Executive Summary
With a historically agrarian economy, Iowa has made significant progress in the past decade toward a more diverse economic base. As the birthplace of the computer, Iowa contributes much more than agriculture to the US and beyond. Manufacturing, technology, bio-science and education are represented across the state and continue to be the reasons for population gains in this relatively small state. Beyond companies and entrepreneurs themselves, the entrepreneurial ecosystem encompasses Iowans from schools, undergraduate, graduate and community colleges; the various research institutions within nationally recognized universities; intrapreneurial employees within small and large businesses; as well as factions of government at the municipal, regional, state and federal level. The entrepreneurial spirit has been deeply intertwined throughout the states history. Todays startups are innovating in various fields, as evidenced by 91 new patents in October 2011 alone, adding to the States already diverse patent portfolio----initiated with its first patent in 1854 (i.e. US Patent# 2922). Innovators and startups now find a wealth of resources at their disposal and are able to leverage the ecosystem to increase their velocity. Startup Iowa is an initiative ready to contribute to and leverage the national impetus toward entrepreneurial growth. The StartupIowa initiative gathers the multitude of resources under a single umbrella for more effective delivery to entrepreneurs and the startup community. Officially initiated during ThincIowa in late October 2011, the StartupIowa organization officially launched on December 13, 2011 and plans to accelerate from this ideation phase to ramp up and speed up in 2012.

Iowas Innovation Culture

The State of Iowa has a rich heritage of innovation. Since its admission as the 29th state in 1846, Iowa has hosted inventions ranging from the automatic hay bailer in 1936 to the world's first electronic digital computer in 1937-1941. This entrepreneurial spirit has continued since with 91 new patents issued to Iowa inventors in October 2011 alone, amongst 860+ issued in the calendar year. Inventions range from innovations in disease resistance and cultivation of crops to new omni-directional antennae and such technology innovations as the process to create embedded microcode in specialty processors to deliver high-assurance in failure-adverse environments. Iowas core industries today are: 1. Manufacturing: Even though primarily known as an agricultural state, manufacturing remains Iowas largest economic driver and industry. Global leaders such as Rockwell Collins, Pella, Vermeer, and John Deere have significant operations based in Iowa and exemplify manufacturing growth as well as national and global exports. 2. Technology: Iowas universities and cities provide a stable and continuous infrastructure to establish and grow technology leaders. Research and Business parks managed by the state universities produce a continuous stream of graduates. Private colleges like Drake Universitys Law School has recognized leadership in its Intellectual Property law school whose graduates increasingly support IP protection for their agriculture, biosciences and technology clients. 3. Biosciences: Iowa has a sizable and rapidly growing bioscience industry sector that outpaced growth at the national level. This industry is a highly specialized leader in agricultural feedstock and chemicals, and has remained resilient even through the first year of the recent recession. It remains a high-wage industry and employs over 15,000 people. 4. Finance: Iowa is not only the insurance capital of the United States, but serves as home to finance and insurance giants such as The Principal Financial Group, Wells Fargo, ING Insurance, Nationwide Insurance, and more. The University of Iowas renowned Tippie College of Business provides a strong conduit of professionals to the industry with its MBA and related degrees. 5. Agriculture: This industry has driven Iowas economy throughout its history and continues to be the lead story about Iowas products worldwide. Though agriculture has been critical historically to the states economy,
Iowas diversification of its economic portfolio through the above industries is also having a positive, measurable impact on its economy.
