FOREWORD
The potency of natural resources in Central Sulawesi has not been optimally developed, I
fact many of them are still untouched and in return the value added of theses resources
have not yet been felt by wide community. Hard efforts are needed to spread these value
added among the wide community, not only from the government but also from the business
world through productive investment capacity and the ability to respond to the competitive
atmosphere.

I. GENERAL DESCRIPTION
The maritime size is 193.923,75 Km2, situated in the line of Pacific Ocean where
the Makassar Strait, Tomini gulf and Tolo gulf rich in maritime potency.

Land Transportation
Roads and bridges in are in good conditions, with length + 10.814,77 Km. This
supports the growth of trading activities in many sectors such as service industry,
retails, tourism, inter province and districts in Sulawesi island.
Sea Transportation
Pantoloan harbor is the main gate of goods and service flow, in and out of
province. Equipped with container facility to support inter island trade and
exports.
Interinsular harbors are in all districts in Central Sulawesi to support trade
activities inter district and inter island.
Ferry Port is in Taipa, Palu to support trade activities between Central
Sulawesi and East Borneo) through Makassar straits.
Air Transportation
Mutiara airport, in Palu can be landed by Boeing 737, Fokker 100 and MD 82.
Small airports that can be landed by Fokker 27 and Cassa are in:
• Banggai District (Bubung airport)
• Poso District (Kasiguncu airport)

II. FIVE ADVANTAGE COMMODITIES BASED ON
INVESTMENT CRITERION
2.1. PLANTATION
Types of plants that can be utilized based on agrobusiness system are coconut,
palm, cocoa, coffee, clove and horticulture as prime commodities.
2.4. MINING
Besides natural oil and gas, there are many potential minerals resources in Central
Sulawesi such as coal, nickel, gold, granite, and marble. This potency spreads in all
districts and might role in future economy of Central Sulawesi.
2.5. TOURISM
Based on the geographic conditions and culture value, area and its characteristic,
Central Sulawesi has many tourism objects and attractions. Some of them have been
developed, and some are waiting to explore, for example Lake Poso, Palu gulf,
Togian Island, Lore Lindu National Park, Morowali Natural Conservation, Banggai
Island. Local culture in form of traditional dances and tradional arts make tourism in
Central Sulawesi is a unique one.

III. INVESTMENT OPPORTUNITIES

1. Prime Industry:
This type of industry does not require wide area and water, enough raw materials, low
pollution and domestic market and export oriented:
Cocoa Powder and Cocoa Butter Industry.

4. Investors should apply to get permit for project location once the Investment Approval
(SP PMDN/PMA) from BKPM/BKPMD has been granted.
5. Investors should apply for facility for raw and capital materials to BKPM by including
the facility permit.

V. THE INVESTMENT POLICY OF
THE REGIONAL GOVERNMENT OF CENTRAL SULAWESI
Operational tax is collected after the company has commercially produced. This will be
coordinated with related agency.
Regional Government will attempt to provide electric facility and other facility to project
location.
To fulfill the need of decent infrastructure, regional government has planned to upgrade
existing infrastructure and build the new one such as :
Upgrading Pantoloan harbor from 250m to 500m and extending the container field
from 100m x 100m to100m x 300m.
Upgrading Mutiara Airport, Palu, where later to be used as Hajj Embarcation Airport for
Central Sulawesi.
Upgrading Bubung Airport, Luwuk by extending the runway from 1300m to 1500m.
