EXECUTIVE SUMMARY
The Attitude & Awareness Study (A&A) is the agency’s annual telephone study conducted to track
public mood, regional approval of the agency’s overall job performance, approval for existing services
and new projects, and changes in ridership and customer profiles. The study was conducted
November 5, 2009 through January 6, 2010 among a representative sample of 1,022 adults in TriMet’s
service district, 16 years of age and older.

Section 1 Highlights: Public Mood (Right Direction/Wrong Track)

Respondents to the 2009 A&A were far more likely to say that things in the Portland area are going in
the right direction (62%) rather than off on the wrong track (26%).

Section 2 Highlights: Major Problem Facing the Area (Unaided, First Mentions)

Study respondents were asked to name the major problem facing the Portland Metropolitan Area. As
before, in 2009 the most common themes to emerge from this open-ended question were related to
transportation, and to a lesser extent, the economy/jobs, growth, and crime.

Section 3 Highlights: Ridership
Ridership Categories: All respondents were read a series of descriptive statements and asked to
select the one that most closely describes their TriMet ridership.
• Frequent Rider: I ride TriMet almost every day (8%)
• Regular Rider: I ride TriMet several times a week (7%)
• Occasional Rider: I ride TriMet a couple of times a month (29%)

Ridership Trends: The proportion of regional residents riding TriMet to any extent rose to 81% in
2009. This level of overall ridership compares to 78% in 2008 and 76% in 2007. The proportion of
those riding TriMet a couple of times a month or more (43%) recovered in 2009 after a drop to 37% in
2008.

Vehicle Choice: All riders were asked if they ride the bus only, MAX only, or a combination of bus +
MAX. Consistent with prior years, around half (51%) of all 2009 riders most frequently rode a
combination of bus + MAX, followed by MAX only (37%) and bus only (13%).

• MAX only riders: Generally speaking, MAX only riders are represented by a higher percentage of
Washington County residents, married people 1, and those with annual household incomes of
$100,000 or more. MAX only riders also have a higher percentage Choice riders 2, Infrequent
riders, recreational riders, and individuals who use a cell phone or landline equally.

• Bus only: Bus only riders are represented by a higher presence of Clackamas and Multnomah
county residents, people 45 years of age and over, Transit Dependent riders, those earning less
than $60,000 per year, people riding for work, and always/usually use a landline telephone.

• Combination bus + MAX riders: This category is represented by a higher percentage of Multnomah
County residents, 18-34 year olds, racial/ethnic minorities, and annual household incomes under
$40,000. This rider category also has a higher percentage of pass holders, and Transit Dependent
riders.

Trip Purpose: Respondents were read a list of trip purposes and asked to indicate which trips they
took on TriMet. They were then asked, of all the trips they took, which ones they took TriMet for most
often. Riders use the transit system for many different purposes, which often vary depending on the
frequency they ride. For example:

• Recreation trips: Those making recreation trips most often were represented by a higher
percentage of Infrequent and Occasional riders, Choice riders, residents from Clackamas and
Washington counties, those earning $40,000 or more per year, and MAX only riders.

• Work trips: Those making work trips most often were represented by a higher proportion of
Frequent, and Regular riders, residents from Multnomah County, bus only and bus + MAX riders,
25-34 years of age, and respondents who always/usually use a cell phone.

Transit Dependency: All riders were read descriptive statements and asked to select the statement that
most closely described the reason they ride transit when they do. Combining the responses produced
two categories of riders – Choice and Transit Dependent.

• Choice riders: Generally speaking, Choice riders are represented by a higher percentage of
Washington County residents, Infrequent riders, those 35 years of age and older, non-minority
individuals, those earning $40,000 or more per year and married respondents. They also tend to
ride MAX only, and always/usually use a cell phone, or, use both a cell phone and landline equally.

• Transit Dependent riders: These riders are represented by a higher percentage of Multnomah
County residents, Frequent riders, people under 35 years of age, those earning less than $40,000
annually, singles, and members of one of the minority communities. They also tend to ride the bus
only or a combination of bus + MAX, and always/usually use a landline telephone.

