FOREWORD

Province of Central Sulawesi has various and massive supply of


natural resources such as natural oil and gas and many other mining
substance and minerals. On the other side, there are many biological
resources which some of them are found only in Sulawesi island or
even only in this province. Its rich maritime area consists of three
development zone. This is combined with various ethnic culture and
beautiful scenery as tourism attractions makes Central Sulawesi is
worth visiting and considerable.

The potency of natural resources in Central Sulawesi has not been optimally developed, I
fact many of them are still untouched and in return the value added of theses resources
have not yet been felt by wide community. Hard efforts are needed to spread these value
added among the wide community, not only from the government but also from the business
world through productive investment capacity and the ability to respond to the competitive
atmosphere.

As realization of probusiness bureaucracy, Regional Government of Central Sulawesi


through Central Sulawesi Investment Coordinating Board has published this investment
guide which hopefully can give wide information to any interested parties, especially to
investors, domestic and foreign. Finally, we expect this publication may raise more
understanding on Central Sulawesi, a land full of opportunity and natural resources potency.

I. GENERAL DESCRIPTION

1. Geographic of Central Sulawesi

 The land size of Central Sulawesi is 68.033 Km2 or equals 6.803.300 Ha or


35,96% of the size of Sulawesi island which rich in flora and fauna.

 The maritime size is 193.923,75 Km2, situated in the line of Pacific Ocean where
the Makassar Strait, Tomini gulf and Tolo gulf rich in maritime potency.

 Central Sulawesi has boundaries with:


 Gorontalo Province and Sulawesi Sea to the north.
 Maluku Province and North Maluku Province to the east.
 South Sulawesi Province, West Sulawesi Province and South East Sulawesi
Province to the south.
 Makassar strait to the west.

2. Government

 The establishment of Central Sulawesi is legalized by Government Regulation


No. 13/1964. There were 4 districts in the beginning and now there are 9 districts
and 1 city, 105 subdistricts, 1506 villages with total population 2.324.025 people
and density about 32 people/ Km2.

3. Infrastructure

 Land Transportation
Roads and bridges in are in good conditions, with length + 10.814,77 Km. This
supports the growth of trading activities in many sectors such as service industry,
retails, tourism, inter province and districts in Sulawesi island.

 Sea Transportation
 Pantoloan harbor is the main gate of goods and service flow, in and out of
province. Equipped with container facility to support inter island trade and
exports.
 Interinsular harbors are in all districts in Central Sulawesi to support trade
activities inter district and inter island.
 Ferry Port is in Taipa, Palu to support trade activities between Central
Sulawesi and East Borneo) through Makassar straits.

 Air Transportation
 Mutiara airport, in Palu can be landed by Boeing 737, Fokker 100 and MD 82.
 Small airports that can be landed by Fokker 27 and Cassa are in:
• Banggai District (Bubung airport)
• Poso District (Kasiguncu airport)

• Tolitoli District (Lalos airport)
• Buol District (Pogogul airport)

4. Supporting Facilities

 Available Power Plant with capacity 101,805 MW


 43 Units Diesel Power Plant.
 3 Units MicroHydro Power Plant.

 Power Plants in Construction


 Steam Power Plant (PLTU) in Palu Utara subdistrict, operating plan in March
2006 (2 X 15 MW)
 Water Power Plant (PLTA ) in Poso:
• PLTA Poso I, Capacity + 60 MW, operating plan in August 2007
• PLTA Poso II, Capacity + 180 MW, operating plan in February 2007
• PLTA Poso III, Capacity + 340 MW, operating plan in December 2008

II. FIVE ADVANTAGE COMMODITIES BASED ON
INVESTMENT CRITERION

2.1. PLANTATION
Types of plants that can be utilized based on agrobusiness system are coconut,
palm, cocoa, coffee, clove and horticulture as prime commodities.

