THE RECOVERY WILL BE GREEN

As oil increases in price and the world edges closer to a binding agreement on climate
change, one thing is certain – the drive towards alternative and clean sources of power
will define the 21st century.
Another certainty for the future is the role the evolving internet will play in reimagining
our economy and society.

Ireland needs to adapt to thrive. The country that recognises that the growth and trading
opportunities will come from green and digital technologies will be the country with
sustainable economic growth. Both are high-tech and low-carbon making them the ideal
sectors for Ireland’s new economy.

The new world order will involve a competitive race between East and West for jobs in
digital and clean technology. Ireland, ideally located between East and West, has a
comparative advantage in renewable resources and a young educated population adept
and comfortable with new technologies. Years of investment in R&D is now beginning to
bear fruit as our universities commercialise their innovations. The Green Party had
identified the global trends and Ireland’s opportunity therein upon entering Government
and began the implementation.

IN GOVERNMENT
Over the past 3 years in Government the Green Party led Ireland’s move towards
renewable energy and energy efficiency. Doubling the wind on our system, initiating a
national insulation programme, prioritising ocean energy and initiating smart meter and
electric vehicles programmes have transformed energy policy and brought thousands of
jobs.

On the digital front, 99% of the country now has access to broadband. Since entering
Government 1 million new people are broadband subscribers. Speeds have doubled and
costs reduced. Project Kelvin connected Ireland via subsea cables to the USA. The
Government invested in Irish technology to break the bottlenecks in the transfer of
internet data and overall we are 3 years ahead of EU targets.

THE FUTURE – PLAYING TO OUR STRENGTHS

Like any country, the productive base of our economy will be founded on our natural
resources. TK Whitaker’s first plan for Economic Expansion identified our climate and
our soil as providing excellent growing conditions and organised much of our economy
around that natural resource. What are today’s equivalents?

We have two great resources – our land and our people. Our land based natural
resources are renewable energy, our forests and our fields and our landscape. Our
human resources mean we have a competitive advantage in traded creative industries,
high-tech manufacturing and international financial services. We will play to our
strengths, selling to ourselves and the rest of the world what we do best. The Green
Party’s vision is to harness these resources in a co-ordinated national plan to stimulate
domestic demand and increase our international exports.

Playing to our strengths will kick-start the domestic economy and grow our export
capability generating the new jobs in our new sustainable economy. This is a carefully
directed stimulus; we direct investment where we know there will be the greatest rate of
return.

We have a proven track record having delivered of 20,000 jobs in the past 3 years in the
midst of a recession. There are green shoots and we can help them grow.

Implementing the Green Party’s economic vision would see employment of over 100,000
people over the next 10 years.

source. These can be found throughout the document. Where no verifiable figure could
be found, estimates were omitted. We use only direct jobs though most will have
significant downstream employment. Equally, where job estimates were higher from
other sources we used the lower.

We must never again return to the short-term speculative bubble that has caused so
much damage to our economy and our society – that has been the critical lesson of
the current economic crisis. We must now make a rapid and permanent transition to
a productive, sustainable economy.

Building the new economy needs to focus on two distinct tasks:


1. stimulating domestic demand in the sectors based on our indigenous
resources
2. growing international exports in the sectors based on our human resources

Tapping in to the wealth of Ireland’s natural resources is our best opportunity to


generate large-scale domestic employment and to kick-start the domestic economy
once again. Our natural resources are at the core of the three sectors that will be the
champions of our new domestic economy – Green Energy, Sustainable Food and
Green Tourism.

As an open, trading economy Ireland has long relied on exports to grow its economy.
We currently export €150 billion of goods each year and exports are one of the few
areas of the economy that are successfully weathering the recession. By focussing
on select industries where we have a competitive advantage, we can build on this
base and grow our trading capability in high-value, low-carbon products and services.
That competitive advantage presents itself most compellingly in 3 sectors – Traded
Creative Services, High-Tech Manufacturing and Financial Services.

