into allegations ofFelony Crimes

numerous childrenwho were victims of sex
and
physical
abuse.
I
have
alsointerviewed
numerous subjects
who
haveadmitted to
sexually
assaulting
and
physicallyabusing
these
children, ultimatelyresulting
in
their
arrest
and
conviction.
On
5112111,
at
001Ohrs,
Skagit County
Sheriff
deputies
responded to a
91
1
suicide
call
a17279 ErnaLanein SedroWoolley
WA
in Skagit County.
Carri
Williams(DOB:12119ft0)called
911
stating
her
daughter
HGW
(DOB7l19l97)was
not
breathing.
Carrie
Williams
indicated
her
daughter wouldnot
cooperate
in coming
back
into
the
house
after
being
outside.
Canie
statedHGW
was being"rebellious."
Carrie stated
thatshe
had
seen
HGWfallingdown
outsideand
staggering
around
in
their
backyard
and
had
taken
allherclothing
off.
Carrie
tolddispatchers she
had
found
her
daughterface downoutside
with
mud in hermouth
andnot
breathing.
Carri
told
dispatcher
that
she
and
her husbandhad
adopted
HGWthree
years
ago anddidn'tknow
hertrue
age.
During
this
call to
9't
1,
Carri
Williams
stated
that
herhusband Larry
had
arrivedhome
fromwork
and
was currentlyperforming
CPR
on
HGW.
The
temperature
recordedby
a
local
weather
site
was
approximatelyfortytwodegrees
that
night ator about the
time
of
the
incident.On theabove dateat
approximately 0024hrs aid
arrived
and
transported
HGW
to
Skagit
Valley
Hospitalwhere she
was
pronounceddead at 0130hr
hrs.
SkagitCountySheriffdetectiveswere
called
out
to
processand investigate
the
incidentandwere
told that
HGW had been outside
for almost
half
of
the
day.
Detectives
saw suspicious
marks on
HGW
body.
Shewas extremely
thin
and
had
very
short
hairfor
a
teenage
girl.
HGWhad
a
largelump on her head
and
several
fresh
red bloodymarkings on
her
hips, knees,elbowsand
a
face.
The
 
back
of
her legsandthighs
had
bruised or
scarred
markings that
wereconsistent
with
aninstrument
hitting
her.
On May
12,2011
an autopsy
wasperformed
at Skagit
Valley
Hospital.
The
Pathologist observed that this
was
a
young
black female
who
appearedabnormally
thin. The
head,
trunk
and
extremities
had injuries on
thoseareas.
On
the forehead,
just
below
the
hairline
was
a
1-112
inchto
2
inch
hematoma/swollen
bruise. There
werescaftered
small abrasionson the
foreheaoand
another on
the
bridge
of
the
nose. There
were
abrasions on
the
right
and
leftupperpelvis
area.
Each
elbow
had
streaked
abrasions
in
a
1-2
inch
area.
Each
of
the knees
has streakedabrasions. There
were
patterned
contusions
on
the
legs consistent
with
disciplinary impacts
with
aswitch. These
were
on
the
left
mid
-lateral
thighand
posteriorlower
legs.
The
final
autopsy
report
was
completed July
2011
.
The
autopsy
report
indicates
that
HGWdied of
hypothermia.
Malnutrition
and Helicobacter
pylorichronicgastritis
were
other
significant
conditions
that
contributed to
death.
lt was
further
stated
that
HGWwasat
risk
for accelerated
heat loss due
to
her
thinnessimalnutrition,wetness,
inadequate
clothing
andan ambient
temperature
that
was approximately
in
the
40's
at
or
around the
time
ofher death.
Additionally
her heartrhythm wasventricular
fibrillationwhen
medicsarrived,
which
is
consistent
with but
not
specific
for
hypothermia.
A
Medical
Consultation
Report
was requested
by
the
Department ofSocial
and
Health Services
and
included
a
review of
all
available
medicalrecords
of
HGW.
At
the time
ofHGWs
arrival
in
the
United
States
shewas
at
the
40'n
percentile
for weight
for
her age.
In
June of
2009
she
was
in
the65thpercentileforweight.
The
main
finding
was
that
HGW had lost
approximately
257o
of
her
weight since
she
had
last beenweighed.At the
time
of her
death
thegrowth
charts
indicated
that
she
was
at
a
3%percentile
for
her
weight
and age.
At
the
last
time
shewas
weighed,
in
2010,
approximatelyone
yearbefore
her
death
her
weight was
at60-
65%
on the
growth
chart
for
her
weight and
age.
Thedoctor's
conclusionwas,
that when
HGW arrived
from
Ethiopia
she
was
in
goodnutritional
condition.The
degree
of
weight
loss, down
almost
30pounds
from
2010
is
an
indicationof severe
malnutrition/starvationand
is
associated
with
serious
medical
complications
includingpotentially
fatal
cardiacarrhythmias.
The doctor
indicated
the
most likely
cause
of the
weight
loss
would
beinadequate
caloric
intake/starvation.
Another
examinationwas done by
a
pediatric
doctor
at
a
regionalmedical center.
A
report
was
doneon the death
of
HGW based
on
her history,medical
and
DSHSrecords..
The
history
included
being
adoptedfrom
Ethiopia
in
2008.
HGWhad medical conditionswhen shecame to
the
UnitedStatesincludingring worm,cold sores
and
parasites.
She
was also hadHepatitis
B.
lt
is believed
that
none
of
these conditions
playedany
part
in
the
death
ofHGW.
 
On her arrival
her
weight
was approximately
40%
of
a
normalbody
weight for
her
age. By Juneof
2009
it
was
at 80%
with
a
BMI of 90%. At the
time of
herdeath
her
weight
was
down to 78poundswhich
was a
loss of
almost
30pounds..The
doctor,after
reviewing
the
history
found
the
flailing
or
thrashing and being clumsyfollowed
by
a
taking
offof
clothes and
becoming unresponsive are
well
knownsymptoms of
advancing
hypothermia..
Doctors
reported
that
HGWbehaviors
witnessed
by
the family
are
signs
ofmalnutrition.
HGW received medicalcare 2008-2009
with
lab
workcomoleted
in
2010. The
following

to height
and
weight documentation.

chronic starvationcaused
by
aparent's
intentional
food
restriction, severeneglect,physicalandemotional
abuse
and stunningendangerment.On

Carri
Williams and her
husband
Larry
Williams told detectives
that
within the
last
year
they
had been dealing
with
behavioralissues
with
HGW.
Carri
Williams
said
that
HGW had
become
increasingly rebelliousover
the
lastyearand
was
refusing to obey
theparents.
Carri
Williams
stated
that
tonight,HGW had refused to
come
inside
the
house andstayed
outside
in
the
rain
for
half
the day.
Carri
Williams
said
that
HGW
was
pretending
that
she
couldn't
stand
or
walk
and staggeredaround
outside.
She began
throwing
herself on
the
ground
which
includeda
cement
patioand concretegravel
area.
Carri
Williamsand
her older childrentookturns
flipping
the outdoorlights on
and
off
checking
tosee
what
HGW
was
doing.
Larry
Williams was
at
work during
this
time.
The investigation
into HGW
death
revealed
that
Carri
Williams andher
husband
Larry
Williams
live
at
the
above address with theirsix biological
children
and
twoadopted
children
from
Ethiopia.
The
children areall home
schooled
and
the
houseis
located
in
a
gated
community
on approximately5.6
acres
in a secluded
wooded
area.
The
house
is
exceptionally
clean and organizedand
didnot
have
the
appearance
that
eight
childrenlived
in
this
house.