Overall Job Performance: People in the TriMet service district gave the agency strong marks for
overall job performance, with 76% saying they approved of the job TriMet is doing. Highest approval
scores come from Frequent + Regular riders (83%). Approval ratings by ridership are as follows:

Overall Bus System Approval: People in the TriMet service district gave the bus system high marks,
with 71% saying they approved of the bus system.

Study respondents were asked why they approved or disapproved of the TriMet bus system.
• Positive comments (42%) primarily focused on convenience, timeliness/reliability, gets me where I
need to go, and never had any problems.

• Negative comments (39%) primarily focused on service issues especially the need to go more
places, schedule problems, service cuts, no close bus stops, and slow.

Overall MAX System Approval: People in the TriMet service district gave the MAX system high
marks, with 81% saying they approved of the MAX system. Virtually all (94%) of the Frequent +
Regular riders approved of the MAX system.

Study respondents were asked why they approved or disapproved of the TriMet MAX system.
• Positive comments (56%) primarily focused on MAX being better than buses, timeliness, reliability,
gets cars off the road, faster than driving, and convenient.
• Negative comments (34%) primarily focused on the need to go more places, need to expand the
light rail system, unsafe/lack of security, expense, and not enough people ride.

Security Efforts Approvals (2007 – 2009)


Study participants were asked to rate the agency’s efforts to address security at bus stops, MAX
stations, and onboard MAX trains. Generally speaking the overall approval scores at bus stops and
MAX stations are on par for the last three years – around half of the respondents approved of the
security efforts at those locations.

As of 2009, overall approval for TriMet security efforts onboard MAX trains slipped to 50% from the
55% level achieved in 2007 and 2008.

The greatest approval for agency efforts in each of these areas comes from riders.

Study respondents were asked why they approved or disapproved of agency’s efforts to address
security at various locations.

• Positive comments primarily focused on the fact that people have noticed added security measures,
improvements in security/safety, TriMet is doing “the best they can,” people have not experienced
any problems/issues, people always feel safe, and they have not heard anything negative.

• Negative comments primarily focused on the lack of security personnel/equipment, personal safety
issues, undesirable people, TriMet is not doing enough to address problems, and too much violence
at stops and stations.

Section 5 Highlights: Impact of Personal Safety Concerns on MAX Ridership


All A&A respondents were asked if personal safety concerns had ever prevented them from riding MAX
trains. As in prior years, most (78%) respondents in 2009 A&A have not let concerns for personal
safety keep them from riding MAX.

As before, those most likely to avoid MAX ridership due to personal safety concerns were non-riders,
women, and MAX only riders.

• Reasons for avoiding MAX ridership: Reasons given were consistent across sub-groups and
echoed themes heard in prior years, mainly:
o Don’t like riding after dark
o Unsafe/crime/scary people
o Don’t like people who ride
o Too much violence at the stations
o Lack of security/police/cameras/guards
o Ride at night only if someone is with me
o Don’t like being approached/intimidated

Section 6 Highlights: Overall Satisfaction
All riders were asked to indicate how satisfied they were with their overall experience on TriMet. The
scale used to rate satisfaction was: very satisfied, somewhat satisfied, neither satisfied nor dissatisfied,
and somewhat dissatisfied or very dissatisfied. Consistent with prior years, the majority (83%) of riders
in 2009 were satisfied with their TriMet experience – either very (46%) or somewhat (38%).

Respondents were asked, on an open-end basis, why they said they were satisfied or dissatisfied with
their overall TriMet experience.
• Positive comments (60%) primarily focused on the lack of personal problems encountered, TriMet
gets them where they need to go, TriMet is on time/reliable, courteous operators, and overall
feelings of safety.

• Negative comments (31%) primarily focused on safety/crime concerns, undesirable passengers,


and service issues such as need for more frequency, timeliness, and too many stops/slow.