Entrepreneurial Drivers
Iowa is served by many entrepreneurial drivers that ensure that new and existing businesses can receive all necessary services locally from a wide array of nationally connected practitioners. They include: 1. Banks: Global and local banks provide critical startup, operational and growth support to the Iowa entrepreneurial community. Frequently served by Wells Fargo, Bankers Trust or West Bank, entrepreneurs have found a rich source of banking support in a network that stretches across the state. 2. Legal: Professional firms provide the wide array of services from business organization, immigration, intellectual property protection, mergers & acquisitions and advisory services to businesses in most areas. Law firms like Davis Brown or Brown Winnick frequently represent the Iowa startup and established business community, and serve on Iowas non-profit boards and community events. 3. Venture Capital: The venture ecosystem in Iowa is robust. From a large and active angel investor base as well as regional seed and angel funds to traditional early and mezzanine-stage venture capital firms. Individual investment has favorable tax status due to recent regulation passed in 2011. 4. Incubators and Accelerators: Entrepreneurs need more than technology support, capital and legal relationships. Mentors, business accelerators and incubators provide a critical path to successful entrepreneurship. Iowa has fostered such support structures from a variety of constituents government, corporate, industry and private incubators. The Iowa Startup Alliance recently brought seven of the incubators in a collaborative venture to support each others startups and member companies. 5. Higher Education: Iowa is home to nationally renowned leaders in education. Iowa State University, the birthplace of the computer, is also the second largest licensor of technology after the University of California System. The University of Iowa leads the country in medical research, finance, a number of fine arts and creative writing areas, and the University of Iowas Tippie School of Management ranks in as one of the top 50 MBA schools nationwide Iowa is in the midst of a shift from farming and manufacturing as lead economic industries to a more dynamic and diverse mix of activities that leverage its agrarian and manufacturing expertise, with rapid growth in the finance and insurance, real estate, health care, and professional and technical services industries. While
Iowas economy has increased by nearly 50 percent since 2000, it has also become more diversified with a greater number of well-educated and well-trained individuals. While Iowa drives the agriculture economy of the nation, farming contributed only 5.1 percent of Iowas 2009 gross domestic product (GDP). The manufacturing industry added $23.8 billion to state value in 2009. This was the largest output sector in the state, representing 16.7 percent of state GDP. This represents a rather large decline in percentage of GDP from 22.1 percent in 2000. Over that time, finance and insurance has added to its share of gross domestic product, rising from 11.1 percent of GDP in 2000 to 16.2 percent in 2009 and more than doubling in value from $10.4 billion to $23.1 billion. Much of this increase can be attributed to the large finance and insurance companies headquartered within the state. Principal Financial Group, EMC Insurance, Wellmark Blue Cross Blue Shield, Wells Fargo, ING group, Nationwide Mutual Insurance Company, AEGON, and Aviva all have major employment bases in the state. This shift in the Iowa economy is also visible in shifting employment in the state. The recent recession highlighted the importance of a diversified state economy with a resilient and dynamic workforce. Iowas attraction of high value companies and its encouragement of its startup community allowed the state to weather the recent and ongoing economic storm well. While the manufacturing and construction businesses were hurt by the recent recession, they are showing signs of growth in 2011 and may have created space in the market for new businesses. The silver lining of a recession is that it can often foster future growth as displaced workers collaborate with new networks to develop products and ideas that may have otherwise gone unrealized. Professional and business services is expected to become an even larger part of the Iowa jobs economy in the future as this sector is expected to grow by nearly 33 percent by 2018. This is particularly important to Iowas startup community as this sector holds most technology startups. Over that same time, workers in the Information Technology field are expected to increase 21.4 percent throughout the state.

Between the sectors of Advanced Manufacturing, Biosciences, and Information Technology, Iowa has a robust and thriving startup climate that spans K-12 education, higher education, professional organizations, public and private sector resources, and access to capital.
Education
Iowas legacy strength of being an educational leader in the nation includes multiple programs to encourage development of entrepreneurial skills and abilities, as well as start businesses while still in K-12 or undergraduate higher education. A subset of these programs is enumerated below.
K-12
Northern Iowa Area Community College (NIACC) Entrepreneur for a Day (E4D) The E4D program is dedicated to teaching 5th-grade students the fundamental principles of entrepreneurship and how to start a business. Students learn the distinct differences between becoming an entrepreneur and being an employee. One of the goals of the program is to get kids thinking about being a job creator versus a job taker, by understanding that entrepreneurship is a viable career pathway. During this two session program, participants experience business planning, financial literacy, marketing concepts, work place concepts, social responsibility, and team-building skills. This is actually the first step in getting entrepreneurship education into the schools.
