Article I: Identification A. This organization shall be the University of Chicago Collegiate Scholars Program Student Council, which includes the class representatives and the executive board members. Article II: Purpose A. Represent our fellow scholarsconcernsthrough collaboratively coordinatinginspired activities, raising Student Council funds, and assisting the community. B. Consider the purpose of the University of Chicago Collegiate Scholars Program to prepare talented Chicago Public Schools students in grades 10-12 for admission and success at the nations top colleges and universities. C. Promote cultural diversityand social interactionamongst the student body. D. Commit to bridging the gap by establishing a link between coordinators and students E. Communicate with class members through personal interaction, electronic methods such as e-mail, and social networks such as Facebook. F. Set an example for fellow scholars as stated by Article III as well as exemplify leadership and dedication to the Collegiate Scholars Program. G. Enthusiastically spread a positive spiritand encourage fellow scholars to exercise leadership. H. Increase awareness of program-wide events and projects. I. Display and promote dedicated, professional, tolerant, and collaborative attitudes. Article III: Responsibility and Removal A. All members shall pledge to prioritize obligations to the Student Council by balancing educational and extracurricular activities, especially commitments to the Collegiate Scholars Program. a. Checking and responding to email, text messages, phone calls, and other means of correspondence regularly, on a daily basis. B. All members shall attendevery Student Council meeting. a. All members must notify the secretary of a justifiable reason for not being able to attend a meeting, in a timely notice. b. Excused absences for a meeting shall be noted in the attendance section of an upcoming meeting agenda. c. An unexcused absence is considered a failure to notify the Secretary of an excuse with three days of anticipation d. Having three unexcused absences shall jeopardize a members ability to hold office. C. All members of the Student Council shall have the ability to request a meeting to consider another members violation of the Student Council Bylaws. D. In the event of a vacant position in the student council, the Student Council President can recommend individuals within the student body to fill the vacancy permanently. The executive board members shall deliberate the admittance of the recommended candidates. Article IV: Organization A. The Executive Board structure encompasses an Office Advisor, President, Vice President, and Secretary.

B. The rest of the student government includes two representatives from each class group: rising

sophomores, rising juniors, and rising seniors. Article V: Member Duties A. The Executive Boardmodifies minor components of the Student Council Bylaws, schedules meetings, and develops meeting agendas. B. The President shall be responsible for all the work done by the student government. This includes scheduling meetings, conducting the meetings, and reportingStudent Council mattersto program administrators through the appointed Student Council Advisor. The President shall also speak on behalf of the student council during The Summer Returning Student Orientation. C. The Vice President shall be responsible for supporting the president in his or her duties, helping the president to organize presentations to the staff, and assuming the presidents responsibilities in the case of the presidents absence. a. The secondary role of the Vice President is Treasurer. They shall also be responsible for proposing methods of expenditure, managing budgets, planning small-scale fundraising activities, and coordinating publicity for fundraising events. E. The Secretary is responsible for keeping records of meetings, sharing these records with the advisor, working with class representatives in publicity, managing the Student Government Facebook group, announcing Student Council meetings through Facebook events, and helping present proposals to the office staff. They must also record meeting attendance and minutes. All members must notify the Student Council Secretary of a justifiable reason for not being able to attend a meeting. D. Class Representatives voice the opinions of their respective classes by communicating between their classes and the student government, the Collegiate Scholars Program staff, as well as the general scholar body. The class representatives are involved in planning and operating social events, constituting specific ad hoc committees, recording CSP memories through multimedia, and helping the Secretary publicize Student Council announcements. Article VI: Student Council Election Process A. The Student Council shall annually hold elections to appoint the Executive Board and the Class Representatives. B. The Elections Committee shall be selected by the President to coordinate the elections accordingly to the following outline of guidelines. The Elections Committee: a. Shall publicize the elections proximity two weeks ahead on a Monday and notify student body of interest meeting date and requirements to run for office. b. Shall hold an interest meeting on the Friday of the aforementioned week to request candidate names, platforms, and digital or physical copies of campaign fliers. Shall also provide candidates resources to produce copies of their flyers. i. These meetings will stress the importance of dedication in holding office for a yearlong term in the UCCSP Student Council. The process shall be presented to interested candidates along with roles of certain positions and campaigning strategies.

ii. In providing election information to interested candidates, the Election Committee

shall aim to inspire less inclined scholars to run for office. c. Shall permit official campaigning to last for the duration of the final week of June. They shall also produce an information sheet about the candidates information and other special event announcements, including specifics about the Election Day. d. Student Council elections shall be held on the Monday of the first week of August, the last week of the Summer Quarter. C. Prior to running for office, all candidates shall undergo a screening process by the incumbent Student Council. a. Signing a pledge, acknowledging major obligations for holding office. b. Student Council and the Student Council Advisor shall also evaluate the candidates. c. Candidates running for executive board are required to shadow one student council meeting and discuss the responsibilities holding office in the UCCSP Student council with the incumbent executive board. D. Temporary Sophomore Representatives shall be appointed by the student council before the commencement of the Summer Quarter to the fill two vacant seats left by former Senior Representatives. They shall be notified of this opportunity during the Sophomore Orientation and, in order to be eligible, must complete an interest form for Temporary Sophomore Representative. Article VII: Meetings A. Before the very first student council meeting, a student council contact information chart shall be developed as displayed in Appendix A: Student Council Contact Information to ensure the efficiency of communication at all times. B. The executive board will develop an agenda for the coming meeting. It shall be sent to the members of the student council one week ahead of time. A revised agenda can be send out if necessary. C. At the initiation of the meeting, the secretary shall take the attendance of present members. At the conclusion of every meeting, the council shall agree on the recorded notes for that meeting. The final matter of consensus shall be the date and location for the next meeting; the meeting date shall be posted by the secretary on the student councils Facebook group web page as an event. Article VIII: Finances A. This student government holds an independent bank account for its savings, which are managed by the Vice-President, who must also present monetary reports to student council after fundraising events or expenses. B. Before the initiation of the winter and summer quarter, the Vice-President shall create a quarter budget consisting of predicted expenses, considering the initial value of Student Council Savings. Article IX: Amendments A. The Student Council shall be able to amend the Student Council Bylaws. B. The Executive Board and Class Representatives shall, in advance, suggest amendments after notifying the Secretary to incorporate its discussion into the meeting agenda. The amendment shall

pass given a vote larger than 1/2 of present representatives. In the event of a tie, the President, representing the executive board, shall have the right to adopt or reject the amendment. C. After ratification, the amendment shall immediately be enacted. Article X: Events A. The Student Council shall extend its sponsorship to viable and profitable event recommendations proposed by scholars through their respective representatives.