1. Green Energy

In Government, the Green Party facilitated the creation of over 20,000 Green Sector
jobs through a range of policy initiatives. One of the most successful schemes
initiated by Eamon Ryan as Minister for Energy was Ireland’s first National Retrofit
Programme. €100 million has been invested in retrofitting some 50,000 houses a
year and 5,000 construction jobs have been created in the process.

The Green Party as part of the next Government wants to go further. By drawing an
additional €500 million from the National Pension Reserve Fund, we intend to scale
up the Retrofit Programme so that we double that figure to 100,000 premises
retrofitted every year. This will mean that 1 million of the 1.8 million homes in Ireland
will be insulated by 2020, making it the most innovative, ambitious, energy-related
initiative ever introduced in Ireland. 25,000 new jobs in construction and energy
service companies will be created under the Programme.

The Green Party has a vision for Ireland as a net exporter of clean renewable power
that will transform local, rural economies and create tens of thousands of sustainable,
local jobs. We have some of the best wind resources in the world and thanks to the
Greens we have already begun tapping into them. During our time in Government we
doubled the generation of electricity from wind power and put Ireland on track to
meet our 40% target by 2020. By meeting and exceeding that target, the Green Party
will create some 11,000 new jobl in the planning, construction and development of wind
farms around the country.1

SEAI have calculated that with the right ambition and policy framework the ocean
energy sector has the potential to generate €120 billion and 70,000 jobs between
now and 2050.2 The right policy framework has already been set out by Eamon
Ryan, who as Minister created a major new Ocean Energy Initiative. Should we be
returned to office, we will ramp up that initiative and go after and secure those 70,000
new jobs.

All of this natural power requires a state-of-the-art transmission, distribution and


storage network. Whilst Minister, Eamon Ryan started a €30 billion investment by our
semi-state companies by 2025 in smart grid, smart meters, renewable energy and
energy efficiency by our State energy utilities. Underpinning the national
infrastructure plan is Ireland’s participation in the North Seas Offshore Grid Plan,
which was championed in Europe by Eamon Ryan. The Greens will continue to work
with our EU partners to build a 2 Gigawatt interconnection network that will connect
our wind and marine resources to the UK and mainland Europe. The European
Supergrid presents us with a historic opportunity to tap into and export our natural
energy resources.

2. Sustainable Food & Forestry

Irish farming currently boasts an €8 billion export market based on the richness of our
land and the talent of our people. The sector employs around 110,000 both directly
and indirectly. Farming remains the lifeblood of our rural economy.

We can expand this sector by harnessing and growing our international reputation as
‘the Green Island’. By positioning ourselves as the home of premium quality produce,
we can in fact create more jobs and more value through lower intensity farming
methods.

As part of the next government the Green Party will ensure that organic agriculture
accounts for 5% of our land. We will declare Ireland a GM-Free Zone and introduce a
voluntary GM-Free logo for use in all relevant product labelling and advertising,
thereby optimising Ireland’s competitive advantage as a GM-Free country.

We will introduce new public procurement guidelines that give greater weight to local
produce and we will promote a network of farmers' markets at Local Authority level to
encourage more direct selling from producers to consumers. These two initiatives will
boost both local demand and local employment.

Forestry
With the best tree-growing conditions in Europe, forestry in Ireland has the potential
to make a very significant contribution to local enterprise, local employment and
Ireland’s energy security. Although only in its infancy, the sector already generates
over 1% of GDP and employs over 16,000 people, mostly in rural areas. In
Government, the Green Party will plant 15,000 ha per annum, which will generate
almost 500 new jobs directly. Significant downstream employment will also be
created

In addition, we will also achieve the 2020 target for bioenergy production set out in
the SEAI Bioenergy Roadmap.3 This will create 8,000 new jobs in the forestry
industry, while at the same time avoiding in excess of 11 million tonnes of CO2 each
year.