During the first day, trained facilitators visit the students classroom and
get them excited about the program by introducing terms and concepts of entrepreneurship. The second day, students are invited to visit the NIACC campus where they choose a product, borrow money from a bank, buy resources they will need, make the product, then sell the product and determine if they made a profit The visit concludes with a tour of NIACC which offers students a sense of campus life, diversity, and validates college. Many of these students may be the first generation in their families to attend college, and the campus presence enables the students to make a post secondary connection. The Youth Entrepreneurial Academy (YEA)
YEA a one-week summer program that brings together 11th and 12th grade students to form teams, select business concepts, create companies, create business plans and present those plans in public to a panel of businesspeople, economic developers and educators. The objectives of the Youth Entrepreneurial Academy are to expose students to entrepreneurship, provide students with an opportunity to apply their skills and creativity, help students understand critical thinking skills and give students another career option of being a job creator. YEA is now entering its 15th year of providing its unique entrepreneurial education through an experiential experience. More info at http://www.niacc.edu/pappajohn/youthacademy.html ABI Business Horizons The Iowa Association of Business and Industry (ABI) sponsors the Business Horizons (BH) program, a one-of-a-kind, hands-on, action-oriented week-long summer program for high school students who want to learn about the world of business and what the future holds for them. The mission is to promote the value of the free enterprise system through leadership, teamwork, entrepreneurial activities, and personal development opportunities. BH has enjoyed over 25 successful years of educating young people about economics, the free enterprise system, entrepreneurship, skills they need to be successful in today's workplace, and about opportunities available in the state of Iowa. BH is a program of the Iowa Association of Business and Industry Foundation (ABIF) and partners with businesses and local chambers of commerce across Iowa. More info at http://www.businesshorizonsiowa.org eSigourney Entrepreneurial Academy for Leadership The eSigourney Entrepreneurial Academy for Leadership (eSEAL) was formed with a focus to give Sigourney students (7-12), including alternative students and interested community members, opportunities to be entrepreneurs. This also gives the students a broader ability to want to choose secondary education options, and gives them more choices in the career field. A goal of this is to stop the "brain drain" from the area by demonstrating that students can have productive and successful lives by owning a business. The eSEAL Charter was designed as an academy for leadership through entrepreneurial experiences both in the classroom and in the community. Students in grades 7-12 are introduced to curriculum that emphasizes innovation, leadership, business plan development, continued education, and community engagement. In general, the climate of eSEAL learning is one of commitment to assuring all students find a way to be engaged in relevant learning experiences in areas that lead them to careers. While eSEAL has a strong emphasis on
entrepreneurial education, career and basic leadership development are at the heart of the charter, supporting curriculum, and activities. During the 2009 school year, the Sigourney Community School District initiated a Career Academy with the support of Indian Hills Community College, private sector businesses, and the wider community. eSEAL is incorporated into the Academy and complements the overall intent of the charter by assuring students have choices even if entrepreneurship is not the direction they elect to take for their future career. When the Charter was created, it was not just to give high school students the opportunity to explore entrepreneurship. In the elementary school, students begin to explore entrepreneurship through a program called Biz in a Boxx, which is continued through middle school. At the middle school level, the students begin initiating career plans and start small businesses, such as selling cookies or other items during lunch. Throughout middle, and even high school, they participate in a wide variety of trips that expose them to different leadership, entrepreneurial and business examples in the surrounding communities. Students have even had the opportunity to visit with local entrepreneurs, attend entrepreneurship conferences and get hands-on experience. More info: http://www.sigeseal.com/Sigourney_eSEAL/Home.html Invent Iowa Invent Iowa, one of the premier programs through the Belin-Blank Center of International Development for Gifted Education and Talent Development, at the University of Iowa School of Education, serves the needs of talented young inventors and their teachers. The Invent Iowa program encourages students to creatively think and solve problems through the invention process. Now in its 24th year, the program has celebrated the work of thousands of students in grades K12. These novice inventors, whose inventions range from humane mouse traps and mitten driers to devices that make life easier for someone with a disability, continue to amaze and inspire. Invent Iowa is a comprehensive, statewide program developed to assist Iowas educators in promoting the invention process as part of their regular K12 curriculum. Since 1987, Iowa students have had the opportunity to express their inventiveness and solve problems in an educational way. Local schools and Iowa Area Education Associations (AEAs) provide opportunities to showcase student inventions at local and regional Invention Conventions. The culminating invention experience for Iowa students in grades 3 through 8 is the Invent Iowa State Invention Convention. Student inventors must receive an official invitation to participate in the state convention. This invitation is issued by an authorized Invent Iowa Area Education Agency coordinator. convention must be a completely new product or significant new application of an existing product. The invention must also be original student work. More info at http://www.education.uiowa.edu/html/belinblank/Programs/Students/InventIA/ Default.aspx Hyperstream The Technology Association of Iowa (TAI) Educational Foundation developed and tested a technology career awareness program called HyperStream, to support its key initiative of developing Iowa's future technology workforce. Launching statewide in September, 2008, TAI member companies and their employees are the driving force in encouraging Iowa 8th12th graders to pursue post-secondary technology education to prepare for Iowa tech careers. Through active partnership between business and education, ambassador companies work directly with educators and students by mentoring, starting HyperStream Clubs and supporting hands-on projects. Ambassadors directly develop our future technology leaders and contribute to the community. This is NOT a career day presentation but a long-term program in which ambassadors, students, educators work together throughout the year and ongoing. Once a company signs up as a HyperStream Ambassador company, TAI provides the training, tools and direction needed to effectively partner with local school districts.
