SCRIPT FOR CHAIR OF THE BOARD OF SELECTMEN
TO CONVENE EMERGENCY MEETING
‘As Chaif of the Town of Adams Board of Selectmen, I have called an emergency meeting
of the Board today because of allegations involving the disruption today of the operations and
administration of the Town by a member of the Board of Selectmen; alleged violations of
M.GL.c. 150E, the Commonwealth's collective bargaining act by a member of the Board of
Selectmen; and the alleged unlawful release of confidential information by a member of the
Board of Selectmen. Because these matters have to be addressed immediately in order to prevent
further potential liability to the Town of Adams, I hereby convene this meeting pursuant to the
emergency agenda posted earlier this afternoon and the authority vested in me as Chairman of
the Board of Selectmen.
Inow request that the Town Administrator distribute the memorandum prepared by the
Director of the Council on Aging to each member of the Board of Selectmen for their review and
consideration.

WHEREAS, the Board has determined that Member Paula Melville interfered with the
‘Town's administration by inappropriately discussing Town business with Town Department
Heads and Town employees on Town Department premises during business hours;
WHEREAS, it has been moved that the Board of Selectmen order Ms. Melville to not
enter upon Town Department premises without the express prior permission of the Town
Administrator;
NOW THEREFORE, the Board of Selectmen of the Town of Adams votes by roll call
vote to order Ms, Melville to not enter upon Town Department premises without the express
prior permission of the Town Administrator.

WHEREAS, it has been moved that the Board of Selectmen vote to refer Ms. Melville’s
unauthorized release of confidential information in her possession in violation of M.G.L. c.
268A, § 23(c)(2) and M.G.L. c. 150E to the State Ethics Commission for review;
NOW THEREFORE, the Board of Selectmen of the Town of Adams votes by roll call

statements made by Ms. Melville to any members of the Clerical bargeining unit (Local #204)
represented by AFSCME, Council 93, AFL-CIO outside the presence of an AFSCME
representative that could be viewed as constituting direct or self-dealing (or at least the
appearance of direct or self-dealing) in violation of M.G.L. c. 150E; and
WHEREAS, pursuant to the Town's Charter, the Town Administrator is the Town's
collective bargaining agent;
NOW THEREFORE, the Board of Selectmen of the Town of Adams votes by roll call
