The search for a Police Chief is a significant undertaking involving aconcentrated and statewide recruitment.2.
William Avery & Associates, a California-based public sector managementconsulting and executive search firm, who has a continuing relationship with theCity of Paso Robles dating back to 1981, proposes to conduct the search at a(discounted) fee of $13,900, plus expenses not-to-exceed $5,500.3.
The search and placement should be concluded this calendar year.ANALYSIS &CONCLUSION: William Avery & Associates has assisted the City with labor relations andexecutive search since 1981. Consequently, Mr. Avery has a uniqueunderstanding of Paso Robles, the City organization and employee groups. Hisfirm has conducted a number of Police Chief searches during the past two years.Avery & Associates has abundant historical knowledge of City operations,completed successful searches for Paso Robles in the past (most recently Directorsof Administrative Services and Community Development), and offers his servicesat a discounted fee. His proposal is presented for consideration.POLICYREFERENCE: None.FISCALIMPACT: $19,400 from the General Fund.OPTIONS: A. Adopt Resolution Authorizing the City Manager to Appropriate $19,400 for, andExecute an Agreement with, William Avery & Associates to Undertake a Searchfor Chief of Police.B.