Higher Education
In 1996, Iowa businessman John Pappajohn, president of Equity Dynamics, Inc. in Des Moines, established five entrepreneurial centers throughout Iowa, at Iowa State University, University of Iowa, University of Northern Iowa, Drake University and North Iowa Area Community College. Although each center defines its own mission and serves the state in a manner consistent with its particular strengths, each center has the same ultimate purpose: to enhance the effectiveness of Iowa's entrepreneurs. These entrepreneurial centers complement formal degree programs, curriculum and other programs offered by each universitys business and additional schools. Iowa State University (Ames, Iowa) The Iowa State University Research Park The Iowa State University (ISU) Research Park is a 230-acre development with over 270,000 square feet of building space. They are located in Ames, just south of the Iowa State University campus.
While the ISU Research Park is closely connected with the university, they operate independently to help tenants reach proprietary goals. The ISU Research Park offers assistance and accessibility to many university and area connections, including facilities, expertise, technology, financing, recruiting and more. The ISU Research Park strives to create an innovation community and provide an incubator for new and expanding businesses. The Park also assists young Iowa-based companies to develop their potential and nurtures scientific and technological entrepreneurial ventures. The ISU Research Park serves tenants of any size, including start-ups, smallstaff operations, growing entrepreneurial ventures and corporations with multiple locations worldwide. They also work with affiliate companies to offer on-site services to further their off-site interests, wherever they may be. Current 60 companies serve as tenants and represent a wide variety of fields, including biotechnology, cyber-innovation, agriculture, health, wellness and more. More info at http://www.isupark.org ISU Pappjohn Center for Entrepreneurship The ISU Pappajohn Center provides assistance to businesses in partnership with the ISU Small Business Development Center (SBDC) program, and employees are shared between both programs. Together, the centers serve two broad types of clients: Community Practice: Both existing and startup businesses of all types with up to 500 employees in four counties in Central Iowa including Story, Marshall, Boone and Hardin. Technology Businesses: Although most of the Centers technology clients are related to Iowa State University, the Center offers services on a statewide basis to technology-based startup firms. Annually the Center provides service to approximately thirty technology firms, with activity spread across three segments: Potential startups where market analysis and business feasibility is the primary focus. Startups where formation, licensing, fundraising and establishing operations are the primary focus. Existing / maturing firms where the center provides ongoing support in areas such as networking, fundraising and market research. The primary areas of assistance include:
Encouraging entrepreneurship within the Iowa State community, and providing guidance with policy and procedure for pursuing entrepreneurial activities Market analysis Guidance during the licensing of intellectual property Business strategy and business plan development Finance, including banking, grant and venture capital Operations Networking Entrepreneurship Education Rather than simply focus on business students, the Center sponsors an academic program that is available to all students at Iowa State University. All majors can minor in entrepreneurship. Teaching methods emphasize supplementing classroom instruction with opportunities to learn from speakers who have been successful entrepreneurs, and the opportunity to be immersed in the entrepreneurial experience inside a startup company. Services Class projects provide assistance to existing or startup business. The Center manages internships and other opportunities that put students inside startup companies to gain hands-on experience solving real world problems and helping launch new companies. The Entrepreneurship and Innovation Learning Community offers students a premier live-in-learning environment focused on entrepreneurship for any major. The Iowa Centers for Enterprise unites University of Iowa economic development units including the John Pappajohn Enrepreneur Center (JPEC), UI Research Foundation, UI Research Park and the UI Small
Business Development Center to connect people with the universitys vast research capabilities and expertise in new product development, business assistance, entrepreneurship, and workforce development. More info at http://www.enterprise.uiowa.edu University of Iowa John Pappajohn Entrepreneur Center (JPEC) The John Pappajohn Entrepreneurial Center (JPEC) is a unique partnership within The University of Iowa among the Henry B. Tippie College of Business, College of Engineering, College of Liberal Arts and Sciences, and University of Iowa health sciences. JPEC was founded in 1996 through a generous gift from John and Mary Pappajohn of Des Moines, Iowa. JPEC offers nationally ranked, comprehensive entrepreneurial education programs to all Iowans. All undergraduate students at The University of Iowa may earn a Certificate in Entrepreneurial Management in addition to their undergraduate degree. In addition to the Certificate, JPEC and the Department of Management and Organizations have teamed up to now offer a BBA in Management with an Entrepreneurial Management Track to students in the College of Business. Advanced entrepreneurship courses are also offered to MBA students on campus and at several locations across the state of