I am in regular contact with DRT on their interactions with Del Rio (and even Eagle Pass). I knew they
were meeting with the mayor but didn't get into the weeds of this specific alignment issue.

Please note, there have been other articles where the Del Rio mayor is highly critical of S1/DHS.
While he supports the cooperation with Sector (as expressed in the local press), he has been quoted in
the major TX papers as saying he doesn't trust DHS.

Thank you very much for forwarding the information.

The paragraph at the end is phenomenal for CBP, and is the kind of information we would want to
share far and wide.

However, I am not familiar with the specifics of this, and so I have a few questions.

1. Is this a change in segment M-1 from what was released in the Draft EA? If so, will the Final
OBP005855

EA reflect the change?

2. Who was involved in the decision to modify the alignment?
3. What was the level the decision was briefed up to?
4. Were SBI TI / OBP / David Pagan aware that the Sector was meeting with the City Council in
advance?
5. Were we asking permission of Del Rio to change this alignment?

If possible, I’d like to obtain an AAR so that we can update our outreach spreadsheet.

Gents,

Not all news is bad. We had to make a modification of our alignment on the M-1 segment so that it met up with
the POE. To do so I had to get concurrence from the Del Rio City Council. The City Council approved
unanimously. The subsequent article in the newspaper was overall positive. My favorite paragraph is the one near
the end where the Mayor comments that we are working well together despite what has been reported in the news.

A modification to a new border fence planned near the Del Rio International Bridge was okayed by city council
members Tuesday night.

Members of the Del Rio City Council unanimously approved the change requested by Border Patrol officials
following a short presentation during Tuesday night’s council meeting.

Assistant Chief Patrol Agent Alan L. Langford of the U.S. Border Patrol Del Rio Sector Tuesday night told the
council, “This is not an extension; it’s more of a re-alignment.”

Langford and Ron Rowland, also of the Border Patrol, were listed on the “Visitors” section of Tuesday night’s
council meeting, to discuss “extension of border fence project.”

Langford reminded the council that the Border Patrol had come before the council in June 2007, offering to clean
the overgrowth of carrizo river cane from an area near the Del Rio International Bridge and to subsequently
construct “an aesthetically-pleasing fence” in the area.

Langford told the city council Tuesday night that the Border Patrol has been forced to change its plans for
placement of the fence because of floodplain issues.

“Because of the floodplain, we won’t be able to build the fence where we intended,” Langford said.

He also noted that modifications to the planned fence had to be made to accommodate the city’s plans for moving
its toll plaza north.

The toll plaza will be moved because of the construction of a new Del Rio Port of Entry facility by Customs and
Border Protection.

Langford said the requested additional fence segment is 0.18 miles long and will be placed in an area just west of
the existing city toll plaza and extend north to the toll plaza’s new location.

Mayor Efrain Valdez asked for a motion to approve the Border Patrol request.

Councilwoman Pat Cole made the motion and Councilwoman Tina Martinez gave the second.

Valdez jokingly noted that the city of Del Rio and the Border Patrol are working in harmony on the portion of
border fencing on the city’s property, despite “bad media” that border fencing is getting elsewhere.

Filemon Ortiz Jr. asked if the new segment of the fence would force the closure of Frontera Lane west of the
existing toll plaza.

Valdez said the city had previous plans to close the road when the toll plaza moves north.