3. Green Tourism

Tourism in Ireland is a €5 billion industry and helps support 119,000 jobs. While the
sector has undergone contraction over the past few years, the Green Party believes
tourism remains one of our most important sources of local employment and wealth
creation. We are committed to making it strong once more. Our unrivalled reputation
as the ‘Green Island of the thousand welcomes’ puts us in prime position to establish
Ireland as a world-leading Green holiday destination. Doing so will reinvigorate local
economies and stimulate job growth.

If returned to office, the Green Party will take a number of steps to kick-start the
industry. We will introduce a Green Star rating system for eco tourism in Ireland and
establish an Eco Tourism unit within Fáilte Ireland to coordinate, certify and promote
the Green Star initiative. In order to tap in to the growing market in activity holidays,

we will also introduce an All-Ireland Walkways Plan and develop former railway
infrastructure as recreational trails for walking and cycling.

4. Traded Creative Services

Despite a crushing recession, employment in ICT grew by 6% in 2009 so that over


73,000 people are currently employed in the sector. Our creative services hold huge
promise and potential for jobs and economic growth. Not only do we already have all
of the top digital companies based here, such as Google, Facebook, LinkedIn,
Paypal etc, but we have developed an ecosystem of nearly 700 indigenous
companies around them. This is only the beginning. Ireland has the opportunity to
establish itself as the digital trading hub of Europe. That will require two key
ingredients – high-speed broadband and human capital.

Significant progress has already been made in the availability and quality of
broadband. Since the Green Party entered Government, the number of broadband
connections has almost trebled and in the last two years speeds have doubled. The
National Broadband Scheme established by Eamon Ryan has extended coverage to
99% of the country.

Our aim is to achieve 100% coverage across the country so that no citizen is left
behind in the online revolution. We have already secured European funding to roll out
a Rural Broadband Scheme, which will deliver subsidised access to the last 1% of
unserved premises around the country. We will start rolling out this Scheme within
the first months of being returned to office. In addition, the Green Party will enshrine
broadband access as a universal right by 2012.

Next Generation Broadband Network is increasingly a critical piece of our enterprise


infrastructure. While private telecommunications companies have made significant
investment in NGN rollout, it is clear that this needs to be intensified and accelerated
if Ireland is to emerge as a global digital player. To achieve this, the Green Party will
adapt the regulatory regime to incentivise investment and encourage both
competition and collaboration. We will also undertake a major digitisation of
government and public services, using cloud computing to generate major savings.
This will be driven by the appointment of a Chief Information Officer and will see the
availability of all government services through the internet. This not only brings huge
efficiencies and savings for the Exchequer but also stimulates demand for digital
services, thereby enhancing the case for NGN investment. In addition, we will
introduce a new open access policy for public service data, which will create
innovative opportunities for the private sector.

The Green Party will equip Ireland with the world’s first ultra-fast, laser network.
Having already set up the Exemplar Network Test Bed in City West, we will expand
this firstly into a metropolitan ring around Dublin that will service our universities,
businesses and Government services. Using the HEA network we will then develop
the Dublin ring into a national network putting Ireland at the cutting edge of
connectivity. It is estimated that 5,000 direct jobs and a further 5,000 indirect jobs
could be established over a 5 to10 year period as a result of the Exemplar Network.4

In parallel to a high-speed ubiquitous infrastructure, we need to foster the creative
talent that can manipulate, commodify and trade the bits and bytes that run over it.
Enhancing digital skills and getting Irish businesses online is at the heart of
developing a digital economy. The Digital Hub, under Eamon Ryan’s watch, has
already launched its highly successful WebActivate programme, which provides
training for young unemployed people to assist small businesses to go digital. The
Green Party intends to turn Web Activate into a national programme. Over the next 5
years in Government, we will provide €70 million for the training of some 20,000
unemployed people who will then work with 100,000 businesses to make their
products and services available online.5 Not only will this have a very significant
effect on unemployment but it also helps our local businesses make the transition to
the new digital era.

