Community Meeting Notes

19th & Dolores Traffic Calming - Short Term


• Not opposed to a stop sign, but want to ensure that all
options are explored and see if this solution will work
first before moving to a stop sign. Stop sign is a drastic
measure.
• Traffic signal is around $350k. Only get funded to do 5-
6 traffic signals at a time.
• Evaluation 2-3 months for people to figure out change
before you can evaluate its success or failure and what
the next step is.
• There are a lot of requests for traffic calming, there are
limited funds, therefore must go after intersections that
are the worst.

19th & Dolores Streetscape - Long Term


• Have had 5 community meetings to look at the Mission
District as a new place for transportation options and
identify opportunities to create new public places.
Chosen about 30 spaces. Mission Streetscape is one of
them.
• Plan almost done. Project will be released to the
community at the end of September. There will be a
celebration at the Mission Community Market. More info
to come
• The plan has been cleared environmental review. If
project can get funded, then the project would move
forward immediately

• (side note: Spoke to Ilaria on 9/7 and the median along
Dolores Street is a historical landmark so it will have to
go through a historical review

Park Policy Enforcement


• opening remarks
o By Bevan: Captain Corrales is celebrating his 41
year anniversary
o Serious stabbing brought a lot of attention to the
park, a very safe park – very unusual
o At the same time, the station was getting calls
from “quite a number of residents from around the
park” drinking, urination, defecation, pot smoking,
noise were getting out of control
o They increased police presence in the park. Tried
to not be heavy handed. Honda units are very
effective in the park – high visibility
o For the month of August, as of the 29th, the Honda
unit made no arrests and wrote 28 citations, of the
29, 19 were for alcohol and 9 for smoking
o Sign was put up to remind people of curfew, to
force people to modify their conduct. Also included
no smoking and drinking – supposed to be
educational
o If no complaints on “quality of life” issues, then
those officers were be dealing with other issues.
o Office driving by ruins the ambiance.
o Open to hear suggestions and criticisms.
o His priority at mission station is parks and
playgrounds. A family should be able to go to the
park and have a nice day with your family.
Paramount importance. Low cost for families
o Willing to walk that fine line between those that
think we (the police) haven’t done enough and
those that think we’ve done too much.

o Doesn’t have enough resources to enforce the
rules.
o Put up signs to educate community about rules
o Help us keep it clean.
o Hondas are a good thing in the park, may be off
balance
• Comments/Questions/Responses
o The enforcement of the no drinking and smoking
rules is not a reaction to the stabbing at 1:30 AM.
It’s coincidence. Same time that they were getting
emails on the subject.
o The increased police presence is in direct response
to “quality of life” complaints the city received.
o Litter, public urination, defecation, cigarettes are
issues that neighbors are having. When noise if
vibrating walls, it’s an issue for a lot of residents
o Park closing time needs enforcement, but how it is
enforced is equally important – without bright
lights, bullhorns.
o Police response to resident noise complaints don’t
always get fast attention
o Citations can only be given to someone publically
urinating and defecating if it is witnessed by a
police officer.
o Bevan is engaged in reforming the infraction
process. More info to come from his office and SF
Chronicle. Most people know to not pay ticket but
to protest and ticket is thrown out or reduced
o Don’t interact with people that are breaking the
law. Let the police deal with it.
o Some of the problems with poor behavior may
come from outside of San Francisco. Make it clear
that this is an effort we are trying to make and
o Some would prefer police would patrol down
Dolores Street and catch people in the act vs in
the park. Police currently patrol Dolores street in a
car. Won’t get out of car to patrol park perimeter.
Current shift is 10 hours, police are required
during each shift to walk the park for 15 minutes.

Also have 6 park cars that are exclusively parks
and playgrounds. Have plainclothes officers
dealing with pot dealing in the park. Also have
Hondas that shifts mostly end at 5:00. Some work
at night but during Giants game drawn there.
o Asked for mounted units but decided not to use
because off leash dogs
o Unpermitted amplified sound is out of control.
Responses from residents are not being address in
a timely manner.
o Number of major events have been reduced.
Process and selection has been reformed in order
to find balance
o Portapotties are available and paid for by RPD on
non-event weekends.