Iowa. BELL Center at The University of Iowa (Students Only) The Bedell Entrepreneurship Learning Laboratory (BELL) is an applied learning environment for advanced entrepreneurship students pursuing the creation of a new business. Individual students and teams will receive dedicated office space located in the heart of the UI campus in a newly remodeled 10,000 square-foot facility, enabling them to concentrate on developing their business concepts.As part of JPEC's cross-campus academic program, students receive intensive one-onone mentoring, business plan development, and a variety of other assistance from JPEC and Small Business Development Center faculty and staff. More info at http://www.iowajpec.org/bedell UI Technology Innovation Center (TIC) For new businesses or established companies eager to initiate new endeavors, the Technology Innovation CEnter (TIC) offers services and cost-effective laboratory and office facilities. With access to the University computing facilities as well as research equipment and instruments, collaborations between academic scientists and those in business can flourish. The Jacobson Institute for Youth Entrepreneurship The Jacobson Institute for Youth Entrepreneurship at The University of Iowa enriches K-12 students lives through classroom and practical educational experiences. Through teacher education, innovative curricula, and outreach, the Jacobson Institute fosters the entrepreneurial mindsetencouraging creativity, innovation, critical thinking, and problem solving, and preparing students for success in the worlds of business and entrepreneurship. They will offer 10week class sessions beginning again in late January 2012 and will do so several times a year. These classes are held on the Indianola campus of Simpson College and cost $75.00 total. Students are given an extensive and helpful curriculum and one-on-one technical assistance. Outside local experts help provide relevant subject matter. They also offer lunch-and-learn sessions on important business topics at various times throughout the year and at a variety of locations. Simpson College offers coursework in Small Business Management (Management 324) and Innovation, Entrepreneurship and New Product Development (Marketing 338). Simpson College offers degree programs in business management, marketing, accounting, economics and international business and students may specialize in entrepreneurship. Post-graduate certificates in management and in accounting are available. Students who major in management or marketing may specialize in entrepreneurship by completing several specified courses as well as a relevant internship. The Simpson College Students in Free Enterprise (SIFE) team is available for a variety of projects which impact small businesses and the greater Indianola and Des Moines business communities. She and student Lyndon Haselhuhn are organizing a similar day of events for Spring 2012 on our campus. On three Saturdays in January and February Simpson College will host 100 200 Boy Scouts who will be earning merit badges in 31 different areas, including entrepreneurship, invention, and American business among many other topics. The Iowa Small Business Development Center has 15 regional centers throughout the state, along with an International Trade Center based in West Des Moines. The Iowa SBDC provides training and one-on-one free counseling to startups and existing businesses in the areas of finance, marketing, capital access, strategic development, sales, procurement, and technology commercialization. Iowa Economic Development Authority

The Iowa Economic Development Authority (IEDA) has many programs and services to offer entrepreneurs, startups and businesses State-sponsored Programs The Iowa Economic Development Authority offers direct financial assistance programs to provide the flexibility and responsiveness necessary to support entrepreneurs needs. Demonstration Fund This program provides financial and technical assistance to encourage high technology prototype and concept development activities that have a clear potential to lead to commercially-viable products or services within a reasonable period of time. The Demonstration Fund provides up to $150,000 to encourage commercialization activities by small and medium-sized Iowa companies in the advanced manufacturing, biosciences, and information technology industries. The fund is designed to encourage product refinements, market planning and market entry activities of unique products to foster competitive, profitable companies that create high-paying jobs and wealth in Iowa. The primary purpose of the fund is to help businesses with a high-growth potential reach a position where they are able to attract later-stage private sector funding. Entrepreneurial Venture Component
This program provides financial assistance and/or technical assistance to earlystage businesses that are developing a new product or new technology. Two types of assistance are available under the entrepreneurial component -- financial assistance and technical assistance. Both forms of assistance are limited to 50 percent or less of the total project costs. 1) Financial Assistance: Up to $250,000 may be awarded to a single applicant in the form of financial assistance. This funding may be used to leverage conventional financing; for business expenses or working capital; to purchase machinery, equipment, software or other business expenses deemed reasonable and appropriate. Awards will be in the form of a loan, royalty agreement, or other form of an equity-like investment as determined by IEDA upon approval of application. 