CONSTRUCTION POWER
1 GENERAL
1.1 Construction Power
To meet the construction power requirement of the project,the bidder shall construct
33 KV/11 KV substation, supplying power to 11 KV ring main system the
construction power network through 11 KV ring main system with 11kV/415 V
substation & LT Kiosks.
BHEL will supply two 33KV/11 KV Oil Filled Power Transformer as free issue items.All
other items including required number of 11 KV/415 V transformers and LT Kiosks will
be supplied by the bidder.
The 33 kV substation shall be designed to receive two nos. of 33KV lines at site and
shall meet full construction power requirement of the plant during construction stage.
The typical peak requirement is expected to be in the range of 5 - 7 MVA. The
suggested tentative location for the facilities for which the construction power will be
provided is shown in the General Layout plan drawing (Annexure-V). However these
are tentative locations these locations would be finalized on the basis of location of
33kv line to be provided by the customer(HNPCL). The bidder shall maintain overall
power factor at 33 KV level in the range of 0.85 to 0.90.

1.1 The scope of construction power shall be as defined under scope of work and
services.
1.2 The power shall be drawn through cables / overhead lines forming a ring main with
number of isolating points. All the equipments used in construction power shall ensure
full safety to the working personnel and no live parts which are accessible shall be
exposed. The Bidder shall clearly bring out the construction power requirement in a
phased manner.
1.3 A number of 415V substations shall be created by taping 11KV ring main through drop
out fuses, isolators, lightning arrestors & suitably rated 11/0.433kV ONAN
transformers. The transformer secondary connections shall be through armoured
cables to 415V distribution boards, which shall be suitable for outdoor installation with
rain protection cover provided over the boards.

2) Providing approximately 6 portable lighting towers with DG back-up on hiring basis for
initial period till the construction power network is established/ permanent illumination
system is established at the rate quoted & accepted under SCH-3 ( Sl.No-- '1.2.2.1 & Sl.No-
- '1.2.2.2 )
3) Providing 1 (one) no. of portable DG set having capacity 60-65 KVA as per BOQ (VOL-III , PRICE
SCHEDULE ) under schedule SCH-3 (Sl.No-- '1.2.3 & 1.2.4)
For regular day to day as well as breakdown maintenance of the entire system for initial
period of 30 months from the date of completion of construction power system as described
above on round the clock basis, necessary provision for experienced supervisor, licensed
electrician, helper, T&Ps etc.,replacement /rectification of item & components to restore the
system for making the system operational (except the items as specified under SCH-4
against Sl.No. 1.3.2.1 to Sl.No. 1.3.2.3 ) is to be made by the contractor within the lumpsum
Price quoted by the bidder and accepted by BHEL under SCH 4 (Sl. No. 1.3.1) (The date of

33/11 kV SUB-STATION
The sub-station shall consists of all CT, PT, protection panels, relays, isolators , breakers,
metering equipment. etc required for sub-station complete in all respect. The panels,
metering etc shall be housed in a building which will be in the scope of bidder.
3 LT DISTRIBUTION BOARDS
3.1 In general, these shall meet the requirements covered in LT switchgear. However, the
board shall be provided with outer enclosure so that access to individual compartments,
bus-bar and cable alley shall be available only after the outer door is opened.
4 CABLES
Cables shall be armoured and suitable for direct underground buried installation. Cable
armour shall be suitable for carrying system earth fault current. HT cables shall be XLPE

5 EARTHING SYSTEM
5.1 Earthing of all substation equipment and overhead line shall be carried out as per
IS:3043. Earthing system shall consist of number of earth electrodes interconnected.
Earth electrodes shall be of 40mm dia. galvanised steel pipe, buried in earth pit.
5.2 Number of earth electrodes for LT substation shall be decided considering soil resistivity.
However, each LT substation shall have minimum two earth electrodes for neutral
earthing, two earth electrodes for body earthing and two earth electrodes for lightning
arrestor earthing.
5.3 All non-current carrying metal parts shall be connected to earth system at two points,
each of 100% rating. Metallic supports, fencing, etc. shall also be connected to earth
system.
5.4 Size of earthing conductor shall be selected considering fault current, duration of fault
and corrosion rate. Earthing conductor shall be of galvanised steel strip/wires.
5.5 Overhead lines shall be earthed by continuous galvanised steel overhead earth wire
fastened to each pole and connected with earth at minimum three points in every km
length. Cross section of earth wire shall not be less than 25 sq.mm.
6 INSTALLATION
6.1 The electrical installation shall generally be carried out as per Indian electricity rules and
acts.
6.2 Cable shall be laid underground wherever crossing through road, so that movement of
crane, vehicle etc. is not affected. Line shall be adequately designed for worst
combination of dead loads, short circuit forces, wind loads, seismic forces etc.
6.3 The HT/LT substation area shall be graded and sloped to prevent any stagnation of rain
water. Surface shall be covered with ballast of 15 to 20 mm size.
6.4 The HT/LT substation shall be enclosed by barbed wire fencing on mild steel angle iron
posts to a height of not less than 2500mm with suitable gates for entrance.
6.5 All cable connection parts within the switchgear shall be shrouded with insulating
materials.
6.6 The extension boards provided for hand held equipments shall have 3 wire systems i.e.
phase, neutral & earth as per IE rules. The plug & socket arrangement provided shall be
of industrial type with switch provided for proper isolation at the time of insertion or
withdrawal of plugs.
6.7 The flexible cable used shall have heavy duty insulation.
6.8 All equipment used for construction activities shall be fed from separate
switching/isolating devices.