Section 7 Highlights: Fares

Fare Payment Method


All riders were asked how they usually pay their fares. Generally speaking, the more people ride
(Frequent + Regular riders) the more likely they are to use passes for their TriMet trips, while those who
ride less often (Occasional + Infrequent riders) tend to use cash or tickets purchased in advance.
Because they ride less often, Choice riders were significantly more likely to use cash/tickets than were
Transit Dependent respondents.

All riders were asked to rate the value of the transit service they received for the fare paid using a 3-
point scale 4: excellent, good, or poor. On this scale, most (88%) 2009 respondents rated the value
received for the fare paid either excellent (31%) or good (57%). Few (8%) rated the value received as
poor. Highest scores were received from Choice riders, MAX only riders, those earning over $40,000
annually, and those 35 years of age and older.

Section 8 Highlights: Project Awareness & Approval

Portland-Milwaukie Project
All respondents were read a description of the Portland-to-Milwaukie Light Rail project and asked if
they were aware of the project and if they approved of it. Over half (53%) of 2009 respondents were
aware of the project. 2009 approval (72%) for the project is down slightly from 2008 and 2007 levels
(78% and 75% respectively).

All respondents were read a description of the Westside Express Service (WES) project and asked if
they were aware of the project. As of 2009, 61% of regional respondents were aware of the WES
project – up 13 percentage points from 2007 levels (48%).

Future MAX Expansion
Respondents were read a description of the types of areas that the MAX light rail system could expand
into. They were then asked if, overall, they approved or disapproved of expanding the MAX light rail
system. Most (80%) respondents approved of expanding the MAX light rail system, either strongly
(59%) or somewhat (21%).

Strongest approvals for expanding the MAX light rail system were seen among Multnomah County
residents, riders, respondents under 18 years of age, singles, and female respondents.

Respondents were asked why they approve or disapprove of expanding the TriMet MAX light rail
system.
• Positive comments (62%) primarily focused on MAX reducing traffic, increasing opportunities for the
community and riders, reducing pollution, and liking the areas suggested for expansion.
• Negative comments (33%) primarily focused the need to expand to other areas, the expense/tax
payer concerns, the need for more security, and a general disapproval of the areas suggested for
expansion.

Transit Tracker by Telephone and Online: Awareness & Usage


All respondents were read a description of the Transit Tracker by Telephone and Online service and
asked a series of questions regarding their awareness and use of the service. Just over half (52%) of
all respondents were aware of the service. Of those aware (n=530), 62% have used it.

• Aware: Those most often aware of Transit Tracker were residents of Multnomah County, riders,
bus only riders and combination bus + MAX riders, those 18-54 years of age, and those who
always/usually use a cell phone.
• Use: Those most often using Transit Tracker were 18-34 years of age, always/usually use a cell
phone, Frequent riders, Transit Dependent riders, and pass holders.

month, another 25% use it a few times a month and 22% use it at least once a week.

Section 9 Highlights: Telephone Equipment

Telephone Equipment Used


One of the most frequent questions asked of telephone survey of research is “How do cell phone users
differ from people who use landline telephones?” To address this question, all 2009 A&A respondents
were asked what types of telephone equipment they use. The results show a near even combination
of three types of telphone users: 32% use both cell phones and landlines equally, 31% usually or
always use a cell phone , and 37% usually or always use a landline.

• Landlines: Those using landlines for some or all of their calls have a higher proportion of bus only
riders, Transit Dependent riders, people 45 years of age and older, Multnomah County residents,
and females.
• Cell Phones: Those using cell phones for some or all of their calls, have a higher proportion of
riders, people under 35 years of age, annual incomes between $60,000-$99,999, single
respondents, and males.