Ireland has shown itself to be rich in music, story-telling and the creative arts that are
the lifeblood of the new digital economy. Our international reputation in gaming,
animation and education software is already established. The Green Party is fully
committed to establishing the International Content Services Centre in Dublin.
Modelled on the IFSC, the centre will provide a global hub for the trading,
commodifying and storing of digital content. The ICSC could create up to 10,000 new
jobs and establish Ireland as the Digital Island of Europe.6

Just as content will be the lifeblood of the ISCS, so it is the driver behind the move to
cloud computing and data centres. Cloud computing is Internet-based computing,
whereby shared resources, software and data are provided to computers and other
devices on-demand. This allows for huge efficiencies in both energy consumption
and cost and is driving the next generation of digital services. It is crucial that Ireland
is at the forefront of this development. The Greens in Government will put in place
the right fiscal and regulatory conditions to ensure that Ireland emerges as the
European capital of cloud computing. Goodbody Economic Consultants estimate

that, by seizing this opportunity, we have the potential to generate €9.5 billion and
8,600 jobs by 2014. Equally, they foresee that the efficiencies gained by the
transition to cloud computing will result in the creation of an additional 2,000 new
non-ICT SMEs employing7 11,000 people and overall savings of €0.5 billion each
year for Irish businesses. In addition, we will ensure that all public and government
services are transferred to a cloud-based system. Not only will this allow for huge
savings in servers and devices but will revolutionise how Government does its
business and delivers its services.

Data centres are one of the key components of this new cloud computing landscape.
Given the very high energy consumption of data centres, there is a major global
market emerging in the greening of data centres. Ireland is ideally positioned to
become a world leader in this area – we have a cool climate, a growing availability of
cheap renewably energy as well as an existing base of some of the world’s most
efficient centres. The Greens in Government will leverage these advantages to
establish a national green standard for data centres and attract more and more FDI
into this area. Over 10,000 high-value jobs will be created.8

5. High Tech Manufacturing

High Tech Manufacturing in chemicals, pharma and medical devices account for
nearly half of Ireland’s €150 billion annual export performance. Having grown at an
annual rate of 13.2% in the third quarter of 2010, it is clear that export-intensive
sectors remain a critical component of our economy.

These companies are a combination of world leading international players attracted


to Ireland - for example 8 of the top 10 pharma companies are here - and indigenous
Irish businesses often led by former Irish employees of MNCs. We continue to attract
a disproportionate share of top quality foreign direct investment (FDI) into these
sectors. IDA secured 126 investments in 2010 and IDA Ireland companies created
10,897 new jobs in 2010. The Green Party believes that with increased
competitiveness we can double that figure this year, and can create the 100,000 new
jobs targeted by the IDA over the next four years.9 The recommitment of $500 by
Intel last month to refurbish its existing laboratory facilities is just the beginning.

Our strength in research and development remains one of the key attraction points
for foreign companies. Investment in science, research, development and innovation
came to over €500 million in 2010 and real momentum has developed behind the
goal of making Ireland a Global Innovation Hub. If returned to office, the Green Party
will build on that momentum and ensure 3% of GDP is invested in R&D. We will
increase the funding to Science Foundation Ireland to protect and grow the research
base in our three priority areas.

Indigenous Irish companies are the other key part of our high-tech manufacturing
base. We must consolidate and grow this base. Enterprise Ireland client companies
are responsible for over 250,000 jobs and spend an estimated €19 billion per annum
in the Irish economy. They have estimated that some 60,000 additional new jobs

can be generated by Irish companies by 2015.10 The Green Party in Government will
ensure that this target is exceeded. We will achieve that by reforming Enterprise
Ireland’s assessment and grant system so that a much greater emphasis is placed
on commercialisation and job creation. In addition, we will abolish Forfas as a
separate entity and reincorporate its policy expertise into the Department of
Enterprise, Trade and Innovation. Its €60 million budget will then be redirected
towards increasing the size and number of industrial and enterprise grants. We will
also build on recent reforms of the Business Expansion Scheme (BES Scheme), by
broadening the type of company that can benefit. A proper functioning BES Scheme
will lead to a boom in jobs.

