Alexandria, Louisiana- "I do not know all of the issues at the AHA. The AHA is
a political subdivision of the State of Louisiana, and is therefore a creature o
f the state. It is not a city agency. Nonetheless, by law, I have several appo
intments to it. I was informed by its executive director these appointments wer
e lapsed, and those serving by operation of law in the seats may not be regularl
y attending. I cannot verify any of that as of now except that of looking at th
e appointment expirations as provided by the executive director," said Mayor Jac
ques Roy today regarding the Alexandria Housing Authority.
"My office simply made three appointments," said the Mayor. "And, we have 'hear
d' many rumors about operations."
The office of the Mayor informs the public he has asked-and will not demand-that
the three appointments he made as interim commissioners keep several aims in mi
nd as they serve. These aims are subject to the ebb and flow of information rec
eived and acted upon by the commissioners. The Mayor believes the aims of an in
terim board contingent are to "cause the least intrusion on Alexandria Housing A
uthority operations as possible, consistent with good corporate governance."
The Mayor cautioned, "I think the footprint left should be minimal, and, with th
at in mind, the following operating parameters have been requested by me for the
interim members to respect what is currently in place":
1) Abstention from interference and judgments pertaining to current consulting a
nd contractual relationships. To the Mayor, this overarching principle should v
ary only as it pertains to corporate governance, not what interim members may th
ink simply a better choice. "I do not think temporary board members should, pri
or to completion of items 3 and 4, substitute their judgment for that of the exi
sting institutional choices-absent exigent circumstances clearly articulated and
indicated by the preliminary findings." Employment decisions are a function of
the executive director unless that province is clearly called into question.
If individuals have information about wrongdoing, they should come forward or go
to the authorities. La.R.S. 23:967 and Title 42 protect employees from reprisa
l.
2) Abstention from political choices or undue attention to issues outside of the
limited scope of an interim mission is what the Mayor hopes is accomplished.
The Mayor also thinks the board should:
3) Conduct a two-part performance audit: (i) an immediate determination of opera
tional consistency (with express preliminary findings), leading into (ii) a long
er-term performance audit with appropriate milestone recommendations for a civil
ian board assuming regular oversight duties.
"I would then accept resignations from the interim members if they wish and appo
int a traditional board of proper community people."
4) Conduct a financial audit.
5) Adhere to all schedules, goals and necessary and proper action to complete on
going projects particularly Legacy Heights.
