NY CAP Research Alliance

Description
This Alliance will provide a dynamic and interactive forum for sharing new ideas and discoveries, identifying collaborative opportunities and developing joint initiatives for funding. The resulting increase in stature and pro le, scope and scale of research, discovery and application will signi cantly enhance the fabric of economic and civic life in the Capital Region and northeastern New York. The Alliance will directly address this national challenge by focusing collaborative e orts and shared capacity in advancing unique bench and translational research across the Capital Region. Improvement of approximately 16 single-family units, and two two-family units of housing on various sites in Albany County. This project will provide an expansion and update to Albany Airports largest aircraft maintenance facility in order to allow it to accommodate larger aircraft. Airlines will be able to service their large aircraft in Albany instead of other airports thus enticing airlines to maintain and increase air service to this city. Train 20 unemployed workers in a Career Pathways program in the Healthcare, Weatherization/Construction, Culinary/ Hospitality, Janitorial and Floor Maintenance, and Computers/Technology sectors. Also, they will expand into other high-demand jobs, such as Commercial Driver's License, Lead Abatement, and Asbestos training or certi cations. Albany Community Action Partnership (ACAP) in Albany will enhance its existing workforce and to give sta occupational skills needed in the early childhood education and human service sectors that will lead to potential career growth and higher wages. Assistant Teachers in ACAP's Head Start program will need to obtain their Child Development Associate (CDA) credential by the federally-stipulated deadline of September 2013. ACAP will o er its family development and employment specialist sta the opportunity to obtain the Family Development Credential (FDC) to upgrade their skills while working with low-income customers/families. Expected goals include: 17 Assistant Teachers and 15 Family Development Specialists will receive training to obtain their FDC to meet an ACAP employment goal and to upgrade their skill levels.

Description
Conduct emergency housing repairs for elderly, veteran and frail elderly homeowners in Albany County. Provide a First Time Homebuyer Program in Albany County to address housing needs of low- and moderate-income rst time homebuyers. O er a HOME Repair Program to rehablitate 15 owner-occupied housing units bene ting lowincome people. Albany Housing Authority will receive low-cost nancing to convert the former St. Josephs School located in the Arbor Hill Neighborhood of Albany into Swan Street Lofts that will provide 22 a ordable residential units and 14,100 SF of community facility space. Develop the computer skills of 101 employees in three areas: general computer skills, training for an Oracle upgrade and advanced skills for IT professionals. This will keep the rm competitive with other pharmaceutical contract research and manufacturing organizations. The Center will train 30 dislocated workers, speci cally displaced homemakers, in the skills needed to successfully nd employment in the Capital Region. Ecovative Design, LLC will purchase machinery and equipment to expand production of EcoCradle TM, its unique, sustainable packaging product. As a result, the company will increase e ciency by reducing industrial waste, and increase its use of NYS agricultural waste products, which are a feedstock for the production of EcoCradle. Develop a Regional Sustainability Plan for the Capital District that will establish a sustainability baseline including inventories of greenhouse gas emissions and energy use. The plan will assess sustainability indicators including economic assets, liabilities, and opportunities as well as transportation, land use, and natural resources. The plan's long-term and short-term goals will address improving energy e ciency, promoting renewable energy and reducing carbon emissions. Once the plan is completed, it is intended to inform municipal land use policies, guide both public and private resource investments in infrastructure, and identify tangible actions to reduce greenhouse gas emissions. Improvement of 15 single-family homes, six two-family homes, and one three-family home on various sites throughout the City of Albany.

RNA Institute Biomedical Translational Research

The RNA Institute Biomedical Translational Research CFA requests funding for planning and feasibility studies relative to renovations, acquisition of furniture and xtures, and soft costs, capital equipment, training, and sta to support these programs for technology commercialization. This request constitutes a public-private partnership 5:1 match of $17.7 million currently invested in The RNA Institute. The Columbia County Industrial Development Authority will develop a new transloading facility to serve Hudson Valley businesses that lack direct rail access. The facility will enable these businesses to transfer goods from trucks to rail cars for shipping and to move incoming products from rail cars to trucks. The project will increase economic productivity in Columbia County and improve the e ciency and costcompetitiveness of shipping goods. Historic Hudson, Inc. will complete Phase II of the restoration of the Dr. Oliver Bronson House by completing the exterior stabilization of the house, securing the building envelope, and protecting the house from further deterioration and loss of historic fabric so it can be returned to use for public bene t. Sited on a blu overlooking the South Bay of the Hudson River on 52 acres of open space, the Dr. Oliver Bronson House serves as a magnet for the city, providing a park-like setting and increased public access to this historic site as part of the ongoing revitalization of the City of Hudson.