6. International Financial Services

In spite of the unprecedented crisis in our retail and commercial banks, the
International Financial Services is one of the real success stories of the Celtic Tiger.
The IFSC continues to employ 25,000 people in well paid jobs and exports €15
billion. Ireland has become a world leader in certain sectors of fund administration,
custodial services, insurance and leasing.

The Green Party believes that green financial services will be the next generation of
Financial Services. If returned to office, we will establish and grow the “The Green
IFSC”, which we have championed in Government for the past two years. We will
create an international standard for voluntary carbon credits, which will give Dublin
the competitive advantage over other rival financial districts such as Toronto and
Singapore. By making Ireland the go-to capital for green financial services, fund
management, energy project finance and carbon management, we will create 7,000
new jobs by 2020 as well as protecting existing IFSC jobs.

Solar Print (80)

Solar Print is to open a new headquarters in Dublin to house its first high volume photovoltaic
manufacturing line, creating 80 jobs in the process. The 80 jobs will be in the fields of
chemistry, electrical engineering, physics and material sciences and also commercial and
financial roles.

Exemplar Network (110)

As part of the establishment of the Exemplar network test-bed, 50 research positions will be
created under the EU Framework Programme in UCC Tyndall; NUI Galway; UCD, DCU. The
remainder will be created by the following companies as they test and trial their products on
the network: EMC; Imagine; BT; IBM; Imagine; eNet; Firecomms; Opennet and
CeltixConnect;

PFH Technologies (80)

Following its recent acquisition of the Irish division of Siemens Enterprise Communications,
PFH will create eighty new roles across the group. The company specialises in energy
efficient data management and cloud computing services. The jobs will be created in Cork
and Dublin.

Home Energy Saving Scheme / Warmer Homes Scheme (5000)

According to SEAI there are 5000 full time equivalents working on Government grant aided
insulation schemes.

Enercon (30)

Enercon announced it will create 30 jobs in Tralee over the next two years, at its wind turbine
manufacture plant. The German company is to open a technical services operation in Tralee
Technology Park.

May 2010

Airtricity (200)

Airtricity, a green energy utilities company, announced its expansion into the domestic gas
market, creating 200 jobs in the process. The company said there will be 100 new full-time
jobs at its headquarters in Sandyford in Dublin, while the other 100 jobs will be outsourced.

Airtricity (75)

With its expansion into the Northern Irish market of its supply of electricity from renewables,
Airtricity will create 75 jobs.

International Energy Research Centre (37)

United Technologies Corporation is to establish a unique energy and security research centre
in Ireland creating 37 new jobs over the next four years through a €15 million investment. The
investment is supported by the Irish Government through IDA Ireland.

Eirgrid (300)

EirGrid plans to create up to 300 jobs over the next five years as part of its strategy for
Ireland’s future electricity transmission network, to facilitate vastly increased amounts of
renewable energy on the grid. Approximately 10 per cent of the jobs will be directly created by
the transmissions operator with the remainder generated through sub-contracting work

Biotech Alternatives Ltd (80)

Biotech Alternatives (Green Energy) Ltd has announced it plans to set up a factory at Nenagh
in a joint venture with German company Biowert AG. Subject to planning permission, it
intends to establish a biorefinery and research & development facility to produce a range of
products from grass.

March 2010

IBM (200)

IBM announced the creation of up to 200 jobs in Dublin over the next three years at a new
research centre. The €66 million development in its Smarter Cities Technology Centre, will be
located at IBM's Mulhuddart site. The centre aims to design systems that will help cities
manage and connect transport links, communications infrastructure and water and energy
networks.

Ecocampus (42)

Ecocampus will be established in Headford, Co. Galway as an energy-efficient site for new
businesses, including green business. It is expected that up to 42 jobs will be created.
Planning permission has been granted.

February 2010

Foametix (40)

Foametix announced plans to expand their business and manufacture a new insulation
product in Portlaoise, creating 40 jobs in the process.

