• The estimate for the work was $3.3 million

• Scope of Work:  Auto/Office, Shop/Storage, ESU and Site Elements
• Total site requirement is 20 acres off Linden Avenue and Caven Point Road Extension
• The site concept is to avoid industrial presence along Linden Avenue to respect the 
Danforth Redevelopment District.
• CDs are 85% complete

Development of the Caven Point Road Extension was blocked by several obstacles
•MUA CSO system that is overloaded and spills out storm water during minor storm events.
•Protracted negotiations and coordination require with NJTA and Conrail and Tropicana
•Additional Site acquisition needed.

•Redesign the project site utilizing Linden Avenue for all vehicle access
•Consolidate everything on to 17 acres and use the 2 acres of Liberty Storage.

•Revision to overall site grading to accommodate addition of site elements

• Achieves the 2025 goal of 85% reduction in fossil fuel energy use.
•Solar power through 1.1 Megawatt Photo-Voltaic Panels
•Current DPW/JCIA energy cost is $534,000
•As designed energy cost for MSC is $155,000
•Results in Utility cost reduction of $379,000
•Project Cost premium is about 2% of construction cost which is paid for in energy
savings
•LEED premium costs are paid back in about 3 years from energy savings
2% of Const Cost is $1,160,000 / $379,000 = 3.06 years

Construction Manager

•Provides an extension to the City’s construction supervision team


•The project will be built in a 21 to 24 month period. On a per month basis an average of
$2.5Million of work will be put in place and approved
•The City will need a professional team of construction management to ensure the City
get’s what it is paying for.
•This project is larger than any recent project and in-house staff is required to cover existing
project administration.
•City interviewed 3 top rated Construction Managers.
•The City’s has selected Epic Management as the top rated proposer to provide
Construction Management Services

•Investigations/delineation of site confirm cost effective remedial
alternatives
•Contaminants primarily “historic fill”, minor Chromium
•Remedy consists of Capping and Chromium excavation
•Remedial Design approved by LSRP

•Investigations support environmental reserve of $1,423,250
•Environmental Reserve subject to Cost Recovery Action
•Chromium costs reimbursed by settlement with PPG
•Chromium removal implemented in MSC Package 1

Property Acquisition Status
•Project site acquired by condemnation on November 16, 2009.
•Possession of project site (except for billboard and self-storage building) obtained on January 31,
2010.
•Relocation payment of $40,000 made to Sterling Capital LLC for large warehouse building on
July 21, 2010.
•90-day notice served on CBS Outdoor for its billboard on November 30, 2010. Rent invoices
issued.
•90-day notice for possession served on Liberty Storage LLC on November 30, 2010. Rent
invoices issued.
•Relocation of Liberty Storage’s self-storage business under negotiation – cost estimates exceed
$500,000.
•City’s contention of just compensation $19,167,000.
•Owner’s contention of just compensation $29,030,000.
•Commissioner’s award made on October 1, 2010 in amount of $20,709,679.
•Trial of just compensation case scheduled for June 21, 2011.
•Environmental reserve of $1,423,250 confirmed by order entered September 3, 2010.
