BSNL employees were paid bonus every year in October, before the holidays start. But the
management is refusing to pay bonus for this year ie. 2009-2010, stating that there is loss this
year and hence no bonus. Since its inception, despite much profit and increase in productivity,
employees were paid only minimum bonus. It is true, that this year there is loss to the extent of
Rs. 1800 crore, but this is mainly due to payment of wage arrears for three years for the
employees since 2007 and also due to the refund of loan to government etc. In fact, the
productivity of employees has increased which has been mentioned in CAG report and the
MOU rating for BSNL is also good. As such, there is full justification for payment of bonus as
usual.
Further, it to be noted that loss has been incurred for the first time in 2009-2010, not because
of the workers, but mainly due to political interference, the anti-PSU policy of the government
and the cancellation of the tender for mobile equipments both in 200- 2007 and in 2010,
creating serious capacity crunch for BSNL. Further, BSNL has been forced by the Government to
pay Rs. 18,500 crore towards 3G and BWA Spectrum, without even giving a chance to it to
participate in the tender process as has been given to the private operators.
BSNL is a right, earned through sustained struggles. BSNL employees were earlier government
employees, and bonus has been paid as deferred wage, without any connection with the profit.
This right can not be taken away from the BSNL employees.
Protesting against the negative attitude of the BSNL management and demanding immediate
payment of bonus, the General Secretaries of the executive and non-executive unions will
observe one day hunger strike on 15th October 2010 in front of the BSNL Corporate office in
New Delhi.