2) Technical Assistance: Up to $25,000 may be awarded to a single applicant in the form of financing for technical assistance provided by a third party. The request for this type of assistance may be submitted either in conjunction with a request for financial assistance or in a separate application. Applications submitted that are not in conjunction with a request for financial assistance must demonstrate financial need for the technical assistance. Awards will be in the form of a grant, loan, royalty agreement, or other form of an equity-like investment as determined by IEDA upon approval of application. State Small Business Credit Initiative The Iowa Economic Development Authority (IEDA) has secured $13,168,350 from the U.S. Treasurys State Small Business Credit Initiative (SSBCI). Iowas SSBCI strategy supports small-business lending and credit enhancement initiatives which will create private sector jobs by increasing lending to Iowa business with fewer than 500 employees. IEDAs strategy is expected to leverage over $130 million in private financing over the several year life of the program. To accomplish this, IEDA has allocated funding to the following programs: Iowa Capital Access Program - $5,000,000 Iowa Small Business Loan Support Program - $3,168,350 Iowa Innovation Acceleration Fund - $5,000,000
1) The Iowa Capital Access Program (ICAP) provides loan loss reserve funds to help small business owners secure financing that they would not receive without some form of credit enhancement. Borrowers who participate in this program are required to pay a premium (typically 2-4%) on the loan amount, which is placed in a reserve account held by the lending institution. The funds are matched by the lending institution and the combined amount is matched with SSBCI funds. These funds are used to cover any defaults on enrolled loans. While the overall cost of money may be higher under this program, it is intended to assist those small business owners who are struggling to secure the financing they need for their new
or expanding business. 2) The Iowa Small Business Loan Support Program is a multifaceted program to assist small business owners by providing direct financing for loans under $100,000. The Iowa Foundation for Microenterprise and Community Vitality (IFMCV), also known as Iowa MicroLoan, will administer the Iowa Small Business Loan Support Program and will use SSBCI funding to provide direct loans under $50,000. These loans are typically amortized over five years at 7.5% interest. For loans between $50,000 and $100,000, IFMCV will provide participation loans in conjunction with private financing to support small businesses in Iowa. 3) The Iowa Innovation Acceleration Fund provides financial and technical assistance to help innovative entrepreneurs overcome the challenges associated with launching new ventures, attracting private capital investment, and expanding the volume of technology activities which have a clear potential to lead to commercially-viable products or services. IEDA will manage the three program components: Iowa Launch, Iowa Propel, and Business Expansion to assist businesses with the challenges they may face at every stage of the businesses growth. Funds under this program are provided to eligible businesses in the form of low interest loans and shall not exceed 50% of the total project costs. Funds are specifically targeted to support commercialization and expansion activities by small and medium-sized Iowa companies which will lead to business formation, growth and job creation. Targeted Small Business The Targeted Small Business (TSB) Assistance Program supports the creation and expansion of small businesses that are certified as a targeted small business. The business must be certified as a "Targeted Small Business" by the Iowa Department of Inspections and Appeals before applying for or receiving TSB funds or enjoying other program benefits. The basic requirements to be a certified TSB in Iowa are: Business must be located in Iowa Business must be operating for a profit Business must have less than $4 million in annual gross income, computed as an average of the preceding three fiscal years At least 51% of the business must be owned, operated and actively managed by a female, a minority group member or a person with a disability Certified TSBs can apply for loans to start or expand a small business with these terms: Maximum loan amount is $50,000
Maximum interest rate is 5% (can be anywhere from 0% - 5%; interest rate is determined by the loan review board and varies for each applicant) Successful applicants will have 5 years to repay the loan The first installment can be deferred for three months for a start-up business and one month for an existing business Applicant must have 10% equity in cash for the loan Use of the loan funds for most any business purpose such as to purchase equipment, inventory, supplies, marketing costs, etc. Loans cannot be used to refinance or consolidate existing debts, travel or training, nor for purchase of real estate
Student Internship Program The Iowa Student Internship Program provides grants to small and mediumsized companies in the advanced manufacturing, biosciences, and information technology industries to help support their internship programs with a goal of transitioning the interns to full-time employment in the state upon graduation. The program is available to Iowa companies that: Are engaged in one of the targeted industries of biosciences, advanced manufacturing or information technology. Employ 500 or fewer, with a significant portion employed within the state of Iowa. Pay the intern at least twice the minimum wage. Offer the internship to students of Iowa community colleges, private colleges, regent universities or to students who graduated from an Iowa high school and attend a college or university outside of the state (an eligible student must be within one to two years of graduation).