Bell Labs / Alcatel Lucent (70)

Bell Labs announced the expansion of its Dublin base, adding technology experts that will
enable them to support its contribution to the recently announced Green Touch Initiative – an
open consortium of academic and commercial research institutions from around the world
who are creating the technologies needed to reinvent communications networks and make
them 1000 times more energy efficient than they are today.

January 2010

Shamrock Renewable Fuels (140)


Shamrock Renewable Fuels Ltd is currently seeking planning permission for a renewable fuel
plant where willow and other wood is converted into carbon neutral fuels, including wood
briquettes and wood pellets creating 140 jobs.

Panda Waste (40)

Panda Waste's new €21 million plant at Beauparc, Navan will convert waste into high grade
compost and a coal substitute, while also producing electricity. The company announced that
this plant is expected to employ 40 people.

December 2009

Interxion (90)

Interxion, a European leader in carrier neutral data centres announced it is investing €12
million in a new data centre in Dublin. It will focus on energy efficient high power density co-
location infrastructure and will employ 90 people in the construction phase.

November 2009

Microsoft (35)

Microsoft Ireland has opened a new data centre in West Dublin, with the aim of creating 35
jobs. It is an energy efficient cloud computing data centre focusing on the Live, Cloud and
Azure platforms

October 2009

Bord Gáis Eireann (250)

BGE is investing €2.5 billion in six major projects including €1.2 billion in wind energy and
energy efficiency. Up to 250 jobs will be created.

Tonn Energy (82)

As part of its energy R&D and collaboration on the Wavebob project, Tonn Energy has
informed the Department that at least 82 jobs will be created over the next 3 years.

September 2009

OMC Engineering (150)

Having benefited from an Enterprise Ireland grant, OMC Engineering has been contracted to
develop and manufacture a new heat and power system that generates a clean alternative
source of energy while eliminating the necessity for landfill and other forms of organic waste.
The project is expected to yield up to 150 jobs in construction.

Arlo Group / Acorn Recycling (30)

Thurles Waste management company, Acorn Recycling Ltd has opened a €7 million
composting facility will create over 30 jobs and will “provide opportunities for local tradesmen,
farmers, transport businesses and logistics providers”.

Lumcloon Energy (550)


Lumcloon energy has applied to build a renewable energy plant in Ferbane, Co. Offaly.

Bord na Móna (300)

Bord na Mona has announced at the launch of its annual report that it is branching into the
areas of renewable and sustainable energy. The company said 300 jobs can be created in
green energy, resource recovery and environmental solutions.

InTune Technology (300)

InTune, with their energy efficient burst packet switching technology will lead the
Government’s plans to upgrade to smart networks. They will create 300 jobs in the process.

Airtricity (200)

With its entrance into the domestic electricity market, Airtricity has announced it will create
200 jobs.

O’Kane Plumbing (70)

O’Kane Plumbing and Electrics Limited is expanding its operations into the Republic of
Ireland and has announced that it will create 70 jobs in the process.

June 2009

Enersol (30)

Enersol, based in Duleek which provides energy efficiency advice to customers, has
announced plans to create 30 jobs in the next three years.

Energy Recovery (80)

The Energy Recovery Limerick plant will dispose of 200,000 tonnes of waste and the
company announced they would create 80 jobs in the process.

Powervation (150)

A University of Limerick spin-out company that is making semiconductors has the scope to
increase its headcount to 150 people, as it moves into markets such as consumer electronics.
Powervation has derived a new chip that has allowed manufacturers to achieve energy-
efficiency gains of up to 30pc.

GaleTech (1650)

GaleTech energy is investing €740 million in developing wind farms in the counties of the
midlands. Subject to permissions, it estimates that 1500 jobs could be created in construction
as well as 150 jobs in wind farm maintenance.

Nualight (60)
Nualight has been granted €5 million in the ESB Novus fund and plans to expand in its LED
lighting, creating 60 jobs.

