CHURCH PLANTING AT SRI HARTAMAS (Attachment B)

1. Introduction

At the request of the Bishop, our parish has been identified as the church to task in planting an Anglican
church in the Sri Hartamas/Mont Kiara/Segambut area.

2. The Committee

A home fellowship group was started in Sri Hartamas by the Vicar and Deaconess Ruth in July 2008. The
Vicar informed that Deaconess Ruth will be in charge on the church planting with Mr Mak Wai Ming as the
Co-ordinator. The home fellowship group consists of 3 (4) families who meet once a fortnight for fellowship
and also to plan for the project.

3. The Target Ministry

The group had identified migrant workers and students ministries as the main objective. The Korean Church
is a joint-partner for synergic reasons of shared resources and economy of operating cost. The committee
have worked with Rev. Thomas Lee of an independent Korean church in this project. Meanwhile, for this
stop-gap period, the Korean group is temporarily using St Paul’s Church to start a Korean service before
moving in to a rented premises in Sri Hartamas

4. The Progress to-date

The committee has planned to rent two (2) office floors and sublet one unit to the Korean group, who pays
half the cost. The cost of furnishing and rental is estimated to be RM 100,000.00 for the year 2009. The
premises are ready for occupancy and the committee is seeking PCC’s approval for this project.

5. The Issues to review

The PCC’s decision was that our church is not spiritually prepared to move into a rented premises now and
the cost to be incurred is not justified for such a small group ( 3 families). The councillors suggested to use a
home or our present church initially, to enable the group to grow to suitable number before committing to
the rental. It also seeks to explore the possibility of sub-renting premises temporary from one of the existing
churches in the area. The PCC was also concerned that a core group of parishioners from St. Paul’s was not
included in the committee. In short, they have reservation that the implementation team to spearhead this
church planting project may be moving much too fast. Our church planting focus should not be distracted by
the urgent need of a place for worship by the Korean church entity led by Mr Thomas Lee.

6. The Revised Strategy

It is proposed that a revamped committee for the church planting should now include some senior core
members of St Paul’s. We suggest to include Mr Edward Cheah, Daniel Jesuthasan, Daniel Chai (youth) and
Sally Sinniah to be in the fold. A demographic survey is also to be conducted and analysed to see which area
and target ministry the need is, so that our effort is to complement the existing churches which are already
there and not to compete with them. A revised project paper is to be tabulated at the coming AGM to brief
all parishioners.

7. The Timeline proposal and Budget

The proposed timeline is to include regular update to be posted in the church bulletin on the progress of this
project and to include it as the weekly prayer item so that the whole parish will be caught with this vision,
not just a small group of concerned committee members. A reasonable budget will then be prepared for
PCC’s approval when the plan is adopted and how the funding is to be met.
