To any of the Police Officers of the Town of Clarksburg in the County of Berkshire:

Greetings:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and
warn the inhabitants of said Town qualified to vote in elections to meet at the polling place in
said Town, namely at the Senior Center, on Tuesday May 17, 2011 for the following purposes:

To choose by ballot for a period of ONE YEAR:

To choose by ballot for a period of THREE YEARS:


School Committee, Selectmen, Library Trustee,
War Memorial Trustee, and Board of Health

To choose by ballot for a period of FOUR YEARS:

And in the name of the Commonwealth of Massachusetts you are hereby directed to notify
and warn the inhabitants of said Town, qualified to vote at Town Meeting, to meet at the
Clarksburg Elementary School on Wednesday, May 18, 2011, then and there to vote on the
following articles to wit:

Article One
To hear the Annual Report of the Town Officers and act therein.

Article Two
To see if the Town will vote to authorize the Town Treasurer, with the approval of the
Selectmen, to borrow money from time to time in the fiscal year beginning July 1, 2011, in
accordance with the provisions of the Massachusetts General Laws, Chapter 44, section 4, 6A
and 7, and to issue a note or notes thereof, in accordance with M.G.L. Chapter 44, Section 17
and 17A, or take any action in relation thereto.

Article Three
To see whether the Town will authorize the Town Treasurer to enter into compensating
balance agreements during the fiscal year beginning July 1, 2011 as permitted by M.G.L.
Chapter 44 Section 53F.

Committees
To see if the Town will vote to take from available fines and forfeiture, concerning the
Police Department, money collected by the Treasurer, to be recorded and deposited into a
special revolving police fund account, a sum of $5,000 under M.G.L., Chapter 44, Section 53E
½, to be used by the Police Department for police training, equipment and fuel, or take any
action in relation thereto.

Treasury the amount of $2,355,000 to pay for charges, expenses, and outlays of the School
Department for the ensuing Fiscal Year July 1, 2011 - June 30, 2012, or take any action in
relation thereto.

To see if the Town will vote to raise and appropriate the amount of $183,813 to pay the
Town’s share of the Northern Berkshire Vocational Regional School District’s budget for the
ensuing Fiscal Year July 1, 2011 - June 30, 2012, or take any action in relation thereto.

To see if the Town will authorize the Board of Selectmen to enter into contracts with the
State Highway Department for the construction and maintenance of public highways for the
ensuing Fiscal Year, or take any action in relation thereto.

To see if the Town will allow certain fees collected to be used for specific purposes in
accordance with M.G.L., Chapter 44, Section 53, or take any action in relation thereto.

To see if the Town will vote to raise and appropriate, or appropriate from available funds,
the following sums of money for salaries, expenses, and other purposes including loan debts, for
the Fiscal period beginning July 1, 2011 through June 30, 2012.

To see if the Town will vote to appropriate for the expenses of the Town’s Sewer Enterprise
to be raised from sewer user fees, for the ensuing Fiscal Year 2012, as listed below in
accordance with M.G.L., Chapter 40, Section 39K and Chapter 44, Section 53F ½, or take any
action in relation thereto.

To see if the Town will vote to authorize the Board of Selectmen to apply for and accept
a Small Town Road Assistance Program (STRAP) grant in the amount of $500,000.00 from the
Massachusetts Highway Department, said funds to be used for reclaiming and resurfacing West
Cross Roads, Middle Road and Daniels Road; or take any other action relative thereto.

To see if the Town will vote to establish a Police Cruiser Stabilization Fund, or take any

sum of money not to exceed $10,000 into the Police Cruiser Stabilization Fund, or take any

sum of money not to exceed $10,000 into the Senior Center Well Stabilization Fund, or take any

To see if the Town will vote to establish a DPW Truck Stabilization Fund, or take any
action in relation thereto. (Requires 2/3 vote)

sum of money not to exceed $30,000 into the DPW Truck Stabilization Fund, or take any action
in relation thereto. (Requires a 2/3 vote)

Article Twenty One Supported by: Selectmen & Finance Committees


To see if the Town will vote to raise and appropriate, transfer from available funds,
borrow or otherwise provide a sum or sums of money for the purchase of a 2012 Dump Truck
and related snow plowing and sanding equipment; and, to meet such appropriation, authorize the
Town Treasurer, with the approval of the Board of Selectmen, to borrow said sum in accordance
with Chapter 44, Section 7 (9), of the Massachusetts General Laws, or take any act relative
thereto.

Article Twenty Two Supported by: Selectmen & Finance Committees


To see if the Town will vote to authorize the expenditure of $30,000 from the DPW Truck
Stabilization Account for the purchase of a new DPW Truck, or take any action in relation
thereto. (Requires 2/3 vote)

Article Twenty Three


That the Town of Clarksburg accept G.L. c. 64L, § 2(a) to impose a local meals excise.

Article Twenty Four
To transact any other business that may legally come before said meeting.

To any of the Police Officers for the Town of Clarksburg, you are hereby directed
to serve this Warrant by posting two or more attested copies of the same in the Town of
Clarksburg at least Seven (7) days before the time of holding said meeting.