Moffett Wind Power (100)

Moffett Wind Power was established in Co. Monaghan in June, to supply 10 kV wind turbines
to the domestic and small business market. They announced 100 jobs in production and
sales.

C&F Engineering (250)

In its expansion into wind energy, Galway-based industrial equipment company C&F
Manufacturing announced it would create 250 jobs in the manufacture of wind turbines in
Athenry. The expansion is part of a €20 million investment over a four year period.

Biospark (180)

Biospark, a venture between Imperative Energy and Sustainable Polymers Ltd announced the
creation of 180 jobs in Claremorris, Co. Mayo at its bio-processing research centre. It is part
of a €40 million investment.

Cronin Homes (44)

Cork-based Cronin Homes announced its expansion into retrofitting and energy efficiency,
creating 44 jobs in the process.

Kerry Die Products (50)

Kerry Biomass, a division of Kerry Die Products has announced plans to manufacture a new
wood-pellet machine, creating up to 50 new jobs in Fossa.

ESB (3700)

As part of its €22 billion investment in renewable and sustainable energy, the ESB announced
the creation of up to 3700 jobs. These jobs would be in areas such as electric vehicle
infrastructure, network upgrades, insulation and energy efficiency.

Energy Detective (40)

Energy Detective announced that 40 new full time positions would be created in energy
assessment in Mayo and nationwide through its parent company Energy Rating Assessors
Ireland.

March 2009

ABB (100)

ABB has been contracted in the construction of the East-West electricity interconnector, with
100 people employed in the construction phase. The interconnector will be fully constructed
by 2012.

Durkan Ecofix (150)


Dublin-based Durkan residential set up a new subsidiary, Durkan EcoFix specialising in
energy efficiency and retrofitting, creating 150 jobs in the process.

Danelle Recycling Ltd. (2)

Danelle Recycling Ltd already employs 9 people full time in Co. Carlow, and with the
assistance of Carlow Co. Enterprise Board, will expand its recycling business, employing at
least an extra 2 people.

Intel (134)

Intel is investing over €50 million in a major expansion at its Research and Development
facility in the Shannon Free Zone in Co. Clare, with the creation of up to 134 new jobs over
the next 4 years. It will involve the research on, and development of two new energy efficient
ICT products.

AMCS (50)

The environmental technology firm AMCS announced plans to create 50 new jobs in Limerick
in an expansion over two years. AMCS develops technology for the waste and recycling
sectors.

Pauwel’s Trafo International (70)

In a €12m for the expansion of its existing manufacturing facility into higher value products
and new markets, Pauwel’s Trafo (Cavan) announced the creation of 70 new jobs. The
company makes distribution and wind transformers for Western European markets.

Surface Power (15)

In a €20 million contract with Moritz, Tourmakeady based Surface Power solar announced the
creation of 10-15 jobs. Surface Power will supply Moritz with hot water solar collector panels
over a five year period.

Open Hydro (25)

As a result of a contract with Electricite de France, to build underwater tidal turbines in


Brittany, OpenHydro announced it would create 25 new jobs at its HQ in Dublin.

IBM (34)

In an investment of €30 million, IBM announced it would create 34 new jobs at a Green Data
Centre in its Technology Campus in Dublin. The Centre is designed using IBM Research
energy efficient green strategies and technology innovations.

Abtran (20)
In a €2 million contract with Sustainable Energy Ireland to manage elements of the BER
scheme, Abtran announced the creation of 20 jobs at its headquarters in Bishopstown.

PowerPlan (60)

Powerplan, based in Waterford announced it would create 15 full time and 45 contract
positions in its expansion into the renewable energy market. Powerplan will focus on
supplying energy efficient district heating technologies.

IBM (21)

IBM’s initial Cloud Computing Centre, at the IBM Innovation Campus at Mulhuddart
employing 21 people, of which 9 will be focused on research in the area of cloud computing

Advanced Modular, based in Annacotty, Co. Limerick announced 25 new jobs in research and
development in the area of energy efficient power conversion technologies.