The Hudson Opera House will complete a key part of the fourth and nal phase of the Opera House restoration - improvements to the rst oor, including the badly deteriorated historic Common Council Chambers and anteroom, for community use. New York States oldest surviving theatre (1855), located in the heart of downtown Hudson, the nonpro t multi-arts center o ers more than 1,000 programs, most of them free, to 52,000 visitors each year. The Olana Partnership will implement a major aspect of Olanas Landscape Restoration Plan - the restoration of the historic North Meadow. Designed by Hudson River School artist Frederic Church (1826-1900) as a work of 19th-century landscape gardening, the historic 250-acre landscape is equal in historic and artistic importance to Olanas house and collections. The completed project will provide a transformational change to the Olana landscape, restoring the historic meadows and pastureland and reopening views that have been lost over the last 100 years to second- and third-growth forest. New construction of 32 rental units for seniors and persons with physical disabilities in the Village of Valatie. Assist the Village of Kinderhook in construction of a central sanitary sewer collection system, allowing the Dutch Inn to open and create 37 jobs, of which approximately 22 will bene t low- and moderate- income New Yorkers. This project involves the design and construction of an enhanced stormwater collection and conveyance system to protect the existing multi-million dollar resort infrastructure of Windham Mountain, including the Base Lodge and the Enclave resort lodging, and permit the redevelopment of the lower base lodge area. The stormwater portion of the project will consist of new catchments and conveyance piping to divide, divert and direct stormwater ows from the base of the ski trails clear of the Base Lodge, the Enclave resort lodging and the Destination Windham redevelopment site. Conduct emergency housing repairs for elderly homeowners in the Greene county area.

Description
Establish the Greene County Microenterprise Assistance Program, assisting a minimum of 8 microbusinesses in the County and creating at least 11 jobs. Renovate nine properties in the Town of Prattsville and enhance streetscapes. Rehabilitate and revitalize 12 commercial and 12 residential units on Main Street in the Village of Hunter. Preservation and rehabilitation of 89 HUDassisted senior rental units in City of Troy. The project would facilitate Etransmedia's purchase of an existing building at the Rensselaer Technology Park to accommodate the signi cant growth of the business and its employee population. This project would allow the company to acquire an existing building on Jordan Road and to remodel this building to provide a state-of-the-art headquarters facility. The Albany Port District Commission will replace 600 feet of deteriorated, 1920's-era wharf with a modern, high-strength wharf on the east side of the Hudson River, doubling the capacity of the Rensselaer side of the Port. This project will complement the recent reconstruction of the wharf on the west side of the river. Assist 20 low-and moderate income households in Rensselaer County with the purchase of a home. The Doane Stuart School will install a multiuse green roof that will be designed by the Upper School students (grades 9 - 12), under the supervision of area landscape architects, including Doane Stuart alumni/ae, former teachers, and parents. The green roof will be accessible to students for projects throughout the school year. Project involves the construction of a parking deck and new green space areas.

Public Access Improvements at Riverfront Park and Troy City Center Semiconductor supply facility in Saratoga County.

Description
The City of Troy will design and construct public waterfront amenities along the area to be redeveloped as Troy City Center, enhancing pedestrian linkages to this key waterfront site. Amenities will include an esplanade, green space, seating, lighting, and connectivity to other sections of Riverfront Park. This project would support Amkor's potential expansion of its wafer bump and wafer probe operations in Saratoga, New York in conjunction with Global Foundries, Inc. Should Amkor elect to proceed with establishing operations in New York, the facility would be approximately 80,000 to 100,000 square feet. Establish the Mechanicville Microenterprise Program (Phase II), assisting a minimum of 10 microbusinesses in the City of Mechanicville and creating at least 10 jobs. Improvements to the Day Peckinpaugh Barge Museum, a multi-regional educational and heritage tourism project, will improve its operations. Saratoga County, in collaboration with Washington County and the Historic SaratogaWashington on the Hudson Partnership, will rehabilitate the Dix Bridge, a 426-foot-long, three-span High Warren truss bridge built in 1900 over the Hudson River. The bridge, located at Hudson Crossing Park Lock C5, is listed on the National Register of Historic Places, connects Saratoga and Washington counties, and would be part of the NYS Canalway Trail to be used for various multi-modal recreational uses. Convert 15,000 square feet of manufacturing space to a clean room environment for the Next Generation Septa Project and partner with a NYS college or university to work on incorporating nanotechnology with silicone polymers. This funding will go toward a multi-level partnership e ort to create a state-of-the-art regional visitor center. This restoration and repair project is critical to maintaining the integrity of this highly used section of Canalway Trail in the Capital Region Rehabilitate 21 homes in the Village of Ballston Spa Improvement of approximately 21 units on various sites in the Village of Ballston Spa.