6.9 All the working areas shall be adequately illuminated for safe working with proper
fittings/fixtures. The wire shall be laid with proper fixing without any hindrance to
personnel or vehicular movement. Further other common working areas such as the area
between ESP & chimney, between various CT areas, pathways, open store yards etc.
shall be identified by the contractor jointly with site Engineer and illuminated adequately
during construction stage.
Scope is to Operate and maintain the entire network including the sub stations as complete
system and the temporary Illumination system in various site work fronts. This part shall also
include the operation & maintenance of the electrical installations of BHEL Office sheds, store sheds
(open/covered), storage yard, lighting poles/towers, etc.
The contractor has to maintain the system after satisfactory commissioning & readiness for
continuous operation by him. It should be noted that the construction activities of the project
would be dependent on the availability of this system. Hence the consistent and continuous
availability of the system is of paramount importance. Contractor shall, therefore, endeavor to
ensure highest availability of the system.
(i) Operation
1. The contractor shall operate and maintain the system in three-shift operation for
uninterrupted operation as per the instruction of BHEL Engineer-in-charge The
Supervisor should possess supervisory license for 11KV grade overhead line &
switchgears. Electricians should have valid license for handling 11 KV HT overhead line
and sub-station. The entire system is to be manned all through the 365 days in a year
(till this contract completion) including weekly off, national & state holidays.
2. Various parameters of the system e.g. recording of loads on individual substations,
transformer’s oil temperature and oil level in transformers, healthiness of the system are
to be recorded on day to day basis.
3. During this period, various reports have to be generated and records to be maintained
as per the requirements of BHEL. The engineer will specify the formats for these at site.
4. Sub-contractors of customer and BHEL will draw power from LT distribution boards at
various locations. Contractor shall co-ordinate and assists them in terminating the cables
and other work related to drawl of construction power by these agencies.
5. While operating the system, contractor shall intimate BHEL engineer immediately on
noticing any abnormalities, which requires immediate attention.
6. All work, including any preventive and breakdown maintenance work in the system shall
be taken up only after obtaining necessary permit / clearance from BHEL engineer.
7. BHEL reserves right to terminate the contract any time without assigning reasons.

iii. Topping up of oil in the transformers. BHEL shall provide oil for this purpose
as free issue. Required filtration alongwith deployment of Oil Filtering m/c, to
achieve desired BDV, is excluded from the scope. However, necessary
assistance for this is included in the scope.
iv. Noting down the defects noticed in the system in the period between
shutdowns. These shall be brought to the notice of BHEL engineer. These
shall be attended to during the forthcoming planned shutdown and got
verified from BHEL.
These substations, depending on the site conditions, will be taken for planned shutdown in a
phased manner. Detailed plans of shutdown of these sub-stations for regular maintenance shall
be drawn in consultation with BHEL.

The contractor shall attend the breakdown of the system most expeditiously and bring the
system back to normalcy at the earliest, as per instructions of BHEL. Contractor shall have to
deploy additional resources for rectifying the faults within the shortest possible time. Contractor
may note that no compensation shall be payable for deployment of such additional resources.
Contractor shall provide all resources [labour, T&P, consumables, spares etc.] required for
preventive and breakdown maintenance of entire system.
1.5 Maintenance of Electrical Installations of BHEL Stores sheds & yards / Office sheds etc.
1.5.1 Contractor shall be responsible for maintenance of electrical installation in BHEL office
sheds, site cabins, storage yard, stores sheds (semi closed & closed) & lighting masts and
Temporary area Illumination. The nature of works to be carried out will be such as trouble
shooting, attending the fault / repairing / replacement of defective parts / devices.
1.5.2 Regular tree / grass cutting for the overhead lines & cleaning of sub-station premises is
also included in the scope of work.
8 WORKING PROCEDURES
8.1 Adequate safety equipments shall be provided to all the workers, like hand gloves, head
gear, etc. Meggers & testers shall be provided in sufficient quantity.
8.2 Only ITI qualified workers shall be allowed to handle the electrical or electrically operated
equipments.

DISTRIBUTION SYSTEM OF 2X520 MW HNPCL/ VIZAG THERMAL POWER PROJECT
The Aluminum Alloy Stranded Conductors have lower resistance resulting in superior
electrical performance of lines i.e. lower voltage drop and reduced power losses. Because
of lesser weighty, spans can be increased which means lesser supports. These are
corrosion resistant and hence suitable in coastal areas. Another advantage is elimination of
theft of conductors.
In ABC System, the insulated Aluminum Alloy Conductors (3 or 4 numbers as required) are
twisted around high strength aluminium alloy bearer wire which carries the main weight and
also serves as the earth-cum-neutral wire. The phase conductors are not under tension.
The advantages of system are: 1) The system is very safe and LT faults are practically
eliminated, interruptions of supply are minimized and the life of the transformers is
increased. 2) The problem of tree cutting is minimized. 3) Due to reduction of height of
poles, elimination of insulators and associated hardware. The sizes specified are:
