Overview
ForthelastseveralyearsthestateofIowahasbeenattemptingtotackleracialdisproportionalityanddisparitiesinchildwelfarethroughvariousinitiativesfundedbyCaseyFamilyPrograms(CFP),includingtheCaseyFamilyBreakthroughSeriesCollaborativeonDisproportionality',aswellasemergingworkbyIowa'sChildren'sJusticeInitiative.Tofurthertheirefforts,inearlyfall2010,theChildren'sJusticeInitiative,CFPandtheIowaDepartmentofRumanServices(DRS)requestedthattheCenterfortheStudyofSocialPolicy(CSSP)conductanInstitutionalAnalysis(lA)inLinnCounty,Iowa.ReviewsofCedarRapidsDRSquantitativedataandqualitativedatadeterminedthatAfricanAmericanchildrenarethepopulationofchildrenmostlikelytohavetheircaseofneglectfoundedandarealsomostlikelytoberemovedfromtheirhomes.TheIAseekstounderstandandaddressorganizationalandstructuralcontributorstopooroutcomesforparticularpopulationsofchildrenandfamiliesinvolvedwiththechildwelfaresystemanditscommunitypartners.AreviewteamconsistingofstafffromCSSP,theChildren'sJusticeInitiativeandCFPwasformedandorientedtotheIAinMarch2011.TheIAdatacollectionoccurredtheweekofMarch28-April1,2011.Thisoverviewsectiondescribesthepurposeofthestudyandprovidesabriefintroductiontothemethodologyemployed.ThereportidentifiesthemesthatemergedfromtheanalysistoinformthereformeffortsofDRS'anditspartners.
Purposeo(theStudyandMethodology
ThegoaloftheIAistoidentifyorganizationalstructures-suchaspolices,protocols,jobdescriptions,forms,andtools-thatmaycontributetoorproducepooroutcomesforaparticularpopulationinvolvedinthechildwelfaresystem.TheIAisanapproachthatusesethnographicmethodstodiscoverhowthewaysinwhichinstitutionsorganizetheirworkerstodescribe,documentandacton"cases"(families)caninadvertentlycontributetopooroutcomesandexperiences.

isguidedandgroundedbytheviewpointsofmembersoftheaffectedpopulation-children,fathers,mothersandotherprimarycaregivers.Inthechildwelfaresystemforexample,theIAseekstounderstandandhighlightthegapbetween

forfamilymemberstobesuccessfulinreunificationorestablishingapermanenthomewherechildrenthriveand

theworkersactingoncaseshavebeencoordinatedandorganizedbythesystem(s)tointervene.ThebodyofworksupportingtheIAsuggeststhatthereareatleasteightprimary,orcorestandardizingmethods'ofchildwelfaresystemsthatorganizehowworkersgettoknowfamilies,workwiththem,andhavethecapacitytoactinawaythatsupportssafety,reunificationor
'IowaandtwelveotherpublicchildwelfareagenciesparticipatedintheCaseyFamilyBreakthroughSeriesCollaborativeonDisproportionalitywiththeaimofhighlightinganddevelopingsolutionstotheproblemofdisproportionalityanddisparitiesforchildrenandfamiliesofcolorinthechildwelfaresystem.