Description
The Arts Center and Theatre of Schenectady will complete historic preservation work at Proctors Theatre that will include repairs, restoration and improvements to the theatres ceilings, walls, side boxes, scagliola, balcony, mezzanine and orchestra areas, womens and mens lounges, and the Golub Arcade. Conduct emergency housing repairs for elderly, frail elderly and physically disabled homeowners in the City of Schenectady. The Schenectady County Airport will extend the existing municipal sanitary sewer and water services onto the airport property to enable economic development, while improving environmental conditions. Provide a NYS Apprenticeship training program for two current employees. This training program will help enhance the skills of these employees and promote performance and career advancement. This CFA funds the multi-use trail component of a major private-public canalside development that is a REDC transformative project. The "Gateway to Manufacturing Skill Competitiveness" program will create a direct pipeline to advanced manufacturing jobs for the long-term unemployed in the Capital Region. Each person trained will receive a nationally-recognized certi cate after completing this three week course. Conduct emergency housing repairs for 12 elderly homeowners in the City of Glens Falls. Training for 72 Glens Falls area unemployed workers in "Computer Skills 4 Today's Jobs." Speci c programs to be taught include: Basic Computer Skills, Learn to Type and Practice - Mavis Beacon, Data Entry, Skill Building and Applications, Computer Maintenance Workshop, Microsoft O ce 2007 and Microsoft O ce 2010. The Hague Brook Stormwater Reduction Program will retro t two parking areas in downtown Hague using bioretention and permeable asphalt to reduce stormwater runo into Hague Brook, which drains into Lake George. The parking areas are located in the heart of the downtown district and will allow for enhanced access for visitors and residents to hamlet businesses and activities as well as increase year-round tourism opportunities for the Town and the greater Lake George Region. The Village of Lake George will develop and maintain a website for the New York State Underwater Blueway Trail that will publicize and market the individual dive sites that together make up the Underwater Blueway Trail. Establish the Warren County Microenterprise Assistance Program, creating at least 20 jobs.

Sustainable Advancement of the Lake George Environmental Park Redevelopment and Connection Plan for Pruyns Island Lake George Environmental Park

Description
The West Brook Conservation Initiative will install grass pavers at a proposed 2.5 acre Festival Space for multiple outdoor events on the site of the former Gaslight Village, as well as install porous asphalt along West Brook Road. The City of Glens Falls will collect prepare a redevelopment master plan for Pruyns Island, including a conceptual plan to connect the island to downtown to spur additional private development in the heart of the city. Warren County and the Village of Lake George and project partners will design and construct a 12-acre park on the site of the former Gaslight Village Amusement Park in the heart of the village. The new park will include interactive exhibits that teach visitors about the way water shapes our everyday lives. Park design will also focus on elements including festival space, nature trails, tness walks, interpretive signage, an interactive water fountain and playground area for children, and a skateboard park. Warren County will advance recommendations of the First Wilderness Heritage Corridor Action Plan, an intermunicipal revitalization strategy for nine communities along the Upper Hudson River and Delaware & Hudson rail line in Saratoga and Warren counties. E orts will include: modernization of the Dynamite Hill Ski Area to allow it to serve as a day-use destination area in winter months; streetscape improvements between the municipal center and the North Creek Train Station Complex; enclosing existing platforms and providing restrooms at the historic railroad stops in the towns of Thurman and Hadley; small business development to ll vacant storefronts in the hamlets of the First Wilderness Heritage Corridor; construction of a boarding platform at the site of the old Corinth station; design and construction of a new 1,100-sq.ft. classroom, an ADA-compliant restroom and o ce space for administrative services at the Adirondack Folk School in Lake Luzerne; and the creation, marketing and promotion of activities to enhance tourism. Replacement of a dated (1967) upper mountain lift with new lift. Assist people with physical disabilities and frail elderly in Warren and Washington Counties in making accessibility improvements to their homes. The Clarendon & Pittsford Railroad will restore of the northern connection between the Clarendon & Pittsford Railroad and Canadian Paci c Railway and rehabilitate the Canal Street bridge in Whitehall. This restored connection will improve the connection between the two railroads, allowing rail tra c to ow more e ciently. The project will also bene t Amtrak's Adirondack service, as the project will reduce freight-related delays in the corridor. O er a HOME Repair Program to address owner- HCR occupied housing rehabilitation needs in the Village of Fort Edward, providing 20 owneroccupants with deferred loans for up to $25,000 to address necessary repairs to their homes. Home improvement of approximately 20 units on various sites in the Town and Village of Fort Edward. The Village of Fort Edward will purchase the southern end of Rogers Island, which is important in the history of the French and Indian War. Rogers Island is rich in historical artifacts and contains a burial ground and former living quarters for soldiers. The ultimate plan for the historic area is a trail system together with informational exhibits and kiosks identifying areas of historical signi cance.