It is important to note that, while cell phone and landline users differed in terms of demographics and
rider behavior, there was little significant variation in evaluations of TriMet performance and products
based on telephone equipment used. These 2009 A&A findings are similar to results from a study
released by the Center for Disease Control (CDC) in 2006 5, which showed that:
Cell phone and landline users differed both demographically and in their behaviors. However,
politically speaking, their viewpoints were more alike than different.
A follow-up study from the CDC 6 (2008) indicated that the 2006 findings on respondent demographics
and behavioral profiles remained constant. The questionnaire for the 2008 study omitted the political
viewpoints question, but given the constant nature of the demographic and behavioral profiles, it is
logical to assume that 2008 “viewpoints” results are consistent with 2006 as well.

METHODOLOGY

From November 5, 2009 through January 6, 2010 a total of 1,022 landline telephone surveys were
conducted with residents in TriMet’s service district. The sample used in the telephone survey included
quotas for gender, age, and county based on population estimates from the 2006 to 2008 American
Community Survey.

Two types of sample were used for the landline telephone survey. The first type, random digit dialing
(RDD) sample was selected by obtaining telephone exchanges in each county. Random numbers were
then generated within each exchange and respondents were screened to confirm their county of
residence and zip code to ensure they live within the TriMet service district. This year the survey also
drew a sample at random from a list of households with Hispanic surnames. The purpose of using a
listed sample was to increase the number of Hispanic respondents interviewed. Altogether, 910
surveys were completed with respondents from the RDD sample and 112 with respondents from the
listed Hispanic sample. Of the Hispanic respondents, five percent of the interviews were conducted in
Spanish versus one percent in 2008.

Interviewers first asked to speak with the youngest male at least 16 years of age in the household. If
none were available, the interviewers asked to speak with the youngest female at least 16 years of age
in an attempt to ensure adequate representation by both gender and age. The data was weighted
slightly to reflect the age and gender of the population in each. Interviewers also asked respondents to
confirm their county of residence.

The margin of error for this study was +/- 3.1% at the 95% confidence level. Unless otherwise stated,
all significant differences cited in this report are at the 95% confidence level.

appropriate, comparisons are made to prior years or other subgroups within the current year. For more
detail by county and ridership category, please refer to the Appendix section of this report.

Section 1: Public Mood


All respondents were asked if things in the Portland Metropolitan Area are going in the right direction or
have gotten off on the wrong track. Comparatively speaking, the proportion of people saying that things
in the region were going in the right direction began trending upward in 2004 (46%) and peaked in 2008
(67%). As of 2009, the proportion of people saying in the right direction dropped 5 percentage points
(62%) – equal to that recorded in 2007.

2009 is back on par with 2007 (43% and 44% respectively).

Security Efforts Approvals
As part of the agency’s focus on security issues, A&A study participants were asked to rate their
approval of the agency’s efforts to address security at three locations: bus stops, MAX stations, and
onboard MAX trains. Across the three years, approve scores at bus stops and MAX stations are,
generally, on par. As of 2009, the approval score on MAX trains is down 5 percentage points.
Additionally, the proportion of respondents answering “Don’t Know” is up significantly for all three
venues.

One of the most frequent questions asked of telephone survey of research is “How do cell phone users
differ from people who use landline telephones?” To address this question, all 2009 A&A respondents
were asked what types of telephone equipment they use. Most (86%) study respondents use a
combination of cell phone and land lines, few (6%) rely on their cell phones alone, and 14% use a land

NOTE: While cell phone and landline users differed in terms of demographics and rider behavior, there
was little significant variation in evaluations of TriMet performance and products based on telephone
equipment used. These 2009 A&A findings are similar to results from a study released by the Center
for Disease Control (CDC) in 2006 10, which showed that:
Cell phone and landline users differed both demographically and in their behaviors. However,
politically speaking, their viewpoints were more alike than different.
The most recent release from the CDC 11 (2008) indicated that the 2006 findings on respondent
demographics and behavioral patterns remained constant. The questionnaire for the 2008 study
omitted the “political viewpoints” questions, but given the constant nature of the demographic and
behavioral profiles, it is logical to assume that the tendencies regarding similar political viewpoints
would remain consistent as well.
