any act or action occurring during their time in office. Holding office as a Senator or Representative is a privilege and an honor of the highest rank; no individual shall use their position of trust for individual profit or gain. Funds in excess of those expended to campaign for officeshall not be used as personal compensation during any term of office or after the term of any office has expired. Such funds may be returned to the donors orbe used to lessen the burden of National Deficit; all such funds being considered for the benefit and good of the Republic.Section 3Senators and Representatives after serving for the benefit of the people shall be further compensated by a grateful Republic and shall be eligible for a pension commensurate with the period of term served. Each Senator andRepresentative thus eligible for a pension shall receive no less yet no more than available through Social Security or the national standard used for retirement. Each Senator and Representative shall be eligible to receive these benefits under the same rules as their fellow citizens and will be eligible for all otherbenefits provided to the average citizen receiving no less yet no more than is provided to the average citizen.Section 4Each Senator or Representative receiving a pension through Social Security or the current national standard used for retirement pensions shallreceive no more than that which is due for the highest position held; at a calculated rate taking into consideration all positions held for those terms served,The result will reflect compensation balanced with service. All benefits otherthan those awarded for service to the government shall be treated under the samerules as for all retirements as administered for the average citizen. The privilege of service as a Citizen Legislator is in itself substantial reward.Section 5 The Supreme Court shall appoint an independent panel of three judges.This inferior court shall review citizens complaints of congressional misconduct or violations of law. If the findings of this panel are such that misconduct or violations of law are apparent the Panels recommendation shall be reviewedby the appropriate legislative committee.