Investment Tax Credits The 2011 Iowa Legislature approved $10 million in tax credits for innovation and for seed capital funds. Community-based seed capital funds An additional $2 million per year is added under the IEDA tax credit cap for
investments in qualifying businesses and community-based seed capital funds. These credits are already in the Iowa Code (15E.43 et. seq.) but their caps had been reached. The recently-passed legislation does limit the credits to investments in businesses with a net worth of $5 million or less. Statewide Innovation Fund A new tax credit has been created for investments in innovative businesses. The amount of the credit is 20% of the amount invested and is available to both individuals and corporations. The same investment cannot be claimed for both tax credits. The innovation tax credits are limited to $8 million each year. The tax credits will be awarded to taxpayers who make investments in a certified statewide innovation fund. An innovation fund is a privately-owned and operated business venture that provides capital to early-stage businesses in Iowa, and the tax credits are intended to incentivize investment in such funds. The tax credits will be issued by the economic development board to taxpayers who have made investments in an innovation fund, and the certificates will be redeemed by the taxpayers from the Department of Revenue. Innovation Ecosystem Iowa is joining the growing number of state governments creating mechanisms to provide guidance on state investments made to create more jobs-better jobs in the innovation economy. Establishment of the Iowa Innovation Council (IIC) and the Iowa Innovation Corporation represents an evolution in thinking about Iowas economic development strategies, partnerships and goals. Iowa Innovation Council The Iowa Innovation Council is a business-led group that has been tasked by the government with developing strategies and long-term plans to make sure Iowa stays competitive in the global business economy. Formalized through legislation in 2010, the concept of the IIC was collectively developed by leaders in the advanced manufacturing, biosciences and information technology sectors. The idea was designed as a way to allow more effective and efficient discussions between the government and business sector to increase Iowa's economic development innovation and entrepreneurial capacity. The IIC is an advisory council to the Iowa Economic Development Authority. Iowa Innovation Corporation The Iowa Innovation Corporation, a private non-profit 501 c3, was created by legislation passed in 2011 to create the Iowa Partnership for Economic Progress, a public-private partnership, to replace the Iowa Department of Economic
Development. The Iowa Innovation Corporation will serve as the states innovation intermediary and be charged with implementing the Iowa Innovation Councils strategic plan. Using both public and private dollars, the Corporation and its business leadership will spur firm innovation through targeted supports for high-growth entrepreneurs and existing companies. Iowa Integrated Innovation and Commercialization Network The Iowa Integrated Innovation and Commercialization Network (IIICN) is a source of best practices, standardized due diligence processes and resources available to entrepreneurs and small companies statewide. This program was developed through the efforts of the Iowa Innovation Councils business membership. Expansion of the IIICN is a growth strategy of the Iowa Innovation Corporation as it works in its capacity as the states innovation intermediary. Iowa Capital Investment Corporation and the Iowa Fund of Funds

Iowa Capital Investment Corporation's (ICIC) vision is to build a thriving Iowa entrepreneurial ecosystem through an evergreen, self-sustaining fund of funds and partner venture funds. ICIC accomplishes the purposes expressed in its enabling legislation (Iowa Code 15E.61): to help emerging, expanding, and restructuring Iowa companies, including enterprises in the life sciences, advanced manufacturing, information technology, and value-added agriculture areas via the organization and management of the Iowa Fund of Funds (IDOF). In 2005 ICIC engaged Cimarron Capital Associates I, LLC as the professional manager of the Iowa Fund of Funds program. The program, which raises private investment capital supported by contingent state tax credits, operates without State appropriations. No contingent tax credits have been used nor projected to be used to-date. As a result, there has been no cost to taxpayers to create and operate ICIC nor the IFOF. The Iowa Fund of Funds brings venture equity capital and venture expertise to Iowa entrepreneurs by investing in carefully selected venture capital funds. Each fund works in the state of Iowa with Iowa entrepreneurs and in so doing brings
expertise, networks, capital, and good investing practices to local firms. Today, the Iowa Fund of Funds has committed capital to venture funds in life sciences, medical services, information technology, media, and later stage manufacturing, distribution and services. The first investment by an ICICsupported venture fund in an Iowa company was made in 2007. The Iowa Capital Investment Corporation has organized the Iowa Seed and Angel Network to build and strengthen the early stage investment community in Iowa. The Network meets quarterly to discuss areas of interest of early stage investors, learn from each other, hear presentations from entrepreneurs seeking capital, and share in investment opportunities. MyEntre.Net is an entrepreneurship development system consisting of an online social network and free web-based entrepreneurial resources, coupled with collaboratively driven services and capital for entrepreneurs in Iowa. MyEntre.Net was implemented through an annual competitive selection process in 13 rural Iowa counties and one urban center between 2003 and 2008. In May of 2009, the online resources of MyEntre.Net were re-launched as an interactive statewide online community serving all small business owners with live, interactive education, Webinars, peer learning and other business services. Today, the collective expertise of the MyEntre.Net team insures individually customized technical assistance, quality referrals and rapid access to capital for pre-venture and existing small firms statewide. Initially funded by a USDA Rural Business Opportunity Grant, 2009 MyEntre.Net funding comes from the Iowa State Legislature, the U.S. Small Business Administration and the Northwest Area Foundation. VentureNet Iowa