2.2. MARITIME AND FISHERY


The marine area of Central Sulawesi is 193.923,75 km2 with so much fish potency
and other sea biota spread in Tolo gulf, , Tomini gulf, Makassar strait/Sulawesi sea.
Fish potency in those area is + 350.000 tons/year, with sustainable exploitation +
214.000 tons/year. The details are: Tolo gulf 68.000 tons/year, Tomini gulf 78.000
tons/year, Makassar strait/Sulawesi sea 68.000 tons/year.
The maritime potency is big pelagic (tuna) + 10.000 tons/year, plus other sea
products such as pearl, sea cucumber, lobster, and seaweed.

2.3. ANIMAL HUSBANDRY


It is an interesting sector to invest. There is good prospect for cow fattening (beef
cattle), plus other cattle such as goat, fat tailed sheep, chicken and duck.

2.4. MINING
Besides natural oil and gas, there are many potential minerals resources in Central
Sulawesi such as coal, nickel, gold, granite, and marble. This potency spreads in all
districts and might role in future economy of Central Sulawesi.

2.5. TOURISM
Based on the geographic conditions and culture value, area and its characteristic,
Central Sulawesi has many tourism objects and attractions. Some of them have been
developed, and some are waiting to explore, for example Lake Poso, Palu gulf,
Togian Island, Lore Lindu National Park, Morowali Natural Conservation, Banggai
Island. Local culture in form of traditional dances and tradional arts make tourism in
Central Sulawesi is a unique one.

III. INVESTMENT OPPORTUNITIES

Opportunities are open wide for investors. The following sectors may give high yield:

1. Prime Industry:
This type of industry does not require wide area and water, enough raw materials, low
pollution and domestic market and export oriented:
 Cocoa Powder and Cocoa Butter Industry.
 Fresh Fish, Frozen Fish and Canned Fish Processing Industry.
 Fish Powder Industry.
 Coconut Shell Briquette Charcoal Industry.
 Marble, Cement and Nickel Industry.
 Integrated Coconut Processing Industry.

2. Animal Husbandry
 Beef Cattle Fattening
 Fat Tailed Sheep

3. Trade and Service


 Hotels and Tourism.
 Taxi.
 Mall and Hypermarket.

IV. INVESTMENT PROCEDURES

1. Investors may choose kind of business or sectors listed in DNI. If the preferred sector
is not in DNI investors may consult to Investment Coordinating Board (BKPMD)

2. Investors should complete the application and provide all requirements needed.

3. Investors should prepare 2 copies of the application to BKPMD if the application is


processed through BKPMD Province of Central Sulawesi.

4. Investors should apply to get permit for project location once the Investment Approval
(SP PMDN/PMA) from BKPM/BKPMD has been granted.

5. Investors should apply for facility for raw and capital materials to BKPM by including
the facility permit.

6. Investors should include all legal documents.

V. THE INVESTMENT POLICY OF
THE REGIONAL GOVERNMENT OF CENTRAL SULAWESI

 Security and law assurance from Regional Government.

 Project location is attempted to prepare by Regional Government.

 No fees for investment approval.

 Operational tax is collected after the company has commercially produced. This will be
coordinated with related agency.

 Extension of Commercial Rights Use form 30 years to 50 years by Regional


Government.

 Integrated investment service (10 days maximum).

 Regional Government will attempt to provide cheap and productive workers.

 Regional Government will coordinate with Central Government (BKPM) on import


facility for manufacture machinery.

 Regional Government will attempt to provide electric facility and other facility to project
location.

VI. INFRASTRUCTURE DEVELOPING PLAN

To fulfill the need of decent infrastructure, regional government has planned to upgrade
existing infrastructure and build the new one such as :

 Upgrading bridges and roads, especially Trans-Sulawesi road.

 Constructing Tongkian harbor located in Integrated Economy Zone (KAPET) Batui,


Banggai District with container facility.

 Upgrading Pantoloan harbor from 250m to 500m and extending the container field
from 100m x 100m to100m x 300m.

 Upgrading Mutiara Airport, Palu, where later to be used as Hajj Embarcation Airport for
Central Sulawesi.

 Upgrading Bubung Airport, Luwuk by extending the runway from 1300m to 1500m.
