An Alternative Auckland Transport Plan

__________________________________________________________________________________ This document is a supplementary document to the View of Auckland, Alternative Auckland Transport Plan Mini Series at voakl.net. The purpose behind this document is to outline and briefly exchange a modified version of Section Two (Transport) of my original Submission to The Draft Auckland Plan. I am setting out a modified version (titled An Alternative Auckland Transport Plan) per the reasons outlined in the VOAKL - A Few Moments Please blog post and will encompass the entire Auckland Region rather than the Central Business District and Southern Auckland in my original submission. Transport ideas and analysis in this document will be drawn from both my own and others ideas and work as part of placing to our civic leaders and regional populace a viable alternative than currently set out. The main modification to Section Two of my Submission that leads to this Mini Series and supplementary documents is that transport ideas are split into two categories. These two categories reflect the Port of Auckland debate and whether the Port stays where it is (as the original submission assumed) or moves to South East Auckland. If Port of Auckland moves to south east Auckland then changes to transportation infrastructure is needed to reflect new transport movements from port and subsequent port supporting (including urban) development. The Overview and Transport Rationale stay the same and both are extended to cover the entire Auckland Region (extension to the original coverage of Southern Auckland). The three-tier priority system changes both in time allocation periods, and reflecting the two Port of Auckland options mention above (staying or going). The three time allocation blocks have been modified to reflect three Long Term Plan periods (each being 10 years long) which is also the life of The (Draft) Auckland Plan (2012-2042).

The New Alternative Auckland Transport Priority System


The three-tier scheme has been adapted to reflect the period of a Long Term Plan which is ten years long. Some projects have been added, others dropped in reflecting wider Aucklands transport needs. The AATPS is split into two reflecting whether Port of Auckland stays where it is on the Auckland downtown Waterfront or is relocated to South East Auckland.

Priority One (To be completed by 2022) Building of the Eastern Highway (to the Sub-Regional Standard Option as mentioned in Section 3.5 of the EASTDOR Final Report Realigning the Westfield Diamond Relocating or adding rail stations Re allocating bus routes, improving bus feeder systems to rail stations or bus RTN systems Feasibility Study of the Airport Rail Line including freight option Starting the bus Rapid Transit Network roll out especially along State Highway 20, 20A and 20B South-to-Manukau Rail Link Completion Completion of three-lane-ing Puhoi to Warkworth State Highway One expressway including the Warkworth bypass Roll out of North Western Motorway Bus Rapid Transit Network Third Rail Line from Papakura to Port of Auckland via The Eastern Line (Sylvia Park, Glen Innes) including crossovers between each station Crossovers built on the Auckland Rail Network between Papakura and Swanson (that are not already included in the Third Rail Line works) Upgrade of Neilson Street Off-ramp and Route Ten (Church Street) to a 4 lane expressway with speed limit set to 70km/h. This is my modified version of the South West-East Link from SH 20 to SH1 and Eastern Highway Removing SH1 Mt Wellington Pinch Point widening Bridge to 6 lanes from 4 Priority Two (To be completed by 2032) Completion of Inner City Rail Link Airport Rail Line (if deemed feasible) Second Harbour Crossing (multi-modal tunnel) connecting to Eastern Highway and Britomart South West Rail Line (if freight is still moving to Northland) Rail Electrification to Pukekohe Completion of all Bus RTN roll out projects 6 lane-ing of Southern Motorway to Papakura Upgrade of Takanini and Papakura Motorway Interchanges Start 3-lane expressway from Kumeu to Helensville (SH16) Relocation of Wiri Inland Port Start 3-lane-ing SH1 from Warkworth to 5km north of Wellsford

Botany Rail Line North Shore Rail Line Upgrade Eastern Highway from Sub Regional Function option to full Regional Function option Completion of SH16 and SH1 3-lane-ing projects

The list while extensive, it does not cover every single transport possibility out there. It does give a general idea though where I am heading the mix of transport projects needed to get Auckland moving again while NOT bankrupting the city. A note from the original submission: This priority system was created in attempt to create an idea on how transportation projects should be rationalised and built over the next thirty years with scarce resources and capital. Priorities can change as the transportation needs change for Auckland. Through creating the basic outline of the Auckland Transportation Network over the next 30 years, and through more technical analysis in the Long Term Plan Submission, it is hoped that Aucklands transport needs will not virtually bankrupt the city and allow the city to be known again for its affordability and economic progress. Also the Auckland Transport Network ideas outline is designed to complement the LADU system also mentioned in this submission. The LADU system proposed in this submission is to allow the submissions goal to be realised and affordability plus economic progress not be strangled by DURT!

Essentially through the Mini Series as it will be written the same time I am writing my submission to The 2012-2022 Draft Long Term Plan will give details including costs (and benefits) of all these transport projects.

Reflecting if Port of Auckland RELOCATES to south East Auckland

The graphic on the next page gives a basic draft outline of the POAL relocation site and proposed road and rail transit links. Further work will be developed to include the south east Semi-Liberal Planned District and other works that were mentioned in my original submission. References on the final page will give links to all my work mentioned.

Pages 43-47 of my original submission contain the original outlines of some of the major transport projects if the port was to stay where it is. Through the Mini Series new transport project outlines will be provided alongside the Port of Auckland relocation works at VOAKL. This supplementary document was to provide the first insight into the projects of my Alternative Auckland Transport Plan. More in-depth details including the $ signs will be coming over the next while.