VentureNet Iowa works on a statewide basis as a catalyst to connect earlystage innovative technology companies to the resources that they will require to commercialize their products and technologies. The service is offered to the companies free of charge. The programs VentureNet offer are adaptable in order to accommodate the entrepreneur at any stage of the commercialization process. To facilitate the steps that all entrepreneurs must take, VentureNet, in collaboration with other service providers and entrepreneurs, has developed and/or utilizes a set of tools that are intended to provide consistency in format and process. The tools include the following:
Angelsoft/GUST a common online repository and structure for all deals available to every Iowa entrepreneur. TalentNet database a compendium of individuals who have the experience, expertise, willingness and availability to assist entrepreneurs; the database is webbased application through which individuals interested in employment or advisory opportunities with early-stage ventures can provide a profile as well as post any related digital documents. Due Diligence Checklist a detailed list of topics and questions that come into play in the evaluation of a business opportunity. Expert Review Panel Evaluation Criteria/Document a common format for organizing company/idea evaluation reflecting the topics outlined in the due diligence checklist. These tools provide a common and standard framework for gathering and accessing data. Along with the tools, VentureNet has developed a structured approach to working with entrepreneurs that provides for effective and efficient value-added feedback. At the heart of the process is the feedback and advice obtained from individuals with expertise and experience specific to the needs of the venture. Engagement with companies involves several sequential steps: Evaluation/Assessment. Opportunities identified are evaluated and scored as to their current status by a Review Panel with appropriate expertise and experience in the specific technology and market along with participation from those with entrepreneurial and financing experience. The panel employs a common framework a standard set of criteria that spans the elements critical to the success of any venture: the market opportunity, competitive environment, business model, marketing strategy, management/governance, market validation, intellectual property, potential financial return etc. Company principals are afforded the opportunity to present their plans and tell their story to the Review Panel in a candid give-and-take environment. Iowa Startup Alliance

The Iowa Startup Alliance is a statewide cooperative agreement that allows residents of the incubators and coworking spaces within Iowa the ability to share the facilities and resources of peer organizations within the state. This provides entrepreneurs with a network of locations that they can use when they travel within Iowa for customer or investor meetings, networking events, etc. Participating entrepreneurs and startups of one of the organizations need only to reach out to the receiving organization in advance of their visit to arrange for space and resources. As each organization is different, the duration, resources and space will vary from location to location, however startups can depend on a warm welcome and the infrastructure they need to hit the ground running.

Founded in July 2008, Silicon Prairie News exists to highlight and support the burgeoning entrepreneurial ecosystem on the Silicon Prairie. With five full-time employees and nearly a dozen contributors, they have individuals on the ground in and around Omaha, Des Moines and Kansas City. SPN launched coverage of the Des Moines startup community in 2009 and continues to be the source for information about startup activity and culture across Iowa and the region. With a primary focus on tech startups, SPN publishes a daily blog reporting on and profiling the individuals, companies and culture that make up the Silicon Prairie. Conclusion
The startup community and climate in Iowa has never been better. From programs and education to encourage young entrepreneurs to create their own careers, to angel tax investment credits, to extensive networking and recognition events, to a network or incubators, accelerators and mentors, the state continues to be a rich environment for growing new businesses. A healthy public-private partnership amongst state and local governments and the private sector is creating opportunities for startup formation that have never existed in the state before. Success stories in technology companies like Dwolla, Involta and T8 Webware are creating a generation of wantrepreneurs in universities who aspire to emulate their local heroes and create companies of their own. The harsh economic climate has had a favorable upside of encouraging many large-company employees to consider setting out to pursue their own business dreams. An entire generation, an entrepreneurial generation, is sprouting from the fertile soil of Iowa universities. This generation is leveraging the existing resources available to them as well as rapidly creating new resources for future entrepreneurs. They intend to shape an Iowa that they will want to build their businesses within. This will not come without much effort, but our Iowa work ethic is never better exemplified than by a single entrepreneur pursuing a great idea. As StartupIowa moves forward from ideation to execution phase, we seek to bring together the diverse elements of our state into an even more thriving, connected, collaborative, cooperative and energized entrepreneurial ecosystem that will enable all high-growth companies and entrepreneurs to succeed, whether they are running already established businesses, seeking to ramp-up a growing business, or starting from square one to turn their simple idea into the next great Iowa company. Iowa Bar Association Committee on Economic Development The Iowa State Bar Association is a voluntary organization whose primary focus is to help Iowa attorneys practice more effectively by providing products and services to help them save time and money.
